Advantages for persons with disabilities

(The 100th ordinary meeting of the Government of the fertilities of 1 June 2012 considered the adoption of the Decree No. 162 of 5 June 2012 of the Government of the fertilized fertilities, which came into force on 1 August 2012.

Chapter I General

Article 1 encourages persons with disabilities to participate actively in social life and to share socio-physical cultural results, and to develop this provision in line with the provisions of the People's Republic of China Disabled Persons Guarantee Act, the Insignia Protection of Persons with Disabilities and the Anti-Accasional Preservation for Persons with Disabilities (Paraguay Government Order No. 202).

In accordance with their respective responsibilities, members of the Committee on the work of the People's Government for Persons with Disabilities in the city, the district (the city) sector are well placed to help persons with disabilities.

Article IV. Governments of municipalities, districts (markets) should include provisions for the cause of persons with disabilities in the financial budget and establish stable financing mechanisms.

The civil service in the city, the district (community) sector should organize less than 8 per cent per year in the public service fund raised by the distribution of the royalties, dedicated to the cause of persons with disabilities.

The municipal, district (commune) sports administration should arrange for a portion of the public holidays to carry out sports activities for persons with disabilities.

Article 5 encourages social organizations and individuals to contribute to the development of the cause of persons with disabilities.

Chapter II

The human resources and social security sectors at all levels should incorporate unemployed persons into the basic life security and employment systems of unemployed persons.

The public parking lots developed by all levels of the people's Government and its relevant departments, the post of post and community service positions, such as the press parking lots, posters and benefits, the place of sports tickets, etc., should be given priority to the employment of persons with disabilities in line with the provisions.

Associates and assistants for persons with disabilities, which are staffed by the Town People's Government (Rob Street Office) and the Village (High) Commission, are publicly recruited from persons with disabilities or from their immediate family members, in accordance with the principles of openness, justice and proximity.

Article 7. Governments at all levels should raise funds to organize and promote the participation of rural persons with disabilities in the production of farming, breeding, craft and other forms.

For rural persons with disabilities working in agricultural production, the relevant sectors should be assisted in the areas of production services, technical guidance, supply of agricultural goods and the acquisition of agro-industries.

Article 8 State organs are screened for civil servants, State-owned enterprises and business units recruit staff, equal examinations or recruitment conditions should give priority to persons with disabilities.

State bodies, social groups, business units and other social organizations should arrange for employment of persons with disabilities in accordance with the proportion of practitioners who are not less than 1.5 per cent of the previous year. It was not appropriate to hold employment for persons with disabilities or to arrange for employment of persons with disabilities to be proportional, and a disabled person should be paid employment guarantees for persons with disabilities in accordance with the annual average labour pay standards for practitioners in the region of the region.

Article 9. Public employment services established at all levels of the people's Government and relevant departments, employment services for persons with disabilities should be free of charge for persons with disabilities.

Social employment services are encouraged to provide free employment services for persons with disabilities.

Article 10 encourages social institutions to start work (agriculture) to help persons with disabilities concentrate on their employment, supporting workplaces, welfare enterprises and promote mental and intellectual disability employment.

Tax incentives are granted to units that arrange employment of persons with disabilities.

Article 11. Employees of persons with disabilities should enter into labour contracts or service agreements under the law, conduct social insurance and provide them with adequate labour, labour conditions, labour protection and skills training.

A person's unit resigned a disability worker, the dismissal of a labour contract or service agreement with a disability worker, shall be presented in advance by a dozen working days to the District Disabled People's Federation.

The proceeds of the work carried out by persons with disabilities have been reduced to the income of individuals, as prescribed by the Government of the Provincial People.

Chapter III

Article 14. Governments at all levels shall take livelihood safeguards against the following persons with disabilities:

(i) To provide an adequate balance of the minimum living guarantees for persons with disabilities, families with multiple persons with disabilities and other persons with disabilities with special hardship, based on the principle of classification;

(ii) For persons with disabilities with no labour capacity, without the means of living, who are unable to provide support, support, dependants, or whose legal support, maintenance, dependency obligations are not supported, dependent and dependent, and receive support, relief in accordance with the prescribed standards;

(iii) Persons with disabilities who live without begging, and local shelters should be provided in a timely manner.

