Modalities for the management of public institutions in the Greater Self-Government Zone

(Adopted by the Eleventh Ordinary Meeting of the People's Government of the Great Britain and Northern China Autonomous Region on 8 July 2011, No. 66 of the Order of the People's Government of the Great Britain and Northern Ireland, dated 27 July 2011, issued as of 1 September 2011)

Article 1 establishes this approach in line with the State Department's Ordinance on Public Institutions (hereinafter referred to as the Regulations) and in the light of the practice of this self-government area.

Sections of the executive branch of this self-governing area are applicable to the full or partial use of financial funds by State organs, units and groups (hereinafter referred to as public bodies).

Article 3. The Government of the people at the district level should establish safeguards and monitoring mechanisms that are responsive to the work of public institutions and implement the responsibilities of public institutions for the management of energy.

Article IV agencies working in the management of the authorities of the people at the district level are responsible for supervision of the management of the section of the public body at the same level, under the guidance of the sectors in which it can work.

The relevant branches of government are able to work in accordance with their respective functions.

The authorities at all levels of the system, such as education, science and technology, culture, health and sports, are able to work under the guidance of the agencies working in the same management bodies.

Article 5

The heads of public institutions are fully responsible for the work of this unit, and the completion of the energy consumption targets should serve as public bodies and their heads for the evaluation.

Agencies working in the management of the people's administration at the district level should be structured in conjunction with the relevant departments at this level, and in accordance with the medium- and long-term specialization planning of the people's sections in this category, to be planned and implemented after the approval of the Government. Planning should be synchronized with national economic and social development planning.

Agencies working in the management of the people's government at the district level should plan the set-up of the energy efficiency targets by year and provide guidance on the annual section of this public body by the end of February each year.

Article 7. Public institutions shall provide guidance on the annual energy consumption targets of this unit in the light of the annual section submitted by the agencies working in the management organs, in conjunction with the characteristics of the unit and the previous annual use of the energy-efficient indicators for the establishment of this unit, by 20 March, the body that will be sent to the management bodies concerned.

The annual energy consumption targets of public institutions are determined by the agencies working in the management bodies.

Public institutions should develop annual energy efficiency programmes to ensure the completion of annual energy consumption targets.

Article 8. Public institutions shall take the following measures to reduce the consumption of office space:

(i) The inspection of electricity, the timely closure of electrical equipment, and the reduction of pre-operability of electrical equipment such as air conditioners, computers, photocopyers;

(ii) Improve the operation management of air conditioning by implementing national regulations relating to temperature control in air condition rooms;

(iii) The ladder system exercises a imaginative control that rationalizes the number, floor and time open by the ladder;

(iv) office lighting should be used for the use of efficient lighting and optimization of the design of lighting systems;

(v) The introduction of paperless offices to reduce the use of one-time supplies, the dispatch of general documents online and non-print paper documents;

(vii) Other measures to reduce consumption.

Article 9. Public institutions should reduce the number of meetings, reduce the time of meetings and reduce energy consumption. In the event of a systematic and industrial work conference, there should be conditions for the use of video teleconferences.

Article 10. Public institutions should further the reform of the public service vehicle system and take the following measures for the management of public service vehicles:

(i) Staffing of public service vehicles according to the prescribed standards;

(ii) Prioritization of low-energy, low-pollutant and clean energy vehicles for public service vehicles;

(iii) The use of vehicle vehicles by public service vehicles can be accounted for and rewarded.

Article 11. New construction and renovation of existing buildings should be carried out by public institutions in accordance with national, self-government provisions and standards relating to the design, construction, probation, completion inspection, etc., with priority being given to new materials, new products, new processes and the selection of renewable energy use systems such as solar energy and geothermal.

Article 14. Public institutions can entrust the services to carry out financing improvements or to operate.

Article 15. When public institutions choose to work in the goods industry, they shall propose objectives and requirements for the management of the licensed business service enterprises, which are eligible to enter into contracts for the services of the material industry.

Article 16 introduces a statistical reporting system on energy resource consumption in public institutions. The public bodies should designate statistical personnel to record the agency's energy resource consumption measurement source data and to establish a statistical desk to report to the government management agencies at this level.

Article 17 agencies working in the management of the people's government at the district level should strengthen the monitoring of the work of public institutions at this level and public institutions at the lower level, and establish a system for the management of energy resources.
