Chapter I General

Article 1 enhances and regulates project management, ensures the quality of the work and the completion of the period, enhances investment effectiveness, and develops this approach in line with the relevant laws, regulations and regulations.

Article 2 Activities such as the identification, advancement and service security of priority construction projects in the city's administration area apply.

Article 3. This approach refers to construction projects that have a significant impact on the economic and social development of the city's nationals, such as agroforestry, transport, industry, energy, urban construction, social development, services and services, as determined by the city's people.

Article IV. Governments of the urban and district sectors, the development of parking councils should strengthen their leadership in the management of priority construction projects in the current administrative region or within the management area, organize coordination, resolution and management of major matters, and implement the focus-building project responsibility.

The town (communication) Government, the street offices should support and synergize the coordination and management of priority-building projects.

Article 5

In accordance with their respective responsibilities, industry authorities are responsible for the specific management of priority construction projects.

In line with their respective responsibilities, the relevant administrative authorities cooperate with the coordination and service security of priority construction projects.

Article 6. The development of the relevant industrial authorities of the executive branch should use modern information technology to establish and improve integrated regulatory systems for priority-building projects, enhance oversight management of priority-building projects and enhance project management levels and efficiency.

The construction units should perform the primary responsibility for the management of priority construction projects, be responsible for the planning and construction of projects, and establish a system of guarantees such as quality of project works, safe production, construction of work periods, in accordance with the law, to ensure full implementation of the quality of the works and the duration of work.

Article 7. The Government of the city has introduced an annual objective appraisal system for the advancement of priority construction projects and has given recognition to units and individuals that have made significant achievements in the construction and management of priority construction projects.

The executive authorities for urban development reform have been entrusted by the Government of the city with the organization responsible for the development of the project to advance the implementation of the annual objective appraisal. Specific appraisals have been developed by the municipal development reform administration authorities, followed by the approval of the Government.

Industry authorities, relevant units and relevant industry associations are encouraged to carry out priority-building competition activities, create a climate of excellence and advance project construction.

Chapter II Items identified

Article 8. Priority-building projects should be consistent with national economic and social development planning and national industrial policies to meet standards and requirements such as environmental protection, safe production, energy efficiency, technology, and integrated resource use, including, inter alia, the following:

(i) The agro-industry project means projects aimed at enhancing disaster risk reduction capacities, promoting water resources security, optimizing the ecological environment, promoting agro-forest efficiency as a focus on watershed governance, preventing flooding, water banks and drainage works and other water facilities, ecological forest construction, marine fisheries, beaching recuperation, modern agricultural parks and new rural construction;

(ii) Transport projects refer to projects focusing on airfields, railways, roads, terminals, shipping routes, integrated passenger freight hubs and terminals, with a view to improving the integrated transport network system;

(iii) Industrial projects refer to strategic emerging industries, high-technical industries, advanced manufacturing, port equipment and manufacturing, major technological transformations and major corporate relocations that focus on maximizing industrial chains;

(iv) Energy projects refer to projects such as electricity grids, electricity sources, heat ITU, renewable energy integrated use, oil and gas pipeline networks and storage facilities, urban fuel and gas pipelines and gas pipelines, and upgrading of gas and fuel gas pipelines;

(v) Urban construction projects, which are aimed at improving urban functions, optimizing spacebs, urban infrastructure, rapid road networks, interland corridors, orbital transport, top-ups, urban eco-environment improvements;

(vi) Social development projects that focus on science and technology, health, education, culture, sports, civil affairs, landscape protection, security of tenure and social services guarantees and other livelihood guarantees for economic and social coordination;

(vii) Services projects that focus on modern commerce, modern finance, modern logistics, cultural innovation, recreational tourism, scientific and technological information, development and development, high-level services, urban integrated industries, etc., in order to expedite service convergence;

(viii) Other projects refer to other projects that have a significant impact on the economic and social development of the city.

The projects set out in the previous paragraph were focused on construction projects, and their total investment should meet certain criteria. The overall investment standards are developed by the municipal development reform administration authorities and are published after the approval of the Government of the city. The overall investment standards can be adjusted on a regular basis in accordance with the economic and social development situation in the city.

