Shein-Charge security management approach

Chapter I General

Article 1, in order to strengthen ITU security management, prevent and reduce gradient security accidents, guarantee the lives and property security of the people, develop this approach in line with the laws, regulations and regulations, such as the Safety Monitoring Regulations of Special Equipment.

Article 2

The safety management of the ladder used by individuals and individual families does not apply.

Article 3. The municipal quality technical supervision sector is the administrative authority for the management of the ladder safety monitoring in the city, where the quality technical supervision sector is responsible for the management of ITU security in the Territory.

The management sector, such as finance, planning, rural and urban construction, housing, public safety, business and safety production supervision, is governed by their respective responsibilities.

Article IV. Governments of municipalities and districts, districts and counties (markets) should strengthen the leadership of the ladder security process and coordinate the resolution of major matters in the management of ITU safety.

The street offices, the communes' governments should cooperate with quality technical supervision management in the management of ladder safety oversight.

Article 5 encourages the installation, rehabilitation, maintenance, day-to-day maintenance of management units and individuals in the ladder liability insurance.

The relevant industry associations should promote the purchase of ladder liability insurance by members' units, including by assisting member units in consultation with insurance companies.

Chapter II

Prior to the installation, rehabilitation, maintenance and construction of the ladder, the construction unit shall communicate the proposed construction location, construction content, ladder parameters and the quality technical oversight sector in the city in writing to the ladder.

Article 7. Prior to the installation, rehabilitation, maintenance, construction units should develop safety construction programmes, implement safety conditions, such as safety protection measures, and inspect gradients, wells, pits, corridors, etc. relating to the construction of ladder construction and the quality of ladder manufacturing, confirming that the required parties can start construction.

Article 8. The installation, rehabilitation and major maintenance processes of the ladder shall be delivered or used by the ladder test body to monitor the test of qualifications.

Article 9. Upon the ladder transformation, the original manufacturing unit has been cancelled to obtain its commission, consent, and the ladder rehabilitation unit should supplement or update the gradient product brands upon completion of the ladder and include information on product brands, quality certificates indicating the name, licence number, date of change.

ITU should be responsible for the quality of the post-implementation ladder and the quality of the operation.

Article 10. The construction units shall transfer security technology information to the construction units or to the ladder's use manager within 30 days of installation, rehabilitation, major maintenance engineering supervision tests, to the construction units or to the ladder to process the transfer of the relevant handover procedures.

Article 11. The replacement, rehabilitation, maintenance of the home ladder shall be evaluated by the relevant institutions or experts of the municipal quality technical supervision department, and by the evaluation report. The replacement, rehabilitation and maintenance of the required funds could be raised in the following ways:

(i) The establishment of special residential maintenance funds should apply for the use of special maintenance funds in accordance with the relevant provisions. The existence of security in emergencies and the need for immediate maintenance can apply for the use of special maintenance funds in accordance with the emergency response process;

(ii) Without the establishment of special maintenance funds for residential maintenance or the inadequate balance of specific maintenance funds, the owners of the relevant industry should bear expenses in accordance with the proportion of the total size of the building.

Chapter III Use management of ITU

Article 12 ITU uses the manager and refers to units and individuals with gradient management rights and management obligations.

The ladder uses the manager by:

(i) The new installation of the ladder was not transferred to the owners of the industry, and the project construction unit was the ladder;

(ii) Authorize a business or other unit to be administered by a licensee or other unit to use the ladder;

(iii) The ladder is a single-owner who has not been entrusted to the enterprise or other units; the owner should determine the ladder's use manager through written agreements;

(iv) The rented places with gradients should be agreed upon in the lease contract to the ladder's use manager; there was no agreement to deal with subparagraph (iii) above.

The elevators who do not explicitly use the management cannot be used.