Article 15. Governments of the urban, district and sub-urban areas should help persons with disabilities to improve their residences, prioritize housing for families with disabilities who meet the guaranteed housing application, and care for persons with disabilities living in precarious housing.

In rural poor households, they should be subsidized in accordance with the relevant provisions.

Article 16 Persons with disabilities are free of charge to public cultural sports places, such as the Disabled's Witnesses, the flora and vegetation, the hierarchical gardens, cultural memorials, museums, libraries, and the American Institute.

Persons with disabilities have access to public toilets free of charge through the Disability Bill.

Blinds are free of charge.

Article 17 Persons with disabilities are given priority to medical treatment, walls, contributions, tests, medicines, etc., communes, community medical institutions, and municipal and district (market) public hospitals.

Poor persons with disabilities receive medical treatment at higher secondary, district (commune) public hospitals, as evidenced by household poverty in the disability certificate and in the above-ranking civil affairs sector, which can reduce 40 per cent of beds.

Article 18 exempts persons with disabilities from the identification of disability. The disability certificate should be issued free of charge.

Article 19 Governments of the urban, district and subtropolitan areas should establish and improve the social security system for rural and urban residents, with a focus on and special support for persons with disabilities, and ensure that persons with disabilities participate in basic old-age, medical, unemployment, work injury and maternity insurance in accordance with the provisions.

Poor persons with disabilities participate in the hardships for the elderly and urban dwellers, and in accordance with the relevant provisions, the People's Government of the District (communes) surrendered or subsidized the minimum payment rate.

Poor persons with disabilities participate in basic health insurance for rural and urban residents or in new rural cooperative health insurance, with personal contributions being difficult and subsidised by the people's government in the district (market).

Article 20 provides for medical assistance to persons with disabilities with special circumstances:

(i) The free distribution of auxiliary materials for poor persons with recovery needs and the free distribution of prosthetic and correctional devices;

(ii) To receive rehabilitation training services for children under the age of fifteen weeks in targeted hospitals, rehabilitation services, and correctional services for young persons under the age of 20 weeks, and to impose operational and rehabilitation training costs;

(iii) Training for the rehabilitation of children who are heard, linguistic, intellectual, fraternal, paralysed, paralytic, amputatory, ostracial and rehabilitative in accordance with the medical insurance scheme, including basic medical insurance coverage for urban workers, basic health insurance for the urban population and new types of rural cooperation;

(iv) Integrate the general treatment of persons with poor mental disabilities into the reimbursable range of chronic diseases (special illnesses) for residents of integrated urban areas.

Chapter IV

Article 21, the Government of all levels and its relevant departments should guarantee the compulsory education of children with disabilities, juveniles, in accordance with the provisions of the Law on Compulsory Education of the People's Republic of China and the Methods of Education of the People's Republic of China.

The executive authorities of education should take measures to guarantee the entry of children with disabilities before school age, or those with disabilities, and to fund them in accordance with the relevant provisions.

The children of children with disabilities, juveniles and persons with disabilities receive compulsory education in accordance with article 2. The children of children with disabilities, juveniles and persons with disabilities who are divergently educated are provided with the responsibility of the local education administration and are treated equally with local students.

No non-primary schools, such as high schools, adult educational institutions, may be denied access to school for disability that meets the criteria for admission.

Students who are poorly disabled in higher education institutions or in poorly handicapped households are funded in accordance with the relevant provisions.

Various educational training institutions should, as appropriate, reduce tuition fees, fees and accommodation costs for persons with disabilities.

Article 24 shall take the following measures to meet the spiritual cultural needs of persons with disabilities:

(i) To reflect the lives of persons with disabilities through public media such as radio, movies, television, newspapers, books and networks;

(ii) Public media advertisements that reflect the cause of persons with disabilities without compensation;

(iii) When the activities of persons with disabilities require the premises, priority should be given to the arrangements for the payment of royalties.

Article 25 Persons with disabilities should be supported and guaranteed their access to salary, awards, benefits, etc. in the event of dismissal, performance or training, etc., organized by sectoral organizations such as the district level, culture, sports, etc.