Article 9. Priority-building projects are divided into priority implementation projects and pre-focused projects.

Focus implementation projects refer to the continuation of construction projects included in the previous Annual Focus Construction Project Implementation Plan and new construction projects to be started in the year.

The pre-focused project refers to projects that have been completed or have entered the project approval, approval or documentation process.

Article 10 projects that meet the criteria and conditions set forth in article 8, Article 9 of the present methodology, and in accordance with the following provisions, are submitted in the fourth quarter of each year for the next annual priority implementation project or the pre-focused project application:

(i) Central and provincial and provincial investment projects, submitted by construction units to the municipal development reform administration authorities;

(ii) Urban-level government investment projects, city-owned investment projects, which are submitted by industry authorities to the municipal development reform administration authorities;

(iii) District-level government investment projects, business investment projects, which are submitted by construction units to the executive authorities for development reform at the project location.

The executive authority for the development of the project area under paragraph 3 above is responsible for a summary of the application projects in the current administrative region or within the scope of the project, which is reported to the Government of the current people or to the development of the parking authority to reproduce the administrative authorities for the reform of the urban development reform.

The construction units apply for priority implementation projects or pre-focused projects and should submit requests. The request report includes a statement of the underlying circumstances of the project, the status of the pre-project approval and the investment plan for the next year or the previous period plan, and is responsible for the authenticity of the content of the application materials, without concealing the facts and providing false requests.

Article 11. The municipal development reform administration authorities are responsible for a summary of the application projects and, after consultation with the relevant administrative authorities and industry authorities at the municipal level, provide a list of proposals for priority implementation projects and pre-focused projects, prepare a project implementation plan and a pre-project construction project plan and post-phase plan for the development of the project, are published after the approval of the communes.

The application is included in national, provincial focus-building projects, selected by the municipal development reform administrative authorities in the urban focus-building projects, and reported in accordance with the relevant national, provincial and provincial regulations upon consultation by the relevant industry authorities.

Article 12 focuses on implementation projects or pre-focused projects in the context of specific implementation processes, where investment plans are adjusted, are not in line with new industrial investment orientations, or are published after the approval of the municipal development reform administration.

Article 13

Priority-building projects are subject to annual rolling management, which can be applied in parallel with priority construction projects.

The inclusion of projects focusing on the construction of a reserve project bank in line with Article VII of this approach, the criteria and conditions set out in Article 8 could be prioritized as an annual focus on implementation projects or pre-focused projects.

Chapter III Items forward

Article 14. Priorities for priority-building project implementation plans and priority-building projects have been approved by the Government of the city and the Project Management Unit to enter into annual task management responsibilities as an important basis for the inspection, guidance and evaluation of the construction of priority projects by the municipal development reform administration authorities.

The project management units referred to in the previous paragraph refer to the people's government of the district (communes) identified in the priority construction project implementation plan and the pre-focused construction project plan, the development of parking committees or relevant industry authorities at the municipal level.

Article 15 Project management units shall perform the following duties:

(i) The development of a focus-enhance project, in accordance with the objectives, tasks set out in the annual focus-building project to advance work-oriented management responsibilities;

(ii) To coordinate in a timely manner the issues related to the implementation of the impact project or the advance of the project;

(iii) The development and implementation of control measures such as quality of project works, safe production, engineering progress;

(iv) To report to the urban development reform administrative authorities on the progress of projects or the difficulty of coordination.

The executive authorities for urban development reform should convene, on a regular or non-recurrent basis, priority-building projects or coordination meetings, to study in a timely manner the major issues that affect the advancement of projects; to coordinate the resolution or the universality of the project.

Article 16 Construction units focusing on construction projects should comply with the basic construction procedures set out in laws, regulations and regulations, procedures for the approval, approval or filing of construction projects in accordance with the law, engineering tendering, contract management, design change, proposed budget adjustments, security production, environmental protection, civilization construction, and guarantees the quality of work, safety production and construction of work.

The solicitation activities focusing on construction projects harmonize access to public resource pools for tendering. Public resource concentration of transaction sites should provide specialized windows for priority construction projects, with priority to the processing and organization of tendering.

