Article 1, in order to prevent the spread of hazardous biomass harmful to plants, to guarantee the safety of agricultural production and to develop this approach in line with the Plant quarantine Regulations of the Department of State.
Article II applies to the quarantine of agricultural plants and their products within the territorial administration.
Article 3: Plant quarantine institutions owned by the rural administrative authorities at the district level to implement plant and phytosanitary tasks in accordance with the list of hazardous biological and phytosanitary products produced by the State and the province.
Article IV Agricultural plant and phytosanitary institutions may, in accordance with their work needs, authorize agricultural plant and phytosanitary institutions in urban, district and district areas, to carry out plant and quarantine at vehicle stations, airports, ports, warehouses, agricultural sub-production sites and other relevant sites.
Article 5 Upon review, it was found to be harmful to biological pollution by quarantine, which is handled by the agricultural plant and phytosanitary institutions in accordance with the relevant national provisions, and the costs are borne by the mediator or the responsible person.

Article 7.
