(Summit No. 143 of the Government of the Turkmen Republic of 10 November 2009 to consider the adoption of the Decree No. 93 of 23 November 2009, No. 93 of the Order No. 93 of the Government of the Turkmen Republic of Cyprus, which came into force on 1 January 2010)

Article 1, in order to maintain road traffic order, regulate the management of mobile chairs by persons with disabilities and promote the participation of persons with disabilities in social life, establishes this provision in the light of the provisions of the Law on Road Traffic Safety of the People's Republic of China, the Regulations on Road Traffic Safety in the Province of Yunnan, the Regulations on Road Traffic Safety in the city of Know City.

Article 2, units or individuals engaged in mobile chairs driving persons with disabilities and their related activities within the city's administration, shall be subject to this provision.

Article 3 refers to a mobile chairs vehicle for persons with disabilities referred to in this Article, designed specifically for persons with disabilities, operated in full by breadwinners, and to the use of gasoline engines in line with national standards for persons with disabilities for a three-rotary chairs of the road.

Article IV. The Transport Administration of the Municipal Public Security Authority is responsible for the supervision of the safe management of mobile chairs of transport for persons with disabilities throughout the city, with specific responsibility for the day-to-day management of the mobile wheelchairs of persons with disabilities in the area of the administration of transport and safety management for persons with disabilities in the present administration.

The Disabled People's Federation (hereinafter referred to as maiming), quality technical supervision, and business administration, depending on their respective responsibilities, manages mobile chairs.

Article 5. The mobile chairs vehicle for persons with disabilities is registered by the public security authorities, and the vehicle number, route and route are available on the road.

The range of mobile chairs vehicles for persons with disabilities, pass, quasi-lead, was developed by the transport management of the municipal public security authorities.

The registration of mobile chairs by persons with disabilities, in line with the principles of openness, efficiency and accessibility, should be established by the transport management of public safety authorities to establish mobile chairs for the registration of files for persons with disabilities and facilitate public access.

Article 6. The mobile chairs of persons with disabilities whose application is registered shall be in compliance with the following provisions:

(i) An engine, oil doors, movables and other control devices should be fully operational by the driver;

(ii) The use of gasoline engines and the nominal amount of gasoline is less than 100mL;

(iii) The length, breadth and size of the vehicle is less than 2500 x1200 x 1400mm;

(iv) Other safety-technical requirements consistent with national standards for the People's Republic of China mobile wheelchairs (GB12995-2006).

Article 7. A person with disabilities can only register a mobile chairs car for persons with disabilities and only a person with disabilities.

Article 8

The following conditions should be met:

(i) A certificate of residence in the city of Kymin or in the town of Know;

(ii) The physical condition of a mobile chairs vehicle for persons with disabilities;

(iii) Age of 18 years of age and under 10 years of age.

Article 9 Applications for the registration of mobile chairs cars for persons with disabilities, and the applicant shall submit the following material to the transport management of the public safety authority:

(i) The identity certificate of the owner of the mobile chairs vehicle for persons with disabilities;

(ii) Vehicle vouchers;

(iii) Accreditation of vehicles or import vouchers;

(iv) Forced insurance for third-party motor vehicles.

Article 10, in the form of pilronto, Vátia, Kasaisto, is an application by the applicant's territorial distributor to the location of the household or to the place of residence, shall be completed in the first instance within 2 days, subject to conditions for the reunification of the municipal disability review, the municipal disability unit should complete the review within 2 days and be sent to an accredited hospital to validate the applicant's physical condition and submit a public safety authority.

In the district (commune), the Eastern Sichuan region, an application by the applicant to the local disability association, which should be reviewed by local disability associations within two working days and be sent to accredited hospitals for the identification of the applicant's physical condition, in accordance with conditions, for the transport management of the public safety authority.

Article 11. Transport management of public security agencies should establish specialized windows for the registration of mobile chairs cars for persons with disabilities and quasi-cert nuclear launch.

The transport management of the public safety authority shall notify the applicant of registration of mobile wheelchairs cars for persons with disabilities within two working days of the date of receipt of the relevant proof. In order to meet the prescribed conditions, mobile chairs of chairs for persons with disabilities should be issued at the same time, pass, quasi, and in the case of non-conditional conditions, the applicant should be informed in writing of the reasons for non-registration.

