Chapter I General

Article 1, in order to strengthen urban road safety facilities management, to guarantee safe and unhindered access, has developed this approach in the light of the relevant laws, regulations, such as the People's Republic of China Road Traffic Safety Act, the Urban Road Management Regulations and the Rejuven City Road Traffic Safety Regulations.

Article II refers to urban road traffic safety facilities established on the road, transport mark lines, transport signals, transport safety promotion facilities, isolation facilities, transport information-gathering equipment (including road traffic record equipment, transport video surveillance equipment), traffic information kits and their specialized electricity, communication networks, support for the spare parts.

Planning, design, construction, management and maintenance of road safety facilities in urban areas within the city's administration.

Urban road segregation belts administered by the municipal sector and road escorts are administered in accordance with the relevant legislation governing municipal administration.

Article 3. Construction and management of urban road traffic safety facilities should be guided by the principles of integrated planning, rationalization, science creation, alignment and management.

Article IV. The public security authority is the administrative authority for road safety facilities throughout the city. The transport management of the municipal public safety authority is responsible for the management of road safety facilities throughout the city. The Public Security Authority of the District (Autonomous Region) is the administrative authority for urban road safety facilities within the present administration. The transport management of the public security authorities in the district (Autonomous Region) is responsible for the management of urban road safety facilities in the present administration.

Relevant sectors and units such as development reform, planning, rural and urban construction, municipalities, and École are responsible for the management of urban road traffic safety facilities, in accordance with their responsibilities.

Article 5

No units and individuals shall undermine urban road traffic safety facilities and shall be entitled to stop and report damage to urban road safety facilities.

Chapter II Planning and construction

Article 7 provides for new construction, alteration and expansion of urban roads, and transport safety facilities should be designed in parallel with the main works, simultaneously designed, accompanied by construction, inspection and use.

Article 8. The design, construction of urban road safety facilities should be carried out by units with relevant qualifications.

Article 9. Urban road construction works at the design stage should be consulted in writing by the public security authorities on the content of road traffic safety facilities in the engineering design programme.

During the construction process, the construction units were required to change the content of road traffic safety facilities in the construction design programme and should seek the views of the transport management of the public security authorities in writing.

Article 10 Before the use of urban road inputs, construction units should inform the public security authorities of their participation in the completion of urban road works.

Transport safety facilities do not receive experience or receive less qualified urban roads.

Chapter III Management and protection

Article 11. The transport management and maintenance of public safety authorities are transferred after the experience of urban road safety facilities is qualified.

When construction units are transferred to urban road traffic safety facilities, the transport management of the public safety authority should conduct a survey of the completed inspection of the transport security facility, such as the list of facilities, which should be received in a timely manner.

Urban road safety facilities have not been completed and are managed and maintained by construction units.

Article 12. The way to permit the passage of social motor vehicles within the jurisdiction of organs, groups, enterprises and utilities is administered, maintained by the unit and is guided and monitored by the transport management of the public security authorities.

Article 13 Traffic management of public security authorities should be established or adapted to urban road traffic safety facilities in a timely manner, in accordance with the actual state of the city's roads and the requirements of movement.

The establishment or adjustment of urban road safety facilities with high levels of social public attention should fully listen to the views and recommendations of the public.

Article 14. Transport management of public security authorities found damage to road safety facilities, shortcomings or security hidden in cities and should be repaired, filled or excluded in a timely manner.

Article 15. Maintenance of urban road traffic safety facilities should be consistent with national, industry, standards and norms.

The transport management of the public security authorities can entrust with the maintenance of urban road traffic safety facilities by units with qualifications.

Article 16, as construction or other activities may affect the use of urban road traffic safety facilities, should be submitted in advance for approval by the transport management of public security agencies and for the establishment of temporary transport safety facilities in accordance with the standards and requirements, which should be immediately restored to the release of the urban road safety facility.

Article 17 prohibits:

(i) In addition to publicized markings, promotion boards, flags, articles, road marks or other symbols in urban road safety facilities;

(ii) Creation of brands, symbols and maps that are confused on the road to cities;

(iii) To establish, on the road of cities, a manifold, yellow, green light, or to interfere with the driver's stereotyped origin;

(iv) In the urban road traffic safety facility, the treasury and theft;

(v) Removal and sheltering urban road safety facilities;

(vi) Other acts that undermine urban road safety facilities or affect their functioning and security.

Article 18 establishes outdoor advertisements, orders, facilities such as electricity leather, trajectory, or other plants that prevent the normal use of urban road traffic safety facilities.

The Greening Management Unit should be aligned with the timely repair or revegetation of trees or other plants that impede the normal use of urban road safety facilities, in line with the management of the urban Road Traffic Safety Facility.

Chapter IV Legal responsibility

Article 19, in violation of this approach, provides for the unauthorized use of transport safety facilities without experience or access to unqualified urban roads and causes serious consequences, and for the legal accountability of the units and individuals involved in the decision.

Article 20, in violation of article 17 of the present approach, is redirected by a public safety authority's transport authority, refuses to implement, imposes an impediment and the costs incurred by the perpetrator.

Article 21 Transport management of the public security authority provides, in accordance with the law, administrative decisions that require the parties to discharge their obligations, such as transportation security facilities, the failure of the parties to fulfil their obligations, and the failure of the parties to carry out their reports, the transport management of the public security authority may be carried out or the commission of the third person without the stake. The cost of performance is borne by the parties.

Article 22, in violation of this approach, provides that units that do not carry out the relocation of transport security facilities in accordance with the requirements of the letter of restatement shall be subject to the responsibility of the public security authorities for corrective action and a fine of 1000.

Article 23 Staff of the State organs, in the management of road traffic safety facilities, abuse of their functions,ys and neglect, are subject to administrative disposition by law, which constitutes an offence and are criminally prosecuted by law.
