Regulation on the management of motor vehicle passenger transport at stream

(Adopted by Decree No. 169 of 29 July 2013 of the Government of the People's Republic of Japan lobster on 1 September 2013)

Article 1 guarantees the physical and property security of operators, garners and passengers, in accordance with the laws and regulations of the People's Republic of China Act on the Safety and Security of Passive Vehicles.

Article 2 applies to the security management of passenger rental vehicles within the city's administration.

Article 3 of the Municipal Public Security Agency is the competent authority for the management of the automobiles throughout the city.

The Department of Public Security of the Municipal Public Security Service is specifically responsible for the management of passenger rental vehicles in mountainous areas, mountainous areas, stream lakes, South-Fin, and stream new areas.

The streams, the Public Security Agency of the Incheon Autonomous Regions is responsible for the management of passenger cars within the Territory.

Departments such as transport, business, price and quality should be managed in a joint manner, in accordance with their respective responsibilities.

Article IV. Public security authorities should perform the following duties in the management of passenger motor vehicles:

(i) Advocacy, implementation of laws, regulations, regulations and regulations relating to security management;

(ii) Supervision, inspection of the state of security management of the rental vehicle, finding that the security situation is hidden and prompt corrective measures;

(iii) The obligation to conduct training for security-related skills and to organize safe cases for the rental of automotive operators, driver to conduct security-prevention knowledge education;

(iv) Guidance, help to rent the automated business to establish and maintain a security management system and implement measures for security protection;

(v) Upon receipt of 110 police calls, police stations should be promptly checked. Protection and assistance should be provided immediately when citizens face violations of their physical, property security or other precarious circumstances, and citizens' demands for resolving disputes should be helped.

Article 5 Public security authorities should establish fixed police stations for the main export of the urban area, introduce a 24-hour system for the registration and review of passenger freight vehicles from the town.

The local map and contact telephones of the police stations should be made available to society.

Article 6. Public security authorities should establish civilized law enforcement norms in police stations, in accordance with public law enforcement and civilization.

Police stations should be inspected in accordance with the requirements of policing and, in order to ensure the smooth movement of vehicles in the event of ensuring compliance with policing inspection duties.

Article 7. Business engaged in passenger freight rental vehicles (hereinafter referred to as passenger operators) shall receive a vehicle safety registration certificate within five working days after the acquisition of a passenger motor vehicle operation and the processing of the relevant notice.

The present provision shall be subject to the procedures for the replacement of passenger vehicles that have been delivered prior to the issuance of the present provision.

The passenger vehicle security registration certificate should be attached to the pre-improved vehicle.

Changes in the registration of passenger vehicles should be made within three working days of the date of the change, with the relevant evidence to be transferred to the Public Security Bureau of the Municipal Public Security to handle the registration process.

Article 8. The passenger escort vehicle driver shall participate in the training of security-related skills organized by public security authorities, who are qualified and recruited by the passenger carrier operator to conduct a garbage registration card by the public security authorities; and who have not been recruited and whose training results are effective within one year.

Article 9 imposes an annual screening system for the operation of the vehicle security registration certificate and the registration of the driver's security.

It is prohibited to reorganize paints, transfer of tenant vehicle security registration certificates and garner security registration cards.

In one of the following cases, the garner's security registration card has been completed and must be reorganized as required:

(i) A total of more than five non-participatory meetings for three consecutive years or years;

(ii) Two administrative penalties have been imposed for violations of this provision;

(iii) The registration card was not tried in the year.

Article 10 The passenger carriers shall perform the following security responsibilities:

(i) The establishment of a regulatory regime for the sound management of the security sector, the signing of a book of responsibility with the public security authorities and the organization of implementation;

(ii) Coordinate with public security authorities to establish a corresponding network of police defences to install technical safety preventive devices in accordance with the provisions;

(iii) Implementation of security-protection measures, organization of security inspections, timely elimination of the hidden security situation, and the prompt rehabilitation of the security of the public security authorities;

(iv) Organizing practitioners to participate in security events convened by public security authorities;

(v) To identify violations of the crime line and to report to the public security authorities in a timely manner and to actively assist the public security authorities in identifying cases;

(vi) Other policing management in accordance with the provisions of laws, regulations and regulations.

