Article 1 provides for ensuring that the national security authorities' staff carry out their national security tasks in accordance with the law, maintain national security and interests, protect the legitimate rights and interests of citizens, legal persons and other organizations, and develop this approach in line with the provisions of relevant laws, regulations, such as the National Security Act of the People's Republic of China, the National Security Act of the People's Republic of China.

Article 3. National security authorities have integrated management of the signs of the reconnaissance and the Special Movement. Article IV. Staff members of the National Security Agency may exercise the following functions when carrying out their national security tasks under the law:

(iii) Survey, enquiry and information to relevant organizations and personnel;

Article 6. Article 7. Staff of the National Security Agency are required to maintain national security and, if necessary, through the preparation of the reconnaissance certificate, they can give priority to the use of transport instruments, communications tools, sites and buildings by organs, groups, business units and individuals.
The property used by citizens, legal persons and other organizations should be returned in a timely manner and paid appropriate expenses; the loss should be compensated.
Article 8. Vehicles carrying out urgent national security tasks can be equipped with special signs and police lights, warnings, and, in implementing urgent missions, subject to the markings of the reconnaissance or the special movement of vehicles, which may be allowed to enter the relevant areas, places, units and transport control areas that are restricted to entry; and, in order to ensure security, vehicles are free of movement rate, route, direction and traffic signals; they can be discontinued without the designation of locations; and can be exempted from parking fees, travel costs, bridges.
Article 9. Civil, legal and other organizations should facilitate the enforcement of official functions under the law and preserve the secrets of national security services for the use by national security authorities of the signs of the reconnaissance and the special movement of vehicles. Article 11.
