Chapter I General

In order to clarify the responsibilities of all levels of the people's Government and the relevant departments, units of the Government in the area of security production, the sound management of administrative responsibility for safe production, the strengthening of the management of safe production, and the development of this provision in line with the relevant laws, regulations, such as the People's Republic of China Act on Safety Production in the Province of San Orientale province.

Article 2

Article 3 governs the safe production control system and upholds local regulation in conjunction with sub-region regulation.

Article IV provides a two-point system for safe production. Chapter II Government responsibilities

Article 5

Article 6. The Government of the more people at the district level has established the Security Production Committee (hereinafter referred to as the Committee) as the coordinating body for the safe production of the people's Government at this level, under the leadership of the Government of the people at this level:

(i) Implementing the deployment of safe production laws, regulations, regulations and superior security production;

The Office of the People's Government at the district level has been established to serve as an institution of the Committee for the Promotion of the People's Government at this level, in the management of the safe production supervision, responsible for the day-to-day work of the Committee.

Article 7. The commune government, the street offices and the development of district administrations should clarify institutions responsible for safe production, conduct oversight inspections of security production in the region and assist the relevant departments of the Government in fulfilling their safety and productive management responsibilities under the law.

Chapter III

Article 8

(i) Develop safety production policies and planning, strengthen safety production awareness and promote the implementation of standardized work on safe production by productive units;

(ii) Execution of administrative licences relating to security production in accordance with the law and conduct of ex post facto regulation of licence matters;

(iii) Conduct administrative law enforcement efforts involving safe production by law, conduct oversight inspections of the productive units, promote the relapse of accidents and identify safe production violations;

(iv) The development of accident preparedness cases, participation in or organization of accident response and accident surveys, and monitoring of accident prevention and rehabilitation measures;

(v) To receive reports of security production and conduct accident statistics;

(vi) Security production management of this unit and its constituent units;

(vii) Other responsibilities provided by States and provinces.

Article 9

(i) The relevant departments of the Government of the province are responsible for the management of the safety and productive production supervision of the secondary units of central enterprises (subsidiaries, subsidiaries, etc.) and the provincial enterprise headquarters (General companies, group companies);

(ii) The relevant sectors of the urban government in the area are responsible for the management of the three central enterprise units, the secondary unit of provincial enterprises, the provincial-owned enterprises (other than provincial enterprises) and the management of the safe production of the city's enterprises;

(iii) The relevant sections of the Government of the People's Republic (communes, districts) are responsible for the management of the four levels of central enterprises and the following units and other enterprises, units.

Article 10

(i) Guidance for the coordination, supervision and supervision of the management of the safety and production supervision of the lower-level people and the relevant sectors of the people's government;

(ii) Analysis and forecasting of the security production situation and coordination of key issues in security production;

(iii) The publication of security production information and the integrated management of safe accident control statistics;

(iv) Safety production supervision of non-coal mines units, hazardous chemicals production operators and storage units, cigarette production units;

(v) Inspection of safe production of business units in industries such as metallurgy, colour, construction, light, textile, machinery, trade and tobacco;

(vi) Supervision of occupational health work in production units (other than coal mines);

(vii) Oversight inspections of construction of project safety facilities and occupational disease protection facilities, along with the design, parallel construction, parallel production and use of major works;

(viii) Oversight of specialized services for safe production, such as safety evaluation, security production testing;

(ix) Organizing, directing and coordinating emergency relief efforts for producing safe accidents.

Article 11

(i) Integrate safe production into national economic and social development planning and provide basic infrastructure and technology-supported investment plans for the safe production of infrastructure;

(ii) The construction of security conditions in the project as an important component of project management;

(iii) Participation in oversight guidance on the closure and implementation of enterprises that are not in line with industrial development planning, are not in line with industrial policy, do not have a reasonable structure of mines, chemicals;

(iv) The Food Management Authority is responsible for the safe production management in the area of food circulation and guides the monitoring of the safe production of oil storage enterprises.

