Chapter I General

Article 1 establishes this approach in the light of the relevant laws, regulations and regulations, such as the People's Republic of China's Rural Planning Act, the People's Republic of China Archives Act, the Southern Province Urban Underline Management Approach.

Article 2

This approach refers to various forms of documentation that are valuable in the planning, construction, management work on the urban gateway.

Article 3. Municipal planning for the construction of administrative authorities is responsible for the management of linear engineering archives in the city's cities.

The City Archives Management aircraft is responsible for the acceptance, collation, identification, statistics, maintenance, utilization and confidentiality of the land-based engineering archives, providing information services and technical support for urban planning, construction and management.

Ministries such as finance, development reform, land resources, archives, water, public safety, human defence and communication are in line with their respective responsibilities for the management of the land-based archives.

Chapter II

The construction units should be made available to the City Archives Authority for the processing of the routing. The City Archives Authority should inform the construction units in writing of the requirements and formats required to be transferred and conduct operational guidance on their archiving.

The construction units should be entrusted with the corresponding quality of engineering measurement units prior to the subsoil of the local trajectory works, which are carried out in accordance with the Urban Territorial Exposure Technology Code, form an accurate completion of the survey data document and a map of the status of engineering measurements, and the post-reformation of the specialized agencies entrusted by the city Archives Authority.

The construction units should transfer the following archival information to the City Archives Management Service in accordance with the requirements of the Archives of Construction Works Papers, prior to the completion of the clearance process.

(i) Pre-prime engineering planning, design, construction approval documents and other pre-session approval documents for tendering;

(ii) Technical documents for the construction of ground-based works, the delegation of authority documents;

(iii) The clearance document and the completion of the work map on the ground;

(iv) Mapping results and measurement data, containing electronic archival data, for the completion of the ground-based works;

(v) Photos, videos and electronic documents for the underground line works;

(vi) Accompanied engineering archives and other documents to be archived.

The land-based engineering unit transferred to the Archives Management Service in the city should be authentic, accurate, complete and non-removable. The City Archives Authority shall verify and confirm the completed works of the construction units (including completed results) in accordance with the relevant national provisions. The local engineering files sent by the construction units are in compliance with the requirements, and the municipal Archives Management Service shall be subject to acceptance within five days and to the construction units to issue archival certificates; and incompatible with the requirements, the City Archives shall be informed in writing of the content of the construction units to be filled and the requirements for the transfer of the transfer, and the construction units shall be transferred by the construction units.

Article 7. The municipal planning and construction of administrative authorities are required to verify the archival qualifications of the construction units when they are completed.

Article 9. Changes in the floor line due to theft, relocation, change or abandonment, and property rights, management units on the ground line should be transferred to the City Architecture Administration within 30 days from the date of the relocation, change, abandonment of part of the land-based engineering archives, the replenishment of the underground gate line to the unit and the transfer of the revised professional map and related files to the city Archives.

Chapter III Archives management and use

Article 10

Article 11. The establishment of the Archives Authority in the city should establish a system for the receipt, collation, identification, statistics, custody, use and confidentiality of the top-line integrated management information system. The necessary information development institutions and facilities are to be equipped with advanced technologies for the proper maintenance of the development of the Integrated Management Information System data on the bottom line and to ensure the security of archival information, which involves the State's secret trajectory information must be strictly administered in accordance with relevant legislation and standards.

Article 14. The construction unit shall, prior to the request for a licence for construction engineering planning, be directed to the city's Archives Authority to search, retrieve the land-based engineering files in the construction area, and transmit information on the status of the construction of administrative authorities, such as the land-based mapping results.

The construction units need to use local-line technical data or to develop the results of the application, which should be subject to the posting procedures of the municipal planning establishment authorities to provide the relevant data and services to the CMI technical service agencies that are notified by the municipal archives management authorities.

The municipal planning establishment of administrative authorities shall be subject to the planning verification of the Integrated Management Information System on the ground, without verification or verification of non-compliant planning requirements.

Article 15. The municipal planning establishment of the administrative authorities should be based on the integrated management information system of the land line, organize the professional gateway, management units jointly for the upgrading of the CMI information system, establish information development databases, properly establish common service-sharing mechanisms, and provide resources by the municipal Archives Authority with the professional line, the property sector, in line with the sharing agreement, for the purpose of maintaining systems, updating information, data-sharing.

Article 16 shows that urban land-based information data are based on mapping results or other mapping results completed by national investment, for the decision-making and social public goods of State organs, and that the city's Archives should be provided without compensation.

In addition to confidential information, citizens, legal persons and other organizations are able to obtain information on the urban gates without compensation from the Archives in the city.

Chapter IV Legal responsibility