After the completion of the project construction work, preliminary receipts and completion tests should be organized in accordance with legal, regulatory and regulatory provisions.

Article 17-related industry authorities should conduct monitoring inspections of pre-project construction work, progress in engineering, construction management, security production and contract performance, and promptly point out, correcting the problems identified and investigating violations by law.

The financial administration authorities monitor the use, management and financial situation of funds for government investment projects under the law.

The auditing authority conducts audit oversight of the budgetary performance and accounts of the Government's investment focus projects under the law.

Article 18 Development of administrative authorities should develop audit plans and programmes to follow up on project progress, conduct on-site inspections, review of corrective measures, and implement, in accordance with the law, major construction projects for government investment from approval of project proposals to complete the project. The report is presented to the Government of the people.

Article 19 The executive authorities for development reform should develop rules for the post-implementation evaluation of implementation of the project, which would inform the Government of the urban population in the assessment of the advance work, implementation, quality of work, investment effectiveness, environmental benefits, social benefits.

Chapter IV

Article 20 establishes a project-focused capacity at the municipal and district levels, which organizes coordination, helps to address key issues in the construction and management of the links projects.

The municipal development reform administration authorities should select a large part of the investment scale, social impact, complex construction technologies as a leader contact project at the district level, and the relevant business sector determines a list of leadership contact points, which are approved and published by the commune.

In accordance with Article 22 of the Annual Priorities Implementation Project, the relevant industry authorities should organize, on the basis of actual needs, a focus on the implementation of the project construction units, construction units, treasury units and the Ministry of Field Support at the project site, grass-roots liaison organizations with the town (communes), the relevant street offices and the community-based housing (farm).

Article 23 establishes the annual focus-building project manager system. The Managing Director is involved in the pre-project approval, approval or filing of the project by the Officer-in-Charge of the Administrative Services Centre, or coordinating other related advance work.

The municipal development reform administration authorities should identify a major project in the annual focus-building project, and the business sector selects a number of municipalities, district-level agencies or units to serve as the manager of major project managers.

Article 24 No unit or person shall be allowed to increase the issue of approval.

Other approval, review or evaluation matters are carried out in addition to pre-removal clearances provided for by law, administrative regulations and regulations.

Article 25. The authorities of the Land Resources Administration should give priority to guaranteeing the additional use indicators required for priority construction projects.

Annual indicators for integrated urban-building should be given priority to new local demand for priority construction projects.

Article 26 Financial administrative authorities should prioritize the allocation of government investment-focused project funds.

The relevant administrative authorities should provide policy support for priority-oriented construction projects in accordance with national and provincial and municipal regulations.

Financial institutions are encouraged to provide, as a matter of priority, multimodal financing services such as credit-building projects.

In accordance with their respective responsibilities, the executive authorities, such as public security, construction, transport, urban management, should strengthen oversight inspections, such as security management, fire safety, etc., focusing on the implementation of project construction sites, warehouses, etc.; strengthen the management of garbage transport and provide security for the timely clearance of garbage for priority implementation projects.

Industry authorities, such as electricity, transport, communications, water supply, heating, gas and their specific implementation units should fulfil their contractual obligations under the law to guarantee the need for priority construction projects.

Chapter V Legal responsibility

Article 28, in violation of the provisions of this approach, provides that the legal, regulatory and legal responsibilities have been established from their provisions.

Article 29, in violation of article 10, paragraph 3, of this approach, provides that construction units conceal the facts or provide false requests, are subject to a change in the administrative authority responsible for the development of the reform of the administration of justice; late inadmissibility, have been included in priority implementation projects or pre-focused projects, which have been cancelled by the executive authorities of the urban development reform; in particular, serious circumstances, may limit their application for priority implementation projects or pre-focused projects within three years.

In violation of this approach, the executive authorities and their staff, the office of the head of office and the manager of the office are not vested in the law and are redirected by the Government of the city, with serious implications for the advancement of the priority construction project, and are subject to administrative disposition by the competent organ.

Annex VI

Article 33 provides for the construction and management of national, provincial priority-building projects within the city's administration area, as well as from its provisions.

Article 34 of this approach is implemented effective 1 February 2016.