Article 12

(i) Integrated industrial security production management;

(ii) To assume the responsibility for the safe supervision of pipelines for oil gas pipelines, to guide and oversee the implementation of pipeline protection obligations by pipeline companies;

(iii) The National Defence Science and Technology Industrial Authority is responsible for the safe production supervision of the sale of military and civilian explosive devices and for inspection of the safety of ship industry;

(iv) The coal management body is responsible for the organization of a safe production management for coal enterprises, the organization of specialized reprocessing and day-to-day monitoring inspections for coal mining safety, the organization of the closure of mines that do not have safety conditions for production, and the supervision of the rehabilitation of coal mining accidents;

(v) The SME management body is responsible for overseeing the safe production of small and medium-sized enterprises, townships.

Article 13

(i) Security oversight in the education industry;

(ii) To guide, monitor and manage the safety management of schools (including kindergartens) and their teaching, scientific research and experimental institutions, and to guide the development of emergency preparedness cases in various schools;

(iii) Integrate safe education into the teaching content of compulsory schools and guide the implementation of safety education activities in various schools;

(iv) Safeguarding the activities of students in school and attending school-based activities;

(v) The management of school bus safety is governed by law.

Article 14

(i) Integrate safe production of science and technology progress into scientific development planning and fiscal science and technology plans and organize implementation;

(ii) Organizing, directing safe production of major scientific and technological shocks, basic research and application studies, and rewarding the results of major scientific and technical studies in the area of security production.

Article 15

(i) The management of road traffic safety;

(ii) Management of fire safety oversight;

(iii) The management of public safety of hazardous chemicals;

(iv) The management of public safety in civilian explosions and cigarettes;

(v) Security management of large mass activities;

(vi) To carry out the safety management duties of school vehicles in accordance with the law;

(vii) The investigation services relate to cases of criminal offences produced in safety and security management.

Article 16

(i) Integrate security production laws, regulations, regulations and regulations into the content of the citizen's general law and guide the provision of safe productive legal services by institutions such as lawyers, public evidence, grass-roots legal services;

(ii) The judicial administration responsible for the supervision of the safe production of drug sites under the administration of justice;

(iii) The prison administration is responsible for the safe production supervision of the prison system.

Article 17

Article 18

(i) The rehabilitation of the mining order and the integration of resources, which are carried out in accordance with the law to investigate the exploitation of mineral resources and the conduct of selecting (washing) mines in violation of the law;

Article 19

(i) Monitoring of construction of work safety production (except transport, water, railway, civil aviation, electricity and communications professional construction works);

(iii) Oversight of the installation, dismantling, use and use of specialized motor vehicles in housing buildings and municipal infrastructure works;

(iv) Monitoring of the safe production of municipal utilities (including urban road bridge tunnels, urban lighting, water supply, heating, drainage and sewerage, sanitation, parking greening, landscape-hosting areas);

Article 20

(i) Security production supervision in the road transport industry;

(ii) Management of water safety monitoring (other than the jurisdiction of the national maritime sector);

(iii) overseeing the safe production of roads and water works within the mandate;

(iv) The establishment of road safety facilities within the purview of the mandate and the waterway mark, and the organization of oversight of road-risk bridges, hazardous roads, ports, accidents and traffic routes to secure concealment;

(v) Security oversight management for urban orbit transport operations;

(vi) Participation in the safe management of school vehicles in accordance with the law.

Article 21

(i) The management of safe production in the water industry, the organization, guidance and supervision of the safe management of drought prevention;

(iii) Oversight of the safe production of water utilities.

Article 2

(i) To oversee the management of agricultural security production and to guide rural grass-roots organizations and farmers in the prevention of accidents in production;

(ii) A body of livestock veterinists is responsible for the safe production supervision of pastures, livestock and dying, supervision of the production, operation and use of veterinium and foams, and for the fire protection of herders (grounds);

Article 23. The authorities of the people at the district level perform the following safety and productive duties:

Article 24

(i) Supervision of forest security production;

Article 25

(i) Guidance, supervision of the safe production of trade-flow industries;

(iii) Safety production supervision of reported automotive recycling enterprises.