Article 13 The ladder is the first responsible person for the safe management of the ladder and should perform the following ITU safety management responsibilities:

(i) The establishment of a ladder security technical file and the establishment of a sound ladder archives management system;

(ii) Maintaining an effective link between the ladder Emergency Police Units at any time with the dutyb personnel;

(iii) To monitor and cooperate with the replacement, rehabilitation, maintenance and day-to-day maintenance of ITU;

(iv) To post effective safety test qualification markings, vibrant markings and emergency relief calls in the ladder or in the visible location of the entrance;

(v) The safety concerns used by the ladder, the warning signals placed in a prominent place where the passengers are prone to attention;

(vi) Authorize the ladder to maintain daily maintenance in accordance with the law and to enter into a daily maintenance contract;

(vii) The development of emergency response measures and relief scenarios for emergencies or accidents;

(viii) Other safety management responsibilities under laws, regulations and safety technology norms.

Article 14. The ladder shall establish a security management body in accordance with the ladder's use status or be equipped with the ladder security manager, and the personnel involved in the ladder safety management shall obtain the evidence of the operating personnel of the equipment and assume the following management responsibilities:

(i) The day-to-day inspection of the ladder and the record of the daily use;

(ii) To maintain and use the ladder-specific key in accordance with the provisions;

(iii) Examination of the safety concerns and warning signs of the ladder to ensure clarity;

(iv) To monitor and cooperate with the day-to-day maintenance of ITU and to sign the maintenance record;

(v) On-site collaboration with ITU tests;

(vi) The finding that the ladder's accident would require the cessation of use and the right to take a decision to stop its use and to report immediately on the ladder's use manager.

Article 15 ladder failures or other security concealments, the ladder's use manager should stop use and post the ladder's flagship mark in a prominent place where the passengers are prone to attention.

If, for special reasons, there is no time to eliminate gradient failures or concealments, it will be necessary to stop the ladder's operation for more than 48 hours, or the Community Settlements (Cillage) Commission, which does not have a small-scale enterprise service, should be given a notice to the small-scale sector owners.

Article 16 provides the ladder used by the hospital, which is used directly for a tourist light greater than 2.5m/s passenger ladder, and the ladder using the driver's operation, should be operated by the ladder Driver who obtained the qualifications of the personnel of the equipment.

Article 17 ITU shall register to the municipal quality technical oversight sector within 30 days of the use of inputs or after their use.

Over one year of efficacy, cessation of use of more than one year or removal, transfer of gradients should be carried out by ITU users within 30 days and by the municipal quality technical supervision sector to carry out the respective announcements, write-offs, changes.

The ladder used by the public at large and the residential ladder should be equipped with a safety control system for the operation of the ladder's laboratory function, as well as with the ladder's day-to-day maintenance unit; the day-to-day maintenance unit should be accompanied by the establishment of the corresponding ladder safety operation control system.

The newly installed residential ladder should be equipped with a safe operation monitoring system and networking.

The municipal quality technical supervision sector should guide and regulate the establishment and operation of the ladder's safety control system.

Article 19 passengers should be held in order to be civilized by accommodating the right use of the ladder in accordance with security concerns and warning signs, without the following:

(i) To dismantle, destroy the ladder warning signs, poster or gradient spare parts;

(ii) The introduction of non-safety means to open the ladder and the door;

(iii) More than gradients;

(iv) Intrusion and play in an automated ladder;

(v) Other acts that endanger the safe operation of the ladder or endanger the safety of others.

Chapter IV Daily maintenance of ITU

Article 20 should establish fixed office premises and be staffed with the corresponding specialized equipment operation in this city and carry out the ladder's day-to-day maintenance work in accordance with contractual agreements and security technical norms, and shall not retransfer operational kits, subcontractors or trans-shipment kits, subcontractors.

Article 21, the day-to-day maintenance contract signed by the ladder's day-to-day maintenance unit with the ladder use manager, should be used to use the ladder-day maintenance contract, jointly developed by the municipal quality technical supervision and the municipal business administration. The contract includes at least the following:

(i) Daily maintenance projects, requirements and implementation standards;

(ii) The day of maintenance and frequency of time;

(iii) Lossss of maintenance and emergency relief;

(iv) The rights, obligations and responsibilities of both the vibrant units and the ladder's users.

