Gang province-based mapping management approach

(Adopted by the Government of the Grand province at its 103th ordinary meeting, held on 29 March 2012, No. 89 of 6 April 2012 No. 89 of the Order of the People's Government of the Province of Gangong Province, which came into force on 1 May 2012.

In order to strengthen basic mapping management, this approach is based on the People's Republic of China Mapping Act, the Basic Mapping Regulations and relevant laws, regulations and regulations.

Article 2 engages in basic mapping activities within the administrative region of this province and should be respected.

Article 3 is a public good cause. The Government of the people at the district level should incorporate basic mapping into national economic and social development planning and annual plans, and the requirements are approved in accordance with the harmonized national mapping cost, for inclusion in the fiscal year budget, for which funds are planned, for which funds are earmarked, and for auditing in the same Government's financial sector.

The provincial fiscal sector should support the basic mapping of ethnic minorities, remote areas, the revolutionary and poor areas.

Article IV.Basic mapping should be guided by the principles of integrated planning, divisional responsibility, regular updating, implementation, results-sharing and security.

Article 5. The provincial mapping administrative authorities are responsible for the supervision of the whole provincial base mapping exercise.

The executive authorities are responsible for overseeing the management of basic mapping in the current administrative region (states), districts (markets, districts).

The Government of the commune (communes) should take effective measures to protect basic mapping facilities and measurement signs.

Article 6. The Government of the people at the district level should organize the establishment of a shared mechanism and a system for the exchange of basic geo-information data, the sound base geographic information databases and public service platforms, and the improvement of the basic geographic information service system.

The above-mentioned mapping administrative authorities should strengthen the management of basic mapping results, establish a mechanism for the sound maintenance of the updated system, harmonize the provision, resources-sharing, and service national economies, defence, social development and public emergency.

Article 7. More than zones of administrative authorities should develop, in accordance with the needs of the region to respond to sudden events such as natural disasters, commensurate ground-based mapping of emergency security advances, organize training and performance, enhance the capacity of basic mapping emergency support services and provide basic mapping of emergency response security.

The elements of the basic mapping of emergency security presupposes should include emergency security organizational systems, the staffing of emergency equipment and equipment, emergency response, and emergency mapping and updating of basic geo-information data.

In the aftermath of sudden events such as natural disasters, the basic mapping of emergency security advances should be launched immediately, and effective measures should be taken to conduct emergency mapping and updating of basic geo-information data.

Article 8

(i) Establish a mapping baseline and mapping system within the province's executive region, consistent with national mapping benchmarks, and actively promote the building of modern mapping benchmarks;

(ii) Access to information on space remote sensing throughout the province;

(iii) The measurement and updating of the whole province of 11,000, 1: 5,000 basic size maps, video maps and digitalized products;

(iv) Maintenance and updating of the base geographic information database throughout the province;

(v) To establish and refine a basic geo-information service platform to build geospatial frameworks;

(vi) Other basic mapping projects.

Article 9

(i) The establishment of a relatively independent coordination system for urban and urban areas authorized by law;

(ii) Access to information on aviation space remote sensing in this administrative area;

(iii) Measurement and updating of 1: 2000, 1:1000, 1: 500 base maps, video maps and digitalized products;

(iv) Establishment and updating of the base geo-information database;

(v) Building on the basis of the geographical information service platform within this administrative region;

(vi) Other basic mapping projects.

Article 10

(i) 1: 10,000, 1: 5,000, 1: 2000, 1:1000, 1: 500 basic maps, video maps and digitalized products are updated at least five years;

(ii) Urban-focused regions and areas of natural disasters should be updated in a timely manner;

(iii) The results of the basic mapping that is urgently needed for national economic development, defence-building, social development and public emergency response should be updated in a timely manner.

Article 11 assumes units for the basic mapping project to be determined through the solicitation of tenders; assumes units requiring confidentiality or other special requirements for the basic mapping project, determined by the administrative authorities of more than the district level. The unit responsible for the basic mapping project should be able to achieve a corresponding level of mapping in accordance with the law and have sound security confidentiality systems and measures.

The unit responsible for the basic mapping project should be responsible for the quality of its results.

The basic mapping project prohibits transfers, subcontracts.

Article 12

Article 13 bears units for basic mapping projects and users using basic mapping results, should strengthen the confidentiality of the use of results, without the approval of the same-level mapping administrative authorities, without unauthorized replication or transfer to third parties in any way.

Article 14.

Article 15 Mapping of administrative authorities and their staff at the district level is one of the following cases, which are redirected by their superior authorities and accountable to supervisors and other responsible personnel:

(i) Violations of the use of basic mapping funds;

(ii) Violations of the identification of units responsible for basic mapping projects;

(iii) Violations of the organization's basic mapping results;

(iv) To provide untested results of mapping.

Article 16, in violation of other acts of this approach, provides for penalties under the law, legislation and regulations.