Article 26

(i) Safety supervision of public cultural recreation sites, such as horticulture, Internet access services, museums, libraries, artefacts protection units, theatres, cultural premises;

(ii) To assist the authorities in monitoring fire safety at public gathering sites such as cultural recreation.

Article 27

(i) Oversight in the area of health and family planning;

(ii) Safety management of hazardous chemicals toxic identification management and radioactive items and medical wastes;

(iii) Health assistance for the production of safe accidents;

(iv) Monitoring of occupational diagnosis and identification.

Article 28

(i) Monitoring of nuclear safety, radiation safety and the management of radioactive environmental accidents;

(ii) Guidance, supervision and supervision of the destruction of the ecological environment, the severe pollution and the closure of the no-environmental impact assessment;

(iii) Monitoring of the collection, storage and disposal of hazardous chemicals abandoned;

(iv) Organization, guide and coordinate pollution disposal and emergency monitoring of the production of safe accidents.

Article 29 of the National Asset Monitoring Authority of the People's Government at the district level performs the following safety and productive duties:

(i) The responsibility for the safe production management of State-owned assets funded by law;

(ii) Conduct a review of the performance of security production responsibilities by State-funded enterprises;

(iii) Organizing or participating in security production inspections of State-funded enterprises and promoting State-funded enterprises to implement safety prevention and hidden governance measures.

Article 33

(i) Oversight of the safe production of publications, broadcast agencies, transmission agencies, film distributors and print distribution units;

(ii) The safe production management of activities such as hosting, hosting of various book exhibitions, orders, trade chambers, and booking;

(iii) Safe production supervision of major engineering and priority infrastructure construction works for radio movies;

(iv) Organizing, directing the publication of broadcast videos and media awareness-raising for safe production and supervision of behaviours that violate the legislation on safe production.

Article 31

(i) Oversight management of the safe operation of public sports premises, public sports facilities, and security management of construction of sports parks, facilities construction works;

(iii) Oversight of the safe management of high-risk sports projects.

Article 32

(i) Review of pre-removal documents, documents and documents relating to security production matters in business registration;

Article 33

(i) Oversight by law of special equipment safety and security protection measures;

Article 344 The authorities of the Government of the People's Tourism at the district level perform the following safety and productive duties:

(i) A comprehensive coordination and oversight management of tourism safety and guidance on emergency relief efforts in tourism emergencies;

(ii) Oversight of the safe production of the travel agency;

(iii) To guide training on tourism safety.

Article XV of the People's Defence Force at the district level performs the following safety and production responsibilities:

(i) Management of safety oversight for single-constellants;

(ii) Guidance for the safe production of defence works and the management of human security monitoring;

(iii) Security oversight management for the use of PPWT by the head;

(iv) The management of safety oversight for the removal of works by the head.

Article 36 above-level meteorological authorities perform the following safe production responsibilities:

(i) Monitoring, forecasting, warning and timely issuance of weather warning and forecasting information that affect safe production;

(ii) Oversight management of mine-elected disaster safety defence;

(iii) Guidance will be provided to the relevant authorities for the supervision of the safe production of the unmanned liberties and patriarchies, which affect safety inspections and accident prevention during weather operations.

Article 37 bodies such as civil aviation, railway, maritime, earthquake, communications management, postal management, energy, coal safety inspection, the River Union are responsible for the management of safe production in this industry, in accordance with the relevant laws, regulations and regulations. Chapter IV Oversight and accountability

More than thirty-eight people at the district level should convene at least a safe production session to analyse, deploy the current administrative region to prevent the production of safe accidents. Article 43 XIII does not carry out the responsibility for safe production in accordance with this provision by the Government of the people at all levels and by the authorities of the superior, and by the competent and other direct responsible persons directly responsible for such acts in accordance with the law;

(iv) Disclosure, false or delay of an accident;

(v) obstruction, interference in the handling of accidents or accountability;

(vi) Other acts of abuse of authority, negligence and in favour of private fraud.

Chapter V

Article 44 states that the communes (communes, districts) have a security production monitoring function that is inconsistent with the relevant departments of the Government of the Provincial People's Government, which determines their security productive duties.
