Protection of historical cultural heritage of the Silk Road of the city of Western Sahara

(Adopted at the 53th ordinary meeting of the People's Government of Western Annai on 25 August 2008, No. 81 of the Order No. 81 of 10 September 2008 of the People's Government Order No.

In order to strengthen the protection and management of the historical cultural heritage of the Silk Road, this approach is based on the laws and regulations of the Law on the Protection of Cultural Property of the People's Republic of China, the Regulations on the Protection of the Chinese Property of the People's Republic of China and the Zang Province's Property Protection Regulations.

Article 2

This approach refers to the historical cultural heritage of the Silk Road, which refers to the sites of the Nahan Skweyna, the Yukio Morošlita, the Memorial sites, the Satural sites, the Mini Metropolitan sites, the sites of the West City, the gate sites, the colour sites, the geta, the small ge, the so-called ge, the tetane, the great tetana and the temple, and other irremovable material related to the Silk Road.

Article 3 protects and administers the historical cultural heritage of the Silk Road and should uphold the principles of protection of the first, reasonable use, enhanced management, rightly address the preservation of the historical cultural heritage of the Silk Road and socio-economic development, people's mass production, and ensure the authenticity and integrity of the historical cultural heritage of the Silk Road.

Article IV is the administrative authority for the management of the historical cultural heritage of the city's Silk Road.

The Regional Property Administration Department is responsible for the protection of the historical cultural heritage of the Silk Road within the current administration.

Other sectors relevant to the preservation of the historical cultural heritage of the Silk Road should be protected in accordance with their respective responsibilities.

Article 5

Article 6. Civil, legal and other organizations have the obligation to protect the historical cultural heritage of the Silk Road in accordance with the law and have the right to stop, prosecute and prosecute violations of this approach.

Article 7 provides incentives for units and individuals that have made a prominent contribution in the management of the historical cultural heritage of the Silk Road.

Article 9. The scope of protection of the historical cultural heritage of the Silk Road and the establishment of control zones are subject to the publication of the Provincial Government.

Article 10. The property administration sector should establish protection symbols and pillars within the area of control over the historical cultural heritage of the Silk Road, and no units and individuals shall be allowed to operate and destroy themselves.

The signs of protection, damage to the community should be restored in a timely manner.

Article 11. The protection, management and use of the historical cultural heritage of the Silk Road will be carried out by the Ministry of the Administration of Critical Affairs with the planning of the administration sector and other relevant departments, with the approval of the Government of the current people and the superior property administration. The requirements are included in the current financial budget.

Article 12 Relevant sectors at the municipal level, the people of the district and their relevant sectors should strengthen the governance of the surrounding environment of the historical cultural heritage of the Silk Road, compensating units, villages and other buildings, constructions that do not meet the protection requirements and hamper the historical cultural heritage of the Silk Road.

Article 13 provides for specific funding to the Government of the city, in accordance with the needs of the historical cultural heritage of the Silk Road, to be rescued, repairs, security facilities-building.

Article 14. The historical cultural heritage of the Silk Road, which has not been opened by law, can establish museums, sites parks or offer places of study to show historical and material landscapes.

Article 15. The historical cultural heritage of the Silk Road shall be designed and organized to improve the ability to respond to sudden events, targeting people and natural disasters.

In the event of a sudden incident that endangers the historical cultural heritage of the Silk Road, the historical cultural heritage management of the Silk Road should immediately take the necessary measures and report to the Government of the city and the provincial property administration.

Article 17 prohibits:

(i) Prioritization, painting, posting, in both material and protection symbols;

(ii) Emissions of wastewater, excavations, construction of graves, garbage and other acts that may undermine the safety of property;

(iii) Storage of hazardous items such as fuel, easily explosive;

(iv) The establishment of an outdoor advertising facility, the construction of sites and other works that are not relevant to the preservation of the historical cultural heritage of the Silk Road;

(v) Other acts that endanger the historical cultural heritage of the Silk Road.

Article 18 implements the following material protection works within the context of the preservation of the historical cultural heritage of the Silk Road, and shall establish a programme for the protection of the material and carry out the reporting process in accordance with the relevant provisions:

(i) Construction, alteration, expansion of the facilities for the protection of cultural property;

(ii) Implementation of renovations, maintenance of works;

(iii) pave the lines of communication, electricity, water supply and drainage;

(iv) The establishment of fire prevention, defence, piracy facilities and the construction of flood defence works;

(v) Construction works for other material protection.

Article 19 shall not carry out other construction works that are not relevant to the protection of the historical cultural heritage of the Silk Road or carry out activities such as breaks, drilling, excavations, etc. Due to the specific circumstances, the security of the historical cultural heritage of the Silk Road should be guaranteed and the procedures for approval are carried out in accordance with the law.

Article 20 protects the historical cultural heritage of the Silk Road and builds the facilities in the control area that may not build the historical cultural heritage of the Silk Road and its environment. Facilities that already exist for the historical cultural heritage of the Silk Road and its environment should be limited.

Article 21 builds within the building of the historical cultural heritage of the Silk Road without disrupting the historical cultural heritage of the Silk Road; the engineering design programme should be approved by the relevant sector, in accordance with the relevant provisions.

The property administration sector should monitor the activities of the film and organizers.

Article 24 remains within the context of the preservation of the historical cultural heritage of the Silk Road, which should be protected by the site; the identification, delivery of the material, shall be made to the collection of the property designated by the municipal property administration or the municipal property administration.