Article 22: The day-to-day maintenance unit of the ladder shall guarantee its technical and technical ability to maintain the ladder and perform the following safety management responsibilities:

(i) The development of the ladder's day-to-day maintenance programme, in accordance with the safety-technical norms, such as the ITU Rules for Management and Maintenance, and the requirement for ITU to install maintenance statements;

(ii) The establishment of the ladder's daily maintenance files and the duration of the archives shall not be less than four years;

(iii) To conduct a clean, lucrative, adaptive and inspectorate at least 15 days, and to perform a half-month, quarterly, semi-annual and annual maintenance in accordance with the requirements of the ITU Rules for the Management and Maintenance of Maintenance, to record the maintenance of each maintenance and to be signed by the ladder's users;

(iv) A self-assessment of the maintenance ladder at least six months, and the self-assessment project shall not be less than the ladder Use Management and Maintenance Rules for the annual maintenance and ladder's regular testing requirements and their content, as well as the testing of the ladder's use manager;

(v) In the course of day-to-day maintenance, the ladder is found to be safely hidden and should be made available to the ladder in a timely manner to the ladder's use manager with a “safety footprint”, indicating the security hidden circumstances identified and the measures recommended to be addressed;

(vi) To assist the ladder in the development of a management system for the safe operation of the ladder and pre-emptions to respond to the ladder accident;

(vii) The establishment of fixed telephones as duty telephones, the establishment of a 24-hour system to secure access to the BPR;

(viii) Upon receipt of reports of hardship, 30 minutes have been removed to the site for rescue;

(ix) Other safety management responsibilities under legal, regulatory, regulatory and security technical norms.

Article 23. The day-to-day maintenance unit of ITU should be assigned to the personnel of the Unit to obtain a certificate of operations for special equipment; safety education and technical training for gradient operators of this unit and to record education and training.

Security education and technical training records are kept at least four years.

Article 24: The daily maintenance unit of the ladder found that one of the ladder users had one of the following conditions, and should report on the quality technical oversight sector in the ladder's location in a timely manner:

(i) Use of non-selective gradients without regular testing or testing;

(ii) The use of spectacles, suspensions and distributors of accidents;

(iii) Non-compliance with the daily maintenance, maintenance and rehabilitation of the ladder;

(iv) Other practices that endanger the safe use of ladder.

Article 25 ITU industry associations should conduct statistical analysis of the day-to-day maintenance of the ladder, the average daily maintenance price, the daily maintenance strength of each individual, the main spare parts inspection cycle, insurance purchase, etc., and promote an orderly competition and normative functioning of the industry within the industry and public notification to society.

Chapter V ITU test and technical evaluation

Article 26, for a period of one year in the ladder's regular test cycle, the ladder use manager shall submit a regular test application to the specialized equipment inspection body by 30 days prior to the expiration of the ladder safety test. The ladder was delayed in the year and the ladder's periodic test date remained unchanged.

After the upgrading, major maintenance and reactivation of ITU, the ladder's periodic test date was redefined.

No continued use is possible without regular testing or testing of non-qualified cranes.

The specialized equipment test body found that there were severe accidents in the ladder and should inform the ladder of the suspension of the use of the ladder and report on the quality technical oversight sector in the ladder's location, districts (communes).

In one of the following cases, the ladder use manager may entrust the specialized equipment test body or the former ladder manufacturing units with a technical evaluation of safety:

(i) The use period for more than 15 years;

(ii) The frequency of failure affects normal use;

(iii) There is a need to change the principal parameters of the ladder's weights, the speed, the size of the creativity and the form of the navia;

(iv) Be affected by disasters such as water surveillance, fire and earthquakes;

(v) The ladder use manager considers it necessary to upgrade, renovate or repair major;

(vi) Other requirements for technical evaluation.

