Article 1, in order to enhance the safety management of the ladder, prevent and reduce accidents, ensure the safety of the person and property and develop this approach in the light of the provisions of the laws and regulations such as the China Special Equipment Safety Act.

Article II applies to the manufacture, installation, rehabilitation, repair, use, maintenance, testing, testing and supervision management of ladder within the city's administration.

The ladder referred to in this approach, including violators (buoys), automotives and automated trajectorys. The specific scope is determined in accordance with the national directory.

Article III. Governments of the city and the region should strengthen their leadership in the management of ladder safety, promote compliance by the relevant sectors with the ladder safety management responsibilities under the law, establish a joint ITU security management system, and coordinate and address critical issues in ITU safety management in a timely manner.

Article IV is responsible for monitoring the safety of the ladder.

Sectors such as construction, market regulation, public safety, finance, land tenure, security and education should be able to manage the ladder safety in accordance with their legal, regulatory, regulatory and responsibilities as set out by the Government.

Article 5: The Street Office (the Town People's Government) should assist the urban quality technical oversight sector in the management of ladder safety and should perform the following responsibilities:

(i) Accreditation of the ladder use units, maintenance of maintenance units to carry out the day-to-day management of the ladder's safety concealment and responsibility for security;

(ii) Remediation of complaints and disputes involving ITU security;

(iii) Coordinate the implementation of the ladder use units and the ladder's day-to-day operation, maintenance, repair, adaptation and updating of financial guarantees;

(iv) Other responsibilities under laws, regulations, regulations and provincial and municipal governments.

Article 6. The ladder use unit is the subject of responsibility for the management of the ladder's safe use and assumes the corresponding legal responsibility for the safe use of the ladder.

The corresponding activities should be in line with national, provincial, municipal and municipal safety-related technical norms, standards and provisions.

Article 7. The municipal quality technical supervision sector should strengthen the ladder's safety promotion education, promote the knowledge of the ladder's safety and increase the awareness of the public in society.

Article 8 provides for the establishment of the ladder Security Emergency Response Centre in the municipal quality technical oversight sector, which provides for a unified management of the ladder's emergency response and is linked to “public safety 110”, firefight119”.

The gradient maintenance units are encouraged to establish regional ladder safety and rescue networks to achieve rapid professional relief.

Article 9 introduces a safety responsibility insurance for the ladder.

The ladder used in public gatherings such as schools, kindergartens, hospitals, airports, airports, bus stations, passenger terminals, commercial houses, sports houses, exhibitions, parks, movies, theatres should be insured in accordance with the relevant provisions of the State, the province and the city.

Article 10

Article 11. The ladder should be in line with national, provincial and municipal safety-related technical norms, standards and provisions.

The construction map review body should conduct a review of the number, location and components of the construction ladder and the design of the complex design, and shall not issue a qualified letter of review incompatible with national, provincial, municipal and relevant safety technical norms, standards and provisions.

Article 12 ITU manufacturing units should comply with the following provisions:

Article 13. The installation, rehabilitation and repair units of the ladder shall be subject to the following provisions:

(i) The development of security construction programmes, the implementation of safety protection measures, the identification of conditions for safe production on-site and, in accordance with the requirements of the design of documentation and standards, the inspection of local construction works related to gradient construction, wells, pits, corridors, etc., and the quality of the ladder construction, and the record, confirmation of construction in compliance with the requirements;

(ii) During the construction period, a warning logic and accreditation card containing information on the content of the operation, the duration of the construction, the construction unit, the responsible person, the mode of contact;

(iii) Non-technical barriers, such as software procedures, changes in hardware facilities, affecting the normal functioning of ITU;

(iv) No other units or individuals shall be permitted in any form, acquiescence of other units or individuals will be used without testing or testing of non-qualified gradient inputs.

Prior to the renovated ladder delivery, ITU should also replace the product motto in the ladder and identify information such as the name, licence number, product name and stereotype, equipment number, rehabilitation date, major parameters.

Article 14. The ladder use unit shall be determined in accordance with the following provisions:

(i) The new ladder has not been transferred to the owner of the ladder's property and the construction units are used;

(ii) The ladder is administered by the owner and the owner is the user unit; in which there are multiple owners, it is clear that one of the property owner is the responsibility for the safe use of the ladder and that other owner has the corresponding responsibility;

(iii) The owner of the ladder's property is entrusted to the enterprise or other management and is entrusted with a man-made use unit;

(iv) The rented places with gradients, which are agreed by the lessor and the lessee; there is no agreement to determine the ladder's use unit in accordance with paragraphs 2, 3 and 3.

