(In accordance with the 33rd Annual Meeting of the People's Government of Youth of 27 November 2007 to consider the adoption of amendments to the Regulations of the Government of the Youth of 29 December 2007 No. 195 of the Order of the Government of the Blue Island, which was implemented effective 1 February 2008, of the Decision of the Government of the People of the Blue Island to amend the implementation of the People's Preventive Engineering Management and Feasing scheme in the city of Blue Island)

Article 1 manages the water supply works on the island (hereinafter referred to as a water resource engineering) with full benefits, and develops this approach in line with the People's Republic of China Water Act and other relevant provisions.
Article 2 addresses water-related works as described in this approach, which refers to all engineering facilities for pre-water ponder ponds from the sea River, the Rift Valley dam to the small jewell.
Water works are complementary to national priorities.
Article 3. The jewelling is a reservoir of water-related works, with no change in power and still being managed by the water administration authorities in South Kivu. The Municipal Water Administration of Blue Island is responsible for the management of water resources works and for the integrated movement of water supplies, which is carried out on a daily basis by the West Coast Water Supply Administration (hereinafter referred to as the Water Supply Management Service).
Article IV Distribution of water resources works and movement control should prioritize water use for the life and national priorities of the residents of the area of Jelest and for the integration of agricultural water.
Article 5. The land that has been expropriated for water works is governed by the Water Resources Management Service, which is housed by the South and the State's municipalities and is archived.
The land and land attached to the management of water resources are managed by the Engineering Management Unit and no units and individuals shall be expropriated.
The area of water engineering protection is covered by 50 metres from 10 metres outside of the water pipeline and the river.
Article 6. Within the area of engineering management and engineering protection, the following are prohibited:
(i) Urgent construction, alteration and expansion of various works;
(ii) Dealing, extracting, storing and excavation;
(iii) Emission of sewerage, dumping residues and their wastes in waters, swimming, laundering of clothing or water;
(iv) Releasing water and conting water;
(v) Other acts that endanger water work and water quality.
Article VII, with the approval of the territorial Government, may dedicate certain areas other than the scope of engineering management to the scope of engineering protection.
The right to be attached to the land and land within the scope of the construction protection is unchanged.
Article 8. Water works should establish a sound hydrological observation point to monitor water quality.
Article 9. rubber dams, gates, machine pumps for water works must be closed in accordance with the directives of the Water Management Service.
Article 10 The high-pressed and volatile power plants (with low-pressed pipelines) are under the responsibility of the South-South electricity company, and some of the low-pressed pipelines are managed by the Water Management Service.
No unit or individual shall be allowed to establish a line from the line without approval.
Article 11. The management of water resources, major raw materials, fuel, equipment, etc., for the maintenance of water resources, are subject to plans by the urban water administration authorities of Blue Island to procure tenders or other means, in accordance with the relevant provisions.
Article 12 Water engineering units may operate in an integrated manner, depending on the characteristics of seasonal water supplies, subject to the provisions of the relevant provisions.
Article 13. Water works are planned for water supply.
(i) The water unit shall prepare the next annual water use plan by 1 October of each year and report the Water Management Service.
(ii) The Water Management Service shall prepare annual water supply plans in accordance with the water plans and water resources conditions of each unit.
(iii) The water supply movement control programme for the agricultural sector, which is responsible for the local water administration authorities in South Kivu and will inform the Water Management Service in a timely manner.
Article 14. Water costs for agricultural water supply are charged by the relevant sectors of the city of Nana in accordance with the standards set out in the Rules for the Implementation of Water Costs and Management in the Province of San Orientale; water and water resources for other water supplies are charged by the Water Supply Management Service in accordance with the relevant provisions.
The jewell mountain garage, which serves as a congestion of the water pipeline, is settled by the Water Resources Management Service in a quarterly manner with the management of the jewell mountain.
Article 15. Water supplies can be used to collect basic annual water costs.
Specific approaches to the management of basic water charges are developed and implemented by the municipal water administration authorities in conjunction with the relevant sectors.
Article 16
Article 17 deals with persons in violation of the relevant provisions of this approach, in accordance with the provisions of the relevant laws, regulations.
Article 18 of this approach has been implemented since the date of publication.