Persons with disabilities who had been awarded awards in major competitive sports competitions such as the Olympic Games for Persons with Disabilities, the World Day for Persons with Disabilities, the Asian Disability Movement and the National Disability Movement, were rewarded in accordance with the relevant provisions.

Other social security benefits

Article 26 Governments of the urban, district and subtropolitan areas should include persons with disabilities with rural labour capacity in poverty reduction development plans, giving priority to projects and financial arrangements, and the financial sector organizes funds each year to support the rural disability reduction base.

In accordance with Article 27, the Government of the People's Republic of the city, the district (market) and its relevant departments are exempting urban infrastructure packages from the provision for infrastructure-building projects such as rehabilitation, care, education, employment.

Article 28 supports and encourages entrepreneurship units and other social organizations involved in public service, such as cable television, to initiate preferential service projects that facilitate persons with disabilities, and to pay related costs for preferential services projects.

Article 29 should establish a Braille or access to the region, with the preparation of Braille books and related reading equipment to facilitate the blind.

Radio stations, television stations should create the conditions for the establishment of a thematic column on persons with disabilities, the promotion of television columns, videos and handicaps.

Article 33 Persons with disabilities are free of charge by means of transport, by means of priority purchases, priorities, and by subsidiaries.

Blind, more than secondary deaf, persons with disabilities at three levels, persons with disabilities in rural quintiles and persons with disabilities aged over 60 years of age, are subject to public transport IC cards free of charge in the city.

Article 31 provides access to information-sharing services for persons with disabilities through public service places, public transport instruments, systems such as voices, screens, etc., or measures such as the establishment of Braille profiles and Braille modus operandi models, accessibility windows or special channels.

Public places where accessibility facilities exist or accessibility services are available should be established at the appropriate place to meet national standards.

The public parking lot should be made available to persons with disabilities in a user-friendly region and a marked accessibility mark. The dedicated vehicle for persons with disabilities is free of charge at public parks.

Article 32 provides for persons with disabilities in line with legal aid conditions, and legal aid institutions should be given priority. Legal aid institutions should provide services for legal services such as tracing for maintenance, maintenance, labour compensation, work injury compensation and pension benefits; poor persons with disabilities apply for public evidence; and public legal aid should be provided in accordance with the provisions.

Article 33, new construction, alteration, expansion of buildings, roads, transport facilities, etc., should build accessibility facilities in accordance with national engineering standards and be designed, accompanied by construction, inspection and delivery.

All persons or administrators of accessibility facilities should strengthen maintenance and protection to ensure their normal use.

Damage, intrusion of facilities or changes in accessibility facilities are prohibited.

Accessibility facilities cannot be properly used and the maintenance of management units should be rehabilitated in a timely manner.

Bachelors, parks, tourist sites should be established gradually.

Chapter VI Legal responsibility

Article 34, which does not give persons with disabilities the relevant sectors of the Government that have not been able to contribute to this provision, is being restructured by the Government of the people at this level; is criticized by the delay; and administrative disposal of the responsible and other direct responsibilities directly responsible to the unit.

The relevant business and other social organizations that have not been granted the benefit of persons with disabilities in accordance with this provision have been modified by the relevant authorities to the period of time, which is still uncorrected, and administrative or disciplinary action is granted to the competent and other direct responsibilities directly responsible for the unit.

Article 3XV State organs, social groups, business units and other social organizations do not arrange for employment of persons with disabilities or do not pay or pay for employment guarantees for persons with disabilities in full, and shall be paid at the time of the collection of sectoral orders; they remain unpaid and, in addition to the amount of unpaid contributions, they shall receive a lag of five thousand lapses from the date of payment.

Article 36, unit or individual, in violation of this provision, deceives persons with disabilities to receive benefits, is warned by the competent authorities responsible for the advancement of assistance, to return to the proceeds of illegality; in serious circumstances, the alleged offence is transferred to the judiciary.

Article 337, the Federation of Persons with Disabilities in the city, the district (market) is responsible for conducting regular monitoring inspections of the implementation of this provision and has the right to recommend that the relevant authorities address units and individuals in violation of this provision.

Article 338 Staff of the Disabled People's Federation at all levels play a role in negligence, abuse of authority, provocative fraud, which should be responsible for their corrections and administrative disposition of the competent and other persons directly responsible.
