Modalities for the management of the area of Integrated Insurance in the Blacko River

Article 1, in order to expedite the opening of the Blackon River Province and to promote the development of the MERCOSUR (hereinafter referred to as the Zven River Integrated Insurance Zone), has developed this approach in accordance with the relevant laws, regulations and the Department of State's agreement to establish a full-fledged tax area in the Black River.

Article 2, the Zwu River area is located in the city of Zveen River, Blackang Province, and is a special functional area for the integration of closed management and the regulation of customs.

The area of planning control in the Zven River area ranges from 1.8 square kilometres, with a specific scope: the east route along the west of the river, the south-301 country, the west-to-Li water company plus pumps, the North-Zapac.

The main functions of the Zveen River Integral Zone (hereinafter referred to as an integral area) are logistics, international trade and export processing. The main international transit of goods, international transfers, international procurement, international trans-shipment operations, border operations, and services related to international transport and international trade.

Article IV, the ICP Management Committee (hereinafter referred to as the CMAC) is a provincial government agency entrusted with the management of the Zveen River Municipal Government and, under the guidance of the Leading Group of the Integral Zurich Valley, the day-to-day management of the area.

The Board may be mandated by the relevant administration sector by law and perform the related administrative responsibilities in the area of insurance and coordinate and cooperate with the administration of the relevant administration sectors, such as collateral, customs, testing, quarantine, inspection, business, taxation, financial, public security, environmental protection.

(iii) Approval of the project-mandated by the planning management for the selection of sites, the construction of a land-use planning licence and construction planning licences;

(iv) Approval of construction work reports commissioned by construction management, construction project design programmes and construction work permits;

(v) Interim occupation of roads and clearance of roads commissioned by municipal engineering authorities;

(vi) Approval of land garbage and engineering residues commissioned by municipal sanitation management;

(vii) Matters relating to administrative licences (approval) authorized by law by the relevant administration.

The Board shall transmit administrative licences (approval) implementation reports to the administrative management request entrusted; the administrative management entrusted shall guide and monitor the implementation of administrative licences (approval).

Article 8

(i) Approval of external investment projects or approval of investment projects may be carried out in conjunction with the approval of the construction of project candidate submissions;

(ii) The authorization for the construction of a land-based planning licence, which may be conducted in conjunction with the prequalification of the construction project area;

(iii) Approval of construction planning licences, which can be carried out in conjunction with the approval of construction of engineering reports and construction project design programmes;

(iv) Approval of construction work permits may be carried out in conjunction with the approval of matters requiring temporary occupation of roads, excavations and emissions, disposal of building garbage and engineering residues.

The Board may adapt and simplify the administrative licence (approval) procedures set out in the previous paragraph in the light of the actual situation of different construction projects.

Article 9

The Board established a corresponding body to provide advice, guidance and office services to enterprises in the area of insurance.

Article 10 Developments in the area of integrated tenure should be in line with relevant planning in the land, urban construction sector, and be coordinated by organizations responsible for the Commission.

Article 11. The Committee shall develop and publish the sectoral policy orientations, in accordance with the guidance directory of the relevant administrations based on the restructuring of the national industry.

Article 13. The Board shall promote the standardization of information in the area of insurance through the same administrations, customs, inspection, quarantine, border inspection, business, taxation, financial and public safety, and promptly issue public information in the area of insecure, achieve the integration and sharing of information resources in the area of insurance, and provide relevant information advisory services for electronic data exchange and customs management.

Article 14. The Board shall support and assist the relevant administration in the performance of administrative law enforcement functions in the area of insecure, in accordance with the statutory procedures; the administration should inform the Committee of administrative law enforcement.

The Board should concentrate on the harmonization of administrative law enforcement activities in the area of the administration of the administration, and on inspection, screening and emergency administrative enforcement activities in the administration sector, which should develop programmes to secure law enforcement by law enforcement officers on the ground.

Article 15. Carrying of cargo shall be subject to the conditions set by the customs, access through specialized channels designated by the customs and inspection by the customs.
