Chapter I General

Article 1, in order to enhance the management of earthquake early warning efforts, has an effective role to play in seizing earthquakes, alleviating the loss of earthquakes, guaranteeing the lives and property security of the people, and to develop this approach in line with the relevant laws, regulations and regulations.

Article 2, in the administrative areas of the province and in neighbouring maritime areas, should be subject to this approach.

This approach refers to the use of seismic monitoring facilities, equipment and related technologies to establish an automated rapid processing system for seismic information, which, in the event of devastating earthquakes, sends seismic alert information in advance to areas that may be damaged.

Article 3 earthquake early warning should be guided by the principles of government ownership, integrated planning, social collaboration and public participation.

Article IV. Governments of more people at the district level should strengthen the leadership of earthquake early warning efforts, integrate the building and operation of seismic early warning systems into national economic and social development planning and include requirements in the same fiscal budget.

Article 5

Other relevant sectors of the population at the district level should be managed in accordance with their respective responsibilities for earthquake early warning activities.

Article 6 encourages the conduct of seismic early warning science and technology studies to promote the application of advanced earthquake early warning technologies. Social forces are encouraged and supported to participate in the development and production of all provincial seismic early warning systems and of products related to earthquake early warning.

Units and individuals that have made a prominent contribution in the early warning of earthquakes should be rewarded by the Government of the people at the district level.

Article 7 conducts the exchange and cooperation of the brave earthquake early warning of science and technology, and promotes the networking of the Bai earthquake monitoring cell.

Chapter II Planning and construction of earthquake early warning systems

Article 8. Provincial seismic authorities should organize planning for the development of provincial seismic early warning systems, in accordance with the relevant requirements of the national earthquake early warning system, to be carried out by provincial seismic authorities after the approval of the Government.

Article 9. Planning for earthquake early warning systems should include the following:

(i) The regional context of earthquake activities;

(ii) The overall objective of earthquake early warning systems;

(iii) Construction of seismic observatory networks based on earthquake early warning;

(iv) Research and development of seismic early warning information;

(v) The automatic launch of seismic early warning information and the development of the receiving system;

(vi) Public earthquake early warning and performance;

(vii) Safeguards such as technical standards, funds.

Article 10 Provincial seismic authorities should organize, in accordance with provincial earthquake early warning systems planning, the establishment of seismic monitoring networks that are vested in seismic early warning systems, and the requirements are divided according to the responsibilities of activity and expenditure and are burdened by all levels of government.

The building of the seismic early warning monitoring cell should take full advantage of the various seismic monitoring stations already in place, pool resources and avoid duplication.

Article 11 builds the seismic monitoring network, which is vested in the provincial seismic early warning system, and should be consistent with national, industrial or local standards.

Chapter III Early earthquake information dissemination and response

Article 12. The information on earthquake early warning is published by the Government of the province through the provincial seismic early warning system. No unit or individual shall be authorized without authorization to issue earthquake early warning information to society in any form.

The content of seismic early warning information should include earthquake shocks, shocks, times of shock, destructive earthquakes, and presuppose seismic shocks.

The conditions, scope and manner of the release of earthquake early warning information should be consistent with national and local standards. The seismic early warning information is automatically processed, issued, accepted technical facilities should be in line with the requirements and quality standards relating to earthquake early warning technologies.

Provincial seismic authorities should establish seismic early warning information automatically, issue and receive relevant technical standards with the provincial authorities for quality technical supervision.

Article 14. Broadcasts, television, the Internet, mobile communications and other relevant media should be made available in conjunction with seismic early warning information under the relevant provisions. The public-oriented early warning information is broadcast by the media designated by the Government of the Provincial People, in accordance with the relevant provisions.

The media designated by the Government of the Provincial People should establish an automated transmission mechanism for seismic early warning information, which is automatically, efficient, accurate and remunerated to the public.

Article 15. Construction of high rail, urban light, ground, electricity transfer centres, fuel pipelines (strips), oilchemicals, nuclear power, communications and other facilities that may have serious natural disasters should be established and the automatic reception and emergency disposal system for seismic early warning information should be established; and, in the event of receipt of destructive earthquake early warning information, the response to the relevant provisions should be taken in a timely manner to prevent earthquake preparedness.

Article 16 Schools that focus on seismic monitoring defence should establish seismic early warning information reception and transmission technology systems and emergency disposal mechanisms.

It was encouraged to establish seismic early warning information reception and transmission technology systems and emergency response mechanisms in other intensive locations.

Article 17 provides units with special needs for the content of earthquake early warning information, which can provide information services to provincial seismic authorities, and provincial seismic authorities provide specialized seismic early warning information services in accordance with the relevant standards.

After receiving earthquake early warning information that may be disrupted by the Territory, more than 18 people at the district level and the relevant sectors should be able to trigger earthquake preparedness in accordance with their respective responsibilities, in accordance with early warning information.

Chapter IV Safeguards

In the relevant sectors of the Government, radio, television, newspapers, mobile communications and other relevant media, the outreach efforts of the seismic sector for public earthquake early warning knowledge should be synchronized.

Sections that set up seismic early warning information reception mechanisms should develop emergency programmes to organize regular seismic early warning and emergency evacuation exercises.

Chapter V Legal responsibility

Article 23, seismic service authorities, seismic early warning systems operating management units, seismic early warning information issuance units violate the provisions of this approach, causing serious implications for the direct responsible supervisors and other direct responsibilities to be disposed of by law.

Article 24, in violation of article 12, article XIV of this approach, authorizes the release of seismic early warning information to society, disrupts social order, imposes a fine of up to 50,000 dollars by the authorities of the earthquake; imposes severe consequences for a fine of more than 100,000 dollars; punishes the public security authorities in accordance with the provisions of the penalties imposed by the law; constitutes an offence and criminal liability.

Article 25, in violation of article 15 of this approach, does not establish an automated reception and emergency treatment system for seismic early warning information, which is being rectified by an act of responsibility by the authorities of the earthquake, and is fined by more than 10,000 dollars.

Article 26, in violation of article 16, paragraph 1, of the present approach, provides that schools in the area of earthquake-focused monitoring do not establish seismic early warning information and transmission technology systems and emergency disposal mechanisms, which are redirected by the authorities of the earthquake; and that they are lawfully disposed of by law to the competent and other direct responsible personnel.

Article 27 of this approach is implemented effective 1 August 2015.
