Urban road vehicle management approach

(Summit 62th ordinary meeting of the People's Government of Shenung on 9 April 2012 to consider the adoption of the Decree No. 34 of 21 April 2012 No. 34 of the People's Government Order No. 34 of 21 April 2012 for the operation of 1 June 2012.

Article 1, in order to strengthen urban road vehicle management, regulate the order of movement of road vehicles, increase efficiency, prevent and reduce road traffic accidents, develop this approach in line with the relevant provisions of the People's Republic of China Road Traffic Safety Act, the Regulations on Road Traffic Safety of the People's Republic of China and the Standards for Execution of Road Traffic Safety in the Province of Excellence.

Article 2 is subject to this approach by all units and vehicle drivers involved in road traffic activities within the three axes of the city.

Article 3. Transport management of the public safety authority is responsible for the implementation of this approach.

Article IV provides for the safe management of road traffic by the transport police and should be fair, rigorous, civilized and efficient.

The following vehicles shall not be made available on the road to cities:

(i) Two rounds, single wheels;

(ii) Three passenger vehicles that are not in compliance with safety standards;

(iii) Live vehicles;

(iv) Mobile chairs for persons with disabilities not in line with national technical standards;

(v) chain-based mechanical vehicles;

(vi) Two rounds and three electric drive vehicles that are not consistent with national technical standards;

(vii) Fuel support vehicles;

(viii) motor vehicle.

Article 6. Transport management of public security authorities may, in accordance with the specific circumstances of transport flows, take time limits for motor vehicles, non-mocile vehicles, restrict routes or limit movement measures such as regions.

Article 7. Specific vehicles with intermediate, small schools and kindergarten students should set up a uniform school vehicle mark. Students can be transported by a special vehicle and other road blocks for social vehicles but allow for the movement of public vehicles. Students at the school vehicle should be stopped at the school yards and the road blocks without a school vehicle terminal can be stopped at the public service point.

Article 8. On the road to a special vehicle to be delivered, the bus should take place within the specialized vehicle. Other vehicles, in addition to the fact that they are not allowed to take possession of specialized buses, may be transported to specialized vehicles at the time of moving from 30 m to 50 metres from the right of the former party to the road.

Article 11

(iv) On the road to granting temporary parks, mobile vehicles should be stopped in line with the direction;

(v) Other provisions relating to vehicle parking.

Article 19, in violation of article 10, paragraph 1, of this scheme, is fined by the Traffic Management Service of the Public Security and is responsible for the removal of the ground; in violation of the provisions of paragraph 2, a fine of 50 dollars and a charge for the removal of the ground.

Article 20, in violation of article 11, paragraph 1 (i), of this approach, imposes a fine of 100 kidnapped in the place where the parking and temporary suspension of motor vehicles is prohibited, where the driver is not on the site or, if on the ground, refuses to move immediately, obstructing the movement of other vehicles, garners by the transport administration of the public security authority, in violation of subparagraph (ii), subparagraph (iii), subparagraph (iv) and iv).

Article 21, in violation of article 12 of this approach, is fined by the Transport Administration of Public Security.

Article 2, in violation of article 13 of this approach, is fined by the Ministry of Transport of Public Security.

Article 23 Administrative law enforcement activities of the Transport Administration and its Transport Police should be inspected by the administrative inspectorate in accordance with the law and receive social and mass oversight.

The transport management of the public security authorities should establish a system of quality evaluation, law enforcement responsibility and law enforcement error to correct errors and misconduct in road traffic safety law enforcement.

Article 24, paragraph 5 of this approach, refers to motorcycles, which excludes the execution of public service motorcycles by the executive body responsible for the uniform marking of spraying.

Article 25 In 2006, the People's Government No. 60 of the Shenung City Road Vehicle Management Approach was repealed.