Article 11. The passenger motor driver shall perform the following security responsibilities:

(i) Participation in security events organized by public security authorities;

(ii) The garner's security registration card shall be performed;

(iii) To comply with the security inspection by the public security authorities of passenger escort vehicles, through which public security agencies are aware of the registration, inspection, when they are located at the police stations at the municipal level;

(iv) Prohibition of the delivery of prohibited items such as flammable, futile and blend;

(v) Refer to the attention of the passengers to the custody of the property. The loss of property in the vehicle shall be kept in good custody and promptly sent to the rented automocile security management or to the taxi industry authorities, and shall not be dealt with by themselves and shall not conceal private annex;

(vi) No rental vehicle shall be used to facilitate criminal activity in violation;

(vii) Identify criminal offences or criminal suspects and report promptly to public security authorities.

Article 12. The passengers of passenger rental vehicles shall perform the following security responsibilities:

(i) To comply with the security management provisions and subject to security inspections by public security authorities;

(ii) When travelling to the centre's urban area, resident identification or other legal certificates should be carried out to ensure self-recognize the registration and inspection of public security authorities;

(iii) No garner or coercing of prohibited items such as flammable, trajective and blend;

(iv) When a person with a mental illnesses moves, the person should be escorted to custody;

(v) Inadvertent acts, abuse of beating drivers and other passengers or cascabo, fraud and other criminal activities in the rental vehicle;

For passengers not in accordance with subparagraphs (ii), (iii), (iv), (v), passenger truck drivers may be denied.

Article 13 provides a serious exercise of the security responsibilities of the security sector, the prompt suppression of criminal acts or the active provision of a line to assist the public security authorities in detecting criminal cases, policing cases, the maintenance of social security and the promotion of passenger carriers and garners, municipalities and district (zone) governments, in accordance with the relevant provisions.

Article 14. Public security authorities have found, in security inspections, suspected of being unlawfully involved in the delivery of passenger cars, that the material should be transferred to the passenger transport management body and that the passenger transport management authorities should receive written feedback from public security authorities.

Article 15. A passenger carrier operator is in breach of this provision, and a period of time is converted by a public safety authority, which can and punish:

(i) Unregistered registration or change of security by passenger carriers, each fined by $200,000;

(ii) The passenger vehicle security registration certificate is not marked by a fine of $50 per vehicle before the vehicle was operated;

(iii) Drivers who do not conduct a security registration card or use a movable security registration card, each fined $200,000;

(iv) A fine of 500 kidnapped for the alteration, transfer of a motor vehicle registration certificate or a driver's security card;

(v) The failure to implement the responsibility of the security forces set out in the book of responsibility for the objectives of the security sector or the refusal to enter into a book of responsibility for the security sector with a fine of 500 dollars;

(vi) The security implied by the public security authorities that the security of the security situation has not been altered in a timely manner, leading to the use of passenger vehicles for criminal activities, with a fine of more than 500 dollars.

Article 16: The passenger motor driver violates this provision by warning or imposing fines by the public security authorities:

(i) No security incident organized by public security agencies, with a fine of 50 dollars;

(ii) No driver's security registration card at the time of operation is fined by $50;

(iii) Not subject to security inspections by public security authorities or to the denial of registration of inspections by police stations of public security authorities, with a fine of 200 dollars.

In violation of article 12, subparagraphs (i), (ii), of the present article, the passengers are not subject to a security inspect by the public security authorities for their identity documents and goods, with 50 fines imposed by the public security authorities; threats, coercion of the driver of the vehicle against inspection by the public security authorities are fined by $200,000.

Article 18 violates this provision and constitutes a violation of the management of the security sector, which is punishable by the Public Security Agency in accordance with the Law on the Safety and Security of the People's Republic of China; in the event of a serious offence, criminal responsibility is held by law.

Article 19 may apply for administrative review or administrative proceedings in accordance with the law.

Article 20 provides that members of public security agencies should be subject to civilization in the management of passenger motor vehicles, without interference with the normal operation of passenger operators. The abuse of authority, provocative fraud, malfeasibility, administrative disposition by the unit of the institution or the superior body, which constitutes a crime, is criminally criminalized by law.

Article 21, which provides for the operation of 1 September 2013, was repealed at the same time by the Government of the People's Republic of Japan, on 21 December 2001, in connection with the Regulation on the Safety and Security of the Carbrill Carriage (No. 80 of the Municipal Government Order).