Article 14 has been registered with the transfer of the title of mobile chairs for persons with disabilities and should be processed in a timely manner. All new vehicles should be in compliance with the provisions of article 8 of the present article.

To apply for the transfer of mobile chairs vehicles by persons with disabilities, the parties should submit the test vehicle to the original registry and submit the following evidence, vouch:

(i) The identity of the parties;

(ii) Evidence, voucher of the transfer of titles of mobile chairs for persons with disabilities;

(iii) The mobile chairs cars for persons with disabilities;

(iv) The driver's superior.

Article 15 quasi-release conducts a periodic review every two years, without the requirement to test or test the test inconsistency, and shall not drive a mobile chairs vehicle for persons with disabilities.

Article 16, the mobile wheelchairs of persons with disabilities should be well-established and integrated. A safety technical test is conducted on a regular basis every two years, without a prescribed test or a test of inadmissibility, and no road is taken.

In carrying out the vehicle test, the owner of the vehicle shall provide a certificate of compulsory insurance for the purchase of motor vehicle thirds in the previous year and in the current year, and shall not provide an effective voucher.

Article 17 uses a eight-year mobile chairs for persons with disabilities and should be reported. For each time to be tested through safety technology, the time limit for use may be extended, but not more than three years.

Article 18 registered mobile chairs of persons with disabilities outside the new area of pilronto, Vhua, Swash, and Chung, shall not be allowed to enter the regional road.

Article 19 The mobile chairs vehicle for persons with disabilities is available for use by a single-person for persons with disabilities, who hold a mobile chairs of the People's Republic of China People's Disability Proclamation at the level of disability above three levels, can be accompanied by an escort.

No unit or individual shall have the following acts:

(i) Mobile chairs for persons with disabilities who are assembled or assembled;

(ii) Failing, transforming or using the fiduciary chairs of mobile chairs for persons with disabilities who are falsified or converted.

Article 21 Drivers of persons with disabilities mobile wheelchairs should comply with the following provisions:

(i) When driving vehicles, the vehicle should be equipped with the driver's and pass;

(ii) No mobile wheelchairs of persons with disabilities shall be directed to others;

(iii) No motor wheelchairs for non-qualified persons with disabilities shall be hurled;

(iv) No mobile chairs cars for persons with disabilities whose safety equipment is incomplete or ineffective;

(v) No mobile wheelchairs of persons with disabilities shall be pushed into business passenger transport activities.

Article 22 Drivers of wheelchairs for persons with disabilities should be subject to the following provisions:

(i) On the road to delineation of motor vehicles and non-mobile vehicles, moving on non-mobile vehicles;

(ii) On the road without the establishment of a non-modile vehicle route, a quarter of the road right;

(iii) Not more than 15 km at the highest rate of arrival;

(iv) Maintain safe distances with non-modile vehicles that are neighbouring to avoid affording them on the path of confusing them;

(v) No other vehicles or other vehicles may be involved.

Article 23 Drivers of persons with disabilities, which is destroyed by the transport management of the public security authorities.

Article 24 uses the chairs of mobile chairs of persons with disabilities that are falsified and converted to be ordered by a fine of 50 kidnapped by the Transport Administration of the Public Security, and the collection of mailed and converted mobile chairs of the disabled.

Article 25 does not obtain a permit to drive mobile chairs cars for persons with disabilities or to drive the unregistered mobile chairs cars for persons with disabilities, with a fine of 50 kidnapped by the Transport Administration of Public Security.

Persons with disabilities are driving mobile chairs cars for persons with disabilities under the law.

Other violations of this provision are punishable by a fine of up to 50 per cent of the Traffic Management Service of the Public Security, which is severely punishable under the relevant laws, regulations and regulations.

Article 27 Persons with disabilities are not subject to mandatory insurance for the purchase of motor vehicles for third-party liability, and the transport management of the public safety authority has detained vehicles for return of vehicles following the provision of insurance.

Article 28 sells mobile chairs for persons with disabilities that are not in compliance with national standards, which are punished by the quality technical supervision sector, the business administration sector in accordance with their respective responsibilities.

Article 29 The specific motor vehicle management provision for persons with disabilities in the town of Kymin was repealed on 20 July 1994.