In accordance with the preceding paragraph, under the guidance of the municipal quality technical supervision sector, the relevant units and individuals are coordinated by the ladder Street Office (the Government of the Town People's Government); the use units are still not identified in coordination and are managed or designated using units by the ladder Street Office (the People's Government of Towns) and communicated to the owner.

Article 15. The ladder use units shall comply with the following provisions:

(i) In the 30 days prior to the use of ladder or after the use of ladder technologies, gradient use registrations are made available to the municipal quality technical oversight services; changes in the use of units are registered within 30 days of the date of change;

(ii) The establishment of the ladder Security Technical Archives, as required by national, provincial and municipal safety-related technical norms, standards and provisions;

(iii) Establishment of a security management system, such as the prevention of accidents and emergency relief;

(iv) Post security concerns, warning signs, emergency relief calls and registration signs, and regular test signs at prominent ITU locations;

(v) To ensure that ITUS perform ITU safety management responsibilities and provide regular safety and training;

(vi) To conduct daily inspections of the use of ladder, and to detect violations of the ladder's norms to end them in a timely manner;

(vii) The installation, alteration, repair, maintenance, testing, detection and failure of the ladder, and the discontinuation of the use of a notice of prominent place at the ladder;

(viii) Secure the effective use of ITU emergency lighting equipment and the link between the ladder emergency police units and relief services;

(ix) Provide timely notification to the maintenance unit to remove failures or exclude concealments that may endanger the safety of passengers, immediately cease the operation of the ladder and establish a sign of suspension in the prominent place of the ladder;

(x) In the event of a failure of passengers, immediately notify the ladder's maintenance unit, cooperate with the ladder maintenance unit and report on the quality technical oversight sector in the city in a timely manner, as required;

(xi) To take effective safety-protection technical measures or to organize on-site management for the delivery of construction materials, construction garbage and furniture and equipment that could lead to gradable damage;

(xii) Upon inspection, the ladder has been renovated to inform the maintenance unit of the testing, which is capable of being used by the party in compliance with the State's relevant safety technical norms;

(xiii) A video surveillance equipment for public gatherings such as schools, kindergartens, hospitals, airports, airports, bus stations, passenger terminals, commercial sites, sports lots, exhibitions, parks, cinema, theatres, etc., implementation of real-time monitoring, control of data storage periods of less than two months, and the new installation of wives should also use two backwards or stand-alone power sources.

Article 16: The ladder shall be safe, civilized to use the ladder and shall not have the following acts:

(i) The ladder of an express irregular situation;

(ii) The ladder with excess weights;

(iii) Attacks, hurdles, rushs, burglaries, or in the operation's automated ladder, automated trajectorys and lags at their entrances;

(iv) The forced opening of the ladder gates and creativity;

(vi) Other practices affecting the safe operation of ITU.

Preschool children should be accompanied by adults.

Article 17

(i) Provide in the management statute the rules for the mobilization and use of the ladder's day-to-day management, maintenance, alteration, repair, testing, safety and technical assessment, updating and use of costs;

(ii) To agree on the ladder's rights and obligations in the management of the safe use of goods, including the performance of the ladder's service enterprises' efficacy in the management of the ladder safety use of industrial owners, business owners' congresses, industrial committees overseeing the ladder's service enterprises, and to assist the owners' committees in the selection of ladder maintenance units for business service providers, the promotion of ladder safety knowledge, and the regulation of the behaviour of ladder users;

(iii) A record of the timely open and open ladder security management in the area of the management of the material industry and the supervision of the owners, the owners' General Assembly and the Commission;

(iv) The failure of the ladder affected the normal use or was testified to the occurrence of accidents, and the timely reporting of the owner's commission by the industry service enterprise, which was addressed in a timely manner in accordance with the regulatory statute.

Article 18

(i) Staff of operations that are adapted to maintenance operations;

(ii) The staff on-site operations when maintenance is maintained shall be eligible accordingly and shall not be less than two;

(iii) Security protection measures such as the establishment of warning signs and brands during the maintenance period, which include information on operational content, duration of construction, construction units, responsibilities, contact modalities;

(iv) At least 15 days of maintenance of ITU, such as clean, lubricants, adjustments and inspections, and confirmed by the use of units;

(v) The recent ladder maintenance record of information, including maintenance of maintenance personnel, maintenance time and operational content, at the ladder level;

(vi) The establishment of ladder maintenance files, record maintenance, and the duration of the archives is not less than four years;

(vii) The development of emergency relief advance cases, the publication of emergency relief calls, the introduction of a 24-hour system, the evacuation of sites within 30 minutes and the rapid response to emergency relief measures;

(viii) To report back to the urban quality technical oversight sector on the state of failures in the ladder, in which reports on failures and relief to the urban quality technical oversight sector were made available within 3 days of the date of implementation;

(ix) To organize, at least once a year, training on the safety and skills of this unit's ladder operations and to maintain a record of training in safety education and skills less than two years;

(x) Technical barriers, such as software procedures, changes in hardware facilities, may not be used to influence the normal functioning of ITU.

