(Summit 44th ordinary meeting of the Government of the People's Government of the New Boyangur Autonomous Region, 14 August 2007 to consider the adoption of the Decree No. 145 of 10 September 2007 of the People's Government Order No. 145 of the Forces nouvelles.

The Government of the people of the Nigong Autonomous Region decided to amend the incentives for scientific and technological progress in the Autonomous Region of Uighur, issued on 12 March 2001 as follows:
The second amendment reads as follows: “The Government of the People of the Autonomous Region has established a Science and Technology Progress Award for the Self-Government Zone. The Science and Technology Progress Award of the Self-Government Zone is divided into awards such as the Science and Technology Progress Award of the autonomous region, the Science and Technology Progress Award of the Self-Government Region and the Science and Technology Progress Prize I, II and III of the autonomous region.”
Article 6 should be replaced with Article 8, paragraph (iii) as follows: “Agreement in the implementation of science and technology outcomes, industrialization of high-technical technologies, major science and technology works (projects, plans) and major infrastructure works;
In addition, as subparagraph (iv): in the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology have been tested to create tangible benefits.”
In addition, as Article 7, “The Signatory Award for Science and Technology Progress in the Self-Government Zone” awards prominent contributions in science and technology innovation, scientific and technological results-based transformation, achieving significant economic benefits and social benefits, and in accordance with one of the following conditions:

Article 8 was changed to Article 9 by modifying the Award for Science and Technology Progress in the Self-Government Region and the Award for Science and Technology Progress in the Self-Government Region, which highlights each evaluation every two years; the award for scientific and technological progress in the self-government region, I, II and III, is evaluated annually.”

Annex: Advantages of Science and Technology Progress in the Autonomous Region of the Forces nouvelles (as amended)

Article 1 provides incentives for citizens and organizations that make a prominent contribution in scientific and technological progress in self-government zones, mobilizes the active and creative nature of scientific and technological workers, promote science and technology for economic and social development services, and develops this approach in line with the relevant provisions of the National Science and Technology Approval Regulations.
The Government of the people of the self-government has established a scientific and technical advancement prize for the self-government area. The Science and Technology Progress Award of the self-government sector is divided into awards such as the Science and Technology Progress Award of the self-government zone, the Science and Technology Progress Award of the self-government region and the Science and Technology Progress Award I, II and III.
Article 3 recommended, admissible, evaluated, granted, the principle of openness, equity, justice and non-intervention by any organization or individual.
Article IV. The executive branch of science and technology in the self-government area is responsible for the organization of the evaluation of the scientific and technical progress awards in the self-government area. The Evaluation Committee of Science and Technology Progress Awards in the Self-Government Zone is responsible for the comprehensive evaluation of the Science and Technology Progress Award.
Article 5 Evaluation Committee on Science and Technology Progress in the Self-Government Zone consists of expert scholars in the fields of science and technology, education and economy in the self-government area, recommended by the unit of expert scholars, and approved by the Government of the People of the autonomous region for a three-year term.

Article 7. Article 8

Article 10 Selected projects and candidates for scientific and technological progress in the self-government area are recommended by the following units or individuals:
(i) The Government of the People's Government and the Regional Administration;
(ii) The composition of the Government of the people of the autonomous region;
(iii) Other units identified by the Government of the People of the Autonomous Region that meet the State's eligibility conditions.
Candidates such as the award for scientific and technological progress in the self-government area and the award for scientific and technological progress in the self-government area may be recommended by more than five companies with industry experts, in addition to those recommended by the former.
Article 11. The recommended unit project for the award of scientific and technological progress in the declared self-government area should organize an expert's initial evaluation, advise advice and its hierarchy and rewards, and recommend to the self-government administration.
Article 12. The scientific and technical administration of the self-government zone reviews the declarations and annexes of the declared project.
