Article 1 ensures the smooth, transport and environmental integrity of post-cush cities, in accordance with the State Department's Regulations on Urban Incestation and Sanitation Management, the provisions of the city of Grand Innin and the Urban Sanitation Management Regulations and the Regulations of the Grand City, and develops this approach in the light of the reality of the city.
All units and individuals within the main towns of mountains, the West, the Sha River and the Gang Basin (hereinafter referred to as the four areas of the city).
Article 3. Urban exclusion management is governed by sub-management and regional responsibility.
The General Town Construction Authority is the administrative authority responsible for the work of cities in the city, and the Office of the Ministry of Urban Excise Command is specifically responsible for the coordination, guidance, supervision and inspection of urban outflows.
In the city, four municipalities are responsible for the construction of cities within the Territory. The city's four urban outskirts command agencies are specifically responsible for the implementation of the organization under the same-level people's Government. The Street Office is responsible for the implementation of organizations working in urban areas in line with the division of responsibilities.
All relevant sectors of the Government are managed by cities in line with their respective responsibilities.
Article IV is a social obligation to work in cities. Under the Government's unity organization and management, the combination of manpower with social forces is carried out in a manner that combines them with machinery, in line with the principles of regional management, sterilization.
Article 5
(i) The dry roads and the accumulation of key square brackets are being cleared by the sanitation sector.
(ii) In the city, four cities in the city are responsible for the demarcation of the main road and the responsibilities for work other than the main square brackets, the implementation of the responsible units or responsible persons, and the organization, coordination and monitoring of the work of the vetting.
(iii) The Street Office is responsible for organizing, coordinating and monitoring inspections in the area of streets and the first five blocks, unimplemented residential subsectors, market-assisted areas.
(iv) Scillage areas administered by the property industry, pre-offices and yards, which are cleared by the Property Management Unit and the Unit.

The urban responsibilities unit or the responsible person should be fully prepared by 15 November each year.
Article 6. In addition to the snow responsibility unit or the responsible person should seriously implement the responsibility to work, assign the exclusive person responsible for completing the removal process, in accordance with the terms of responsibility and the standard requirements for the work of the snow cover, receiving the supervision, inspection of the work of the urban outgoing authorities.
Article 7 may be entrusted to others for the purpose of completing the task of removal, in addition to those responsible for work. The cost was determined by the parties in consultation.
Article 8. In addition to the failure of the responsibilities or the responsible person to clear the area of responsibility in accordance with the prescribed time frame and criteria, the costs are borne by the responsibilities unit or the responsible person.
Article 9. In addition to the snow responsibility unit or the responsible person shall be called upon to complete the task of removal in a timely manner. Covers should be met on the first hand, and the skilful road should be left on the street. Upon the collapse of the snow, the flow of the main square brackets should be cleared within 24 hours; the accumulation of other road paragraphs should be removed within 36 hours.
Article 10. Clearance of the snow is complete and unleashed, reaching the criterion of remunerated, futile, and access. The bulk of the dry roads, the loading on the square brackets should be delivered to designated places. Responsibilities on the street can be built on both sides of the road or on greening and trees.
It is prohibited to defray the snow around public facilities such as automobile sites, transport facilities, garbage containers and public toilets.

Article 11. The use of blends will require the use of products consistent with the relevant provisions.
No ices must be used incompatible with the relevant provisions, as well as other hazardous chemical substances that may be jeopardizing municipal utilities, damaged trees, contaminated the environment. The ices containing blends must not be placed in greening and trees.
Article 12 Public security referrals to the police services should be actively evicted in the fight against snow, to guarantee the movement of vehicles and public transport vehicles, in line with the mobilization of social vehicles by urban outskirts' command agencies and to carry out the work of snow cover.
No units and individuals shall be allowed to dump garbage, slanders and slanders on the basis of the dumping of snow.
Article 14. In violation of this approach, the time limit for the construction of administrative authorities in cities is being warned and accountable. Until such time, criticism was given. In the following cases, penalties are imposed:
(i) To reject the imposition, non-exception or failure to complete removal tasks within the prescribed time period and in accordance with the standards, a fine of 1000 dollars for the responsible unit or responsible person and a fine of 500 dollars for the head of the responsible unit.
(ii) The dumping of garbage and slander, with a fine of more than €200,000.
(iii) A fine of 300 ktonnes per metric to be calculated at 1 metric tons per tonnes for the dumping of the snow.
(iv) A fine of 1000 for the use of ices that are not in compliance with the relevant provisions.
Article 15 may be implemented in the light of this approach by other districts other than the city's four areas.
Article 16 is implemented since the date of publication.