The ladder maintenance units are encouraged to use modern information management techniques to monitor the quality and maintenance of ITU.

Article 19 ITU uses for more than 15 years or more than the number of design operations, and the ladder use units should entrust qualified specialized equipment tests, inspection agencies with a technical assessment of safety, and update, adaptation, repairs and repairs on the basis of the assessment report;

Article 20 institutions entrusted with carrying out technical assessment of ladder safety should make objective, impartial and clear assessment findings and be responsible for the authenticity and integrity of the assessment findings.

The institutions set out in the previous paragraph should submit assessment information to the municipal quality technical oversight sector within 5 days of the date of the assessment report.

Article 21 ITU should be inspected and tested by specialized equipment tests approved by law. Special equipment tests, testing institutions and personnel are responsible for testing, testing results.

Upon completion of the testing, testing, inspection bodies should have a test report within the prescribed time period; tests are qualified and should also be tested.

Testing, testing institutions should give notice of inspection, suggest corrective recommendations, contain serious accidents, and report to the municipal quality technical oversight sector in writing, and the municipal quality technical supervision sector should be dealt with in a timely manner by law.

The ladder test, inspection body should submit an updated ladder test information to the municipal quality technical oversight sector within 5 days of the date of the testing of the qualified report.

Article 2, paragraph 2, is one of the ladder, and the ladder use units should fulfil their reporting obligations under the law, take the necessary measures to eliminate the use of the ladder and process write-off procedures to the municipal quality technical oversight sector within 15 days of the release of the report:

(i) The existence of serious accidents and the lack of rehabilitation and repair of value;

(ii) Other reporting conditions established by the safety technology norm have been met.

The serious incident referred to in the previous paragraph is hidden, mainly by:

(i) Illicit production or use of matrimonials;

(ii) Major components, invalidity or absence of security protection devices;

(iii) The phasing-out of national orders;

(iv) The test is not qualified for the reasons for the ladder equipment.

The ladder should be entrusted with the removal of the ladder manufacturing unit or a qualified installation, rehabilitation, repair unit and disposal in accordance with the relevant provisions.

Article 23. The ladder of a small residential area shall be updated, renovated and repaired by law, and its cost mobilization should be addressed in the following circumstances:

(i) The establishment of dedicated maintenance funds and the adequate provision of dedicated maintenance funds for updating, upgrading, repairing and repair costs, by the owners of the industry or the licensed business service providers to apply to the construction authorities in accordance with the provisions of the relevant information, with the approval of the construction authorities, the extraction of special maintenance funds and the use of gradient updating, adaptation, repair;

(ii) Without the establishment of dedicated maintenance funds or the insufficient balance of dedicated maintenance funds, the owners of the industry have agreed on the costs and are assumed in accordance with the agreement;

(iii) Unanimity with respect to cost mobilization, rehabilitation programmes and, under the guidance of the construction, quality technical supervision sector, gradient use units, business representatives are organized by the Street Office (the Town People's Government) to determine the upgrading, adaptation, repair and cost-saving programmes.

The owners can draw housing credits in accordance with the relevant provisions to meet the upgrading, adaptation and repair costs.

Article 24 establishes a security public service platform for the ladder, including an ladder safety inspection platform and a service platform. The ladder security public service platform should be effectively connected with the ladder Security Emergency Response Centre to achieve information-sharing.

The ladder safety public service platform management approach is developed by the municipal quality technical supervision sector and is organized.

Article 25 newly installed gradients in public gatherings such as schools, kindergartens, hospitals, airports, airports, bus stations, passenger terminals, commercial sites, sports lots, exhibitions, parks, cinema, theatres, etc., and the ladder's use units should be equipped with the electrical safety information collection equipment and, in real time, transmit accurate information to the ITU safety public service platform.

To encourage the installation of ladder security information-gathering equipment in small residential areas and in office buildings, accurate information was transmitted to the ITU security public service platform.

Article 26, where gradient accidents occur, the use units shall, in accordance with emergency scenarios, take measures to inform the ladder's maintenance units, organize rescue, prevent accidents from expanding, reduce casualty and property losses, protect accidents on site and related evidence, and report on time to the municipal quality technical supervision sector and other relevant sectors.