Prior to the ladder, the ladder should entrust the specialized equipment inspection body or the former ladder manufacturing units with a technical evaluation.

The municipal quality technical supervision sector could be responsible for the safety and technical evaluation of the ladder's users, in accordance with the ladder's use.

When Article 29 test bodies of special equipment or the original ladder manufacturing units conduct technical evaluation of safety, the expert evaluation team should be composed of less than three experts, taking into account the length of use of spare parts in the ladder's statements, the actual use, the quality of day-to-day maintenance work, and evaluating opinions within 30 working days.

The ladder's security technical evaluation can meet the security operation requirement, the specialized equipment test body or the former ladder manufacturing unit should provide an evaluation that can continue to be used; it is not possible to meet the security operation requirements or to continue to use costs that are not in line with the requirements of energy efficiency indicators; the specialized equipment test body or the former ladder manufacturing unit should provide maintenance, rehabilitation or replacement evaluation advice and report to the municipal quality technical oversight sector.

The authenticity and integrity of the evaluation opinion are responsible for the testing of special equipment or the former ladder manufacturing units and their evaluation components.

The residential ladder applied for security technical evaluation and the ladder's use manager should post the evaluation opinion in the ladder.

Chapter VI Oversight inspection

The quality technical supervision sector should not conduct regular inspections of the quality of the ladder's daily maintenance units and establish an annual appraisal system. Monitoring may be carried out either by themselves or by the relevant bodies, and the body entrusted should have a screening report and be responsible for the authenticity and accuracy of the testing reports.

Article 31 Quality Technical Monitoring Units should manage the ladder in accordance with the distribution characteristics of the ladder in this city by sub-classifying the ladder, monitor the sample according to the corresponding proportion, and carry out priority safety inspections for the following elevators:

(i) The ladder of schools, kindergartens and vehicle stations, passenger terminals, chambers, sports stations, exhibitions, parks, etc.;

(ii) Use of more than 15 years;

(iii) The frequency of failure or the high number of complaints;

(iv) The security-technical evaluation is determined to require maintenance, rehabilitation or replacement;

(v) Other needs to implement a focus inspection.

In the course of the implementation of the ladder security management, the quality technical supervision sector found one of the following cases, and should be informed by the relevant administrations, such as housing, business, rural and urban construction, safety production monitoring, public safety, etc., in accordance with their respective responsibilities:

(i) Unimplementation of the ladder security management responsibilities by the quality technical supervision sector by issuing a safety inspection directive; the business of the material industry does not change; the quality technical supervision sector should inform the property authorities that the business of the goods is recorded in its credit file by the property authorities; the business of the goods service is causing significant liability accidents to the ladder, with the exception of the legal responsibility to be held, and that the property authorities may reduce the level of the service;

(ii) The installation, rehabilitation, maintenance, day-to-day maintenance unit of the ladder, and the quality technical supervision sector should recommend that the licence be granted to the sector for the suspension of its licence, while informing the business administration sector that it is legally responsible for the registration of business changes or for the release of its business licence by law;

(iii) The construction units, construction units do not perform security management duties and need to be held accountable, and the quality technical supervision sector should inform urban and rural construction authorities and the rural and urban construction authorities accordingly punish them in accordance with their responsibilities;

(iv) In violation of the provision of forfeiture, conversion or use of falsification, qualification, denial, obstruction of the quality technical supervision sector and its staff to carry out their official duties under the law, without constituting an offence, punishable by the public security authorities in accordance with the relevant provisions of the Law on the Safety and Security of the People's Republic of China.

The quality technical supervision sector should establish a ladder safety inspection system, publish the telephone, telephony addresses, receive reports of gradient installation, alteration, maintenance and day-to-day maintenance units, ITU test agencies and ITU-use technicians' violations and ladder accident hidden and processed in a timely manner.

