Two water-sater sanitation management approaches in the veterinary cities

Article 1 guarantees the physical health of the people, in line with the provisions of the relevant laws and regulations such as the People's Republic of China Act on the Control of Epidemiological Diseases, in order to ensure that two water qualitys live, prevent and control the occurrence and prevalence of infectious diseases are protected.

Article 2

Article III refers to the second water supply referred to in this approach to water that will come from a centralized water pipeline, with other pressure or storage, and to the water supply approach to water stations or users. The second water sanitation monitoring management described in this approach refers to the management of the two water quality and facilities.

Article IV. The second water quality of drinking water should be in line with national standards for drinking water.

Article 5 violates this approach, any unit and individual have the right to report or complain.

Article 6

Sectors such as construction, planning, environmental protection, water services are responsible for the management of two drinking water within their respective responsibilities.

Article 7. The second water supply facility for drinking water is administered on a daily basis by the two owners of the water supply facility or by the management units entrusted by them, the Property Industry Service (hereinafter referred to as the second water facility management unit) and performs the following duties:

(i) The establishment of two health management systems for water supply facilities, the development of emergency disposal scenarios for sudden-on-time public health events, with dedicated (a) functional managers;

(ii) A special laundering unit responsible for or commissioned a laundering of two water facilities at least one half a year;

(iii) A body entrusted with the quality of water-quality sanitation testing in accordance with the provisions of the Water Sanitation Standards for Life, which is not less than once a year, and the results of the water quality testing should be published in a timely manner;

(iv) In cases where water quality is contaminated or is likely to endanger human health, immediate control measures should be taken to report to the local health administration in a timely manner and to assist the health administration in its investigation;

(v) The establishment of a health file that will be kept in the record of laundering of toxic records, for example, for the medical examination of water personnel, and for water quality testing reports;

(vi) Maintain environmental cleaning around two water supply facilities.

The construction of the second new water supply facility shall be designed in conjunction with the main works, at the same time as construction, and at the same time delivery, and when the construction map designs are reviewed and completed, the construction units shall inform the health administration.

Article 9. New construction, alteration, expansion of two water supply facilities should be in line with the following requirements:

(i) The second water storage facility shall be constructed in line with firewater ponds and shall not be directly connected to urban public water pipes or self-established water pipelines;

(ii) The second water facility should facilitate protection and cleaning and drainage. Ten metres arounddoor aquifers shall not contain polluting sources such as intrusing water pits, septic tanks, garbage collection and treatment facilities, toxic hazardous items, and no sewerp shall be available in two metres around;

(iii) The walls in the storage water facility should be solid, light, non-intrusive, access to thekor or water boxes (or doors) and higher water boxes of more than 5 cm, with access to prefabricated devices and facilities to prevent the infiltration of rains, to prevent the use of mosquito mosquito mosquitoes, and to install protection features;

(iv) The structure of the storage water facility is reasonable and no water area, and the pump room is constructed with the storage water facility and the water pipeline should be installed at the bottom of the water box, and the spillover shall not be directly linked to the drainage facility;

(v) The construction materials and interior paints used by the two water supply facilities should be free of toxicity, the veterans used and the filters, softization, purification, poisoning, anti-corruption, equipment must be safe, health;

(vi) Other requirements under the legal regulations.

The second water facility management unit in Article 10 shall apply to the health administration at the district level above before the use of two water facilities to obtain the water sanitation permit.

The second Water Supply Facilities Management Unit and the second Water Supply Unit are directly involved in the second water supply facility water supply, water management and laundering operations.

Persons with diarrhoea, typhoid, hepatitis A virus, hepatitis E virus, and hepatitis E are not allowed to engage in water supply and water management.

Article 12, paragraph 1, of the Convention on the Elimination of All Forms of Racial Discrimination

(i) Professional institutions, funds, equipment that are adapted;

(ii) To be equipped with less than two health professionals;

(iii) Staff with health knowledge training to obtain a health check of qualifications;

(iv) Establish a sound internal management system;

(v) A legal personality that can be independent of civil responsibility.

The specialized laundering units of the 13th Water Supply Facility shall be certified within 20 days of the acquisition of the licence of the operation, in accordance with Article 12, paragraph 1, of this scheme, to the municipal health administration. In the absence of the required conditions, the municipal health administration should inform the two specialized laundering units of the water supply facility.

The following functions should be performed by the specialized laundering units of the second water supply facility:

(i) The establishment of user information files, laundering in accordance with national drug-related technical norms, recording laundering and tracking services;

(ii) Each laundering has been completed and water-quality microbiological testing should be carried out by water-quality institutions that are equipped with water quality sanitation measurements, which can be delivered after the standard of living for drinking water;

(iii) In the end of the laundering of poisoning, the laundering of the virginal microbiological testing report should be delivered to two water facility management units in a timely manner.

Article 15, paragraph 2, of the laundering of the use of poisoning, net water agents, poisons should be in line with the State's health requirements for drinking water.

Article 16 should strengthen the monitoring of two water supply facilities, monitor the regular indicators of water quality for the second water facility without less than once every two years, and monitor water quality bacteriological indicators are not less than once a year.

Monitoring requirements are included in the Government's financial budget, which is guaranteed by the current level of finance.

Article 17 The health administration should establish a platform for the receipt of complaints of water emergencies and violations and, after having received reports from two water facilities management units or mass reports, the handling of persons should be organized in a timely manner.

Article 18, which causes serious human poisonation or waterborne diseases that endanger the security of the person, has the right to take measures such as closed water facilities, to inform the water sector of the cessation of water supply and to inform the media.

In violation of article 7 of this approach, the two Water Supply Facilities Management Units do not perform their duties under the terms of the provision, which is being corrected by the sanitary Administration, and are not later than $50 million.

Article 20, in violation of article 9 of this approach, provides that the construction, alteration and expansion of two water facilities are not required and are being converted by a time limit of responsibility for the health administration, with a fine of over 5,000 dollars.

In violation of article 10 of this approach, the two Water Supply Facilities Management Units have not been able to obtain the Water Sanitation Permit for use of two water facilities, with a fine of up to 5,000 dollars for the sanitary Administration.

In violation of article 11 of this approach, two Water Supply Facilities Management Units or two specialized clean-up units of the water supply facility are directly involved in two water supply facilities, piped water and clean-up staff have not been able to obtain a healthy qualification certificate and are converted by the sanitary Administration to the deadline, which has been delayed, with more than 1000 fines.

Article 23, in violation of article 13 of this approach, provides that the two specialized laundering units of the water supply facility are not provided for in the prescribed case or in the absence of the required responsibilities, and are being converted by a sanitary administrative order that is later uncorrected, with a fine of more than 1,000 dollars.

Article 24, in violation of article 15 of this approach, two water facility management units or specialist laundering units laundering the batch used, net water agents, disincentives are not in accordance with the health requirements and are converted by a sanitary administrative order and fine of up to $50 million.

Article 25. The Health Administration monitors the second water supply facility, found that water quality is less than the standard of drinking water sanitation, ordered the two water facility management units to be converted to a later period of less than 5,000 dollars, in the event of severe responsibilities for halting water supply, measuring the period of time, and fines of up to $50 million.

Article 26 of the Health Administration oversees the responsibility of law enforcement officials to perform negligence, abuse of their functions, and is accountable to the head and the direct responsible person by their units or superior authorities, and is suspected to be in conflict with the sentence and transferred to the judiciary.

Article 27 of this approach is implemented effective 1 April 2011. The two Water Sanitation Monitoring Approach for the Living of Water in the Metropolitan City, No. 89 of 14 November 1997, was repealed.
