A one-time ban on plastic meals, plastic bag management approach in the city of Lasa

(Adopted by Decree No. 35 of 16 February 2012 by the Government of the city of Lasa on 1 April 2012)

Article 1, in order to strengthen environmental governance in this city, prevent a one-time contaminated environment of plastics, plastic purchases, protect and improve the ecological environment, promote economic and social sustainable development, and develop this approach in line with the Law on Environmental Protection of the People's Republic of China, the Environmental Protection Regulations of the Tibetan Autonomous Region and the relevant provisions.

Article II prohibits the production, transport, warehousing, sale and the use of a one-time brick, plastic purchase bags in the city's administration.

This approach refers to the manufacture of plastic purchase kits as major raw materials, the original packaging of non-commercial plants, and the use of goods and goods such as commodities in commercial, service settings and for courial.

Article 3. The executive authorities of the municipality and the district (zone) environmental protection are responsible for the uniform supervision of the prohibition of the production, transport, warehousing, sale and the use of a one-time blend, plastic purchase.

Article 7. Article 8

(iii) The sale or use of a one-time bag of plastics, plastic purchases, warnings, forfeiture of a one-time blend, plastic purchases bags and fines of more than 500,000 dollars, in the event of severe penalties of up to €500,000.

(iv) The management unit of the business and services has not been strengthened to sell and use a one-time blend of plastic meals, plastic purchases bags in the operation premises, warning that the responsible management unit collects a one-time brick, plastic purchases and fines of up to $50 million.

In violation of this article, paragraphs 2, 3 and 4, administrative sanctions are imposed in the urban gate area by the integrated urban administration sector in urban areas, and other regions are subject to administrative penalties by the local district environmental protection administrative authorities.

Article 9. The parties' decisions on administrative penalties may apply for administrative review under the law or for administrative proceedings before the People's Court.