Article 27, the municipal quality technical supervision sector and other relevant sectors should establish an ladder security complaints and reporting system to make complaints, report calls.

Any unit and individual found a security offence or a ladder's accident that could lodge a complaint or report to the municipal quality technical supervision department and other relevant departments, which receive complaints or reports should be processed in a timely manner and inform the complainant or the reporting person of the results.

The second eighty-eight quality technical supervision sector should conduct monitoring inspections in accordance with the law on the manufacture, installation, rehabilitation, repair, use, maintenance, testing, inspection units' performance of safety obligations, finding that the offence or the accident is hidden, and are dealt with in a timely manner by law.

The municipal quality technical supervision sector should carry out a priority safety monitoring inspection for the following elevators, which should be synchronized:

(i) Public gatherings such as schools, kindergartens, hospitals, airports, airports, vehicle stations, passenger terminals, commercial sites, sports houses, exhibitions, parks, movies, theatres;

(ii) The frequency of failure and the impact on normal use.

The municipal quality technical supervision sector should develop plans to organize the following specialized oversight inspections:

(i) Monitoring of the quality of the main spare parts and components of the ladder;

(ii) Quality monitoring of gradient testing, testing and safety of technical assessment.

Article 29 provides that the municipal quality technical supervision sector should establish a ladder safety assessment, quality of services, credit regulatory systems such as the offender's archives, and be made public to society in accordance with the relevant provisions.

In violation of this approach, one of the following acts is punishable by the municipal quality technical supervision branch, according to the following provisions:

(i) In violation of Article 12, paragraphs 1, 2, 3 and 3, the ladder manufacturing unit is not in compliance with the relevant obligations and the period of time is being changed; the fine of up to 300,000 dollars at the end of the delay;

(ii) The installation, rehabilitation, repair and repair unit, in violation of article 13, paragraph 1, that is not in compliance with the relevant obligations, and that the imposition of a fine of up to €50 million;

(iii) The ladder's installation, rehabilitation and repair unit, in violation of article 13, paragraph 2, does not meet the relevant obligations and is changing the time limit; the fine of up to 300,000 dollars in excess of 100,000 dollars in advance of correction;

(iv) The ladder use unit violates article 15, paragraph 1, that there is no change in registration and that the time limit is being changed; the fine of €300,000 has not been changed;

(v) The ladder use unit violates article 156, X1, X3, 19 and 25, paragraph 1, which stipulates that the period of time has not been fulfilled with respect to the obligation in question has been changed; that the period of time has not been changed, with a fine of up to $50 million;

(vi) In violation of article 15, paragraph 7, subparagraph 9 of the ladder's notice of the discontinuation of the use or the setting of a sign of suspension, the ladder's use unit is responsible for a fine of $3000;

(vii) In violation of article 17, paragraph 3, paragraph 4, of the fourth provision that the period of time has not been fulfilled and that the period of time has been changed; and that the fine of €300,000 has not been changed;

(viii) The ladder maintenance unit violates article 18, paragraph 1, paragraphs 2, 3 and 10, which is not in compliance with the relevant obligations and is changing, with a fine of more than 5,000 dollars;

(ix) The ladder maintenance unit violates article 18, paragraphs 5 and 8, with no compliance with the relevant obligations, the time limit being changed; the fine of up to 300,000 dollars at the end of the delay;

(x) The ladder test, inspection body, in violation of article 20, paragraph 2, and article 21, paragraph 4, provides that the time limit is being changed without the fulfilment of the relevant obligations; and that the fine of €300,000 was not later changed;

(xi) The ladder test, inspection body, in violation of article 21, paragraph 1, paragraph 2, and (3), provides that the obligation is not fulfilled and that the penalty of €50 million above is fined.

In violation of the provisions of this approach, the laws, regulations, regulations and regulations have already been penalized.

Article 31: The municipal quality technical supervision sector and other relevant departments and their staff are one of the following cases, which are being restructured by their superior authorities or by an inspection authority; and that the competent and other direct responsible persons directly responsible are treated in accordance with the law:

(i) No inspection of the ladder's safety work, as prescribed;

(ii) It was found that serious accidents in ITU were not dealt with by law;

(iii) The receipt of complaints, the absence of prompt processing by law;

(iv) The finding that the offence is not investigated by law;

(v) Disadvantages in emergency relief efforts;

(vi) Other abuses of authority, omissions, provocative fraud.

Article 32 does not apply to the safe management of the ladder by a person or by a single family, but is replicated to public use and implemented in accordance with this approach.

Article 33 of this approach is implemented effective 1 March 2016.