Chapter VII Legal responsibility

In violation of article 8 of the present approach, the installation, rehabilitation, major maintenance processes are not monitored by the ladder inspection body, the installation, rehabilitation, maintenance unit is being delivered by the quality technical supervision sector, which is subject to a fine of more than 200,000 dollars; proceeds of violations, confiscation of proceeds derived from the law; serious circumstances, the removal, alteration or maintenance of licences already obtained by the installation, rehabilitation or maintenance units and the release of their licences by the business administration.

In violation of article 9 of this approach, the ladder renovated product brands after the upgrading of the ladder, indicating that the information was changed by the quality-technical supervisory authority, and that the period of time had not been changed was fined by over 5,000 dollars.

Article XVI ITU use manager violates article 13 of this approach, with one of the following cases being dealt with by the quality technical oversight branch in accordance with the following provisions:

(ii) Unless effective safety tests are posted at a prominent ladder location, vincation, failure to mark emergency relief calls, the time limit is being changed to a fine of over 5,000 dollars;

(iii) Failure to place the safety concerns used by the ladder, the warning signs at a visible place where the passengers are prone to attention, the time limit is being changed; the impossibility of the delay and the imposition of a fine of up to 2,000 yen;

(iv) The ladder security emergency response relief advance was not established, with a fine of more than 3,000 dollars.

In violation of article 15 of this approach, the ladder uses the manager of the ladder, where the ladder has been malfunctioning or other security concealments, has not been posted in a marked location where the passengers are prone to attention, and has been punished by a fine of more than 1 million dollars in the year 2000; the ladder has not eliminated the risk of continuing to invest in the accident; the improvised period of time is being changed; the fine of more than 20,000 dollars in excess of the amount of the year's imprisonment; and, in exceptional circumstances, the suspension or use of the property.

Article 40 of the ladder's day-to-day maintenance unit violates article 20 of this approach by subcontracting the day-to-day maintenance operation, redirecting or redirecting the sub-contract, and by redirecting the quality-technical supervision sector to impose a fine of over 3,000 dollars.

Article 42, the day-to-day maintenance unit of the ladder, in violation of article 22 of this approach, has one of the following cases, being modified by the responsibility of the quality-technical oversight department, with a fine of more than 5,000 dollars:

(i) No one month, quarterly, semi-annual and annual maintenance, as required by the ITU Rules for the Management and Maintenance of Maintenance, or the maintenance of each maintenance is not recorded and confirmed by the ladder use manager;

(ii) Non-exploitation of the maintenance ladder within the prescribed time period, or the self-assessment project is less than the ladder Use Management and Maintenance Rules for the annual maintenance and gradient regular testing and its content, or has not been reported to the ladder's users;

(iii) In the course of day-to-day maintenance, the ladder was found to be in a safe footprint and the safety concealment was not made available to the ladder's users, indicating the security hidden circumstances identified and the measures recommended to be addressed;

(iv) The absence of fixed telephones as duty phones or duty phone calls cannot guarantee access to communications;

(v) Upon receipt of the report of the hardships, it was not possible to reach out to the site within the time frame.

Article 43 thirteenth gradient maintenance units, in violation of article 23 of this approach, are assigned to personnel who have not obtained the Special Equipment Operations Licence Certificate or non-residents to carry out the day-to-day maintenance operation, which is subject to a fine of more than 5,000 yen by the quality technical supervision sector; training for gradient operators in safety education and technology is not being carried out by the quality technical supervision service; and a fine of over 1 million dollars in excess of the year.

In violation of article 24 of this approach, ITU's daily maintenance unit found that there was a lack of reporting and was converted by a time limit of responsibilities in the quality technical supervision sector, with a fine of over 5,000 yen.

Article 44XV, Staff of the Quality Technical Monitoring Service, who play negligence in the management of ladder safety oversight, abuse of authority, provocative fraud, is governed by the law by their offices, superior authorities or inspection agencies.

Chapter VIII

Article 46
