Article 1, in order to strengthen the management of ITU safety, prevent and reduce gradient accidents and secure physical and property safety, develop this approach in line with the Special Equipment Safety Act of the People's Republic of China and relevant laws, regulations and regulations.

Article II applies to gradient security and its oversight activities in the administrative areas of the self-government area.

The approach refers to the ladder of passengers identified in accordance with the State's directory of special equipment, the ladder, automatic gradients and automated wires.

Article 3. The management of ITU safety oversight should be man-centred, consistent with the principles of safety I, prevention of ownership, accountability, public efficiency, corporate responsibility, government unity, sectoral regulation and broad social participation.

Article IV governs the safety and security of special equipment at the district level by the management of the ladder within this administrative area.

More than the people at the district level are responsible for the management of ITU safety within their respective statutory responsibilities in the areas of safety production supervision, housing and rural-urban construction, development and reform, finance, business, environmental protection and public safety.

Article 5 establishes an ladder safety liability insurance system that advocates and implements insurance for the safety of the ladder in units such as ladder use, maintenance and maintenance.

More than 6 people at the district level are subject to safe supervision of special equipment, schools, media, ladder use and units related to the ladder's use of safety, advocacy for civilization multipliers, public safety awareness and self-protection capabilities.

The gradients should adhere to the ladder norm and maintain the safety of the ladder.

Article 7. Any unit and individual found a violation that endangers the safety of the ladder, or the ladder's occurrence of a accident, has the right to complain, report to the management and related sectors of the special equipment safety oversight. Complaints and reporting sectors should be promptly investigated and the results were communicated in writing to the complainant and the reporting person.

Article 8

Article 9. The ladder manufacturing unit shall perform the following responsibilities:

(i) Provision of ladder design documents, morphous test reports, product quality certificates, installation and use of maintenance statements, and guidance documents for emergency disposal;

(ii) Establish a system of gradients, critical spare parts and retrievals to clarify the length of use of the ladder or major spare parts;

(iii) Guarantee the availability of ladder spare parts, provide technical guidance for gradable safe operation and failure management, and assist in professional skills training such as emergency relief;

(iv) To follow up on a regular basis on the conduct of the ladder's safety operation, to identify the existence of severe accidents, to make recommendations for processing, to inform the ladder of the management responsibility units and to report on the management of special equipment safety oversight;

(v) To fulfil the obligation to renovate matters within the period of maintenance;

(vi) To put an immediate end to production, to be called upon by law and to address accidents in a timely manner.

Article 10 The ladder sales unit should establish the ladder inspection system and the sales desk. The ladder of sales should accompany technical information such as the quality of the product, the installation and use of maintenance statements.

The sale of unlicensed production, untested or unqualified, the phasing-out of State orders and the gradients that have been reported.

Article 11. Construction works require the installation of ladder, and construction units should be elected to purchase the ladder created by the authorized units under the law, and the selection, configuration and stand-alone power sources should be tailored to the building structure, the use of demand; both buildings, construction facilities, the need to be upgraded, and should also be in line with the requirements for urban and rural planning and fire safety.

Article 13 requires that management responsibility units be explicitly used by ITU and that management responsibility units are not explicitly used.

The ladder use management responsibility unit is determined in accordance with the following provisions:

(i) The new installation of the ladder was not transferred to the property owner and the project construction unit was responsible;

(ii) To entrust the enterprise or other agencies with the management of the work of the agent or other agency with the responsibility unit;

(iii) The ladder is a single property right, which is a man-responsibility unit; it is a shared property rights unit;

(iv) The rented place of ladder should be agreed upon in the lease contract; there was no agreement that the ladder's responsibility unit should be vested.

Article 14.

(i) The use of ladder by law; changes in the use of management responsibility units should be registered within thirty days of the date of change;

(ii) The day-to-day security of the ladder, the establishment of a safe management system for the use of the ladder, the ladder's security technology archives;

(iii) Recurrent maintenance and regular self-reviewing of the ladder, without corresponding qualifications, and should be delegated to units that are qualified accordingly;

(iv) The staffing of the ladder security manager responsible for the day-to-day operation of ITU;

(v) The ladder emergency police units should be effectively connected with the ladder safety manager and the response light should remain normal;

(vi) A marked location within or at the entrance, indicating the ladder's use of management responsibilities units, the use of registration signs, warning signs, security concerns, emergency relief and complaint telephone numbers;

(vii) The failure of the ladder or the existence of an accident concealment, the immediate cessation of use, the establishment of a warning signal at a prominent location of the ladder; the continued use of the ladder after the exclusion of the accident and the elimination of the spoilers; and the discontinuation of the use of the ladder for more than twenty-four hours, and the release of the reasons and the time for the ladder to stop its use;

(viii) When passengers are trapped, they should be organized in a timely manner;

(ix) The use of ladder-related construction materials, construction garbage and other supplies that could easily cause gradable damage should take safety-protection technical measures or arrange personnel to carry out on-site management;

(x) A renovation within the ladder may affect the safety of the ladder and, after the completion of the refurbishment, should be tested with the corresponding qualifications and be used by the parties that meet the relevant safety technology normative requirements;

(xi) To assist in the process of upgrading, repairing, updating, testing and security assessment of the ladder.

Article 15 ITU use management responsibilities units should assume the ladder's daily operation, maintenance, repair, updating, testing, safety assessment.

The residential ladder needs to be renovated, repaired and updated, and the ladder use management responsibilities units can raise costs by:

(i) The establishment of special maintenance funds for residential maintenance has been made up of special maintenance funds under the provision procedure;

(ii) Without the establishment of special maintenance funds for residential maintenance or the insufficient balance of funds for special maintenance of dwellings, the ladder of property rights is assumed by the ITU owner; the sharing of the related costs by the owner in accordance with the relevant laws, regulations and related provisions; and the agreement of the ITU owner in accordance with the law.

Article 16 shall not apply to the following acts:

(i) The use of ladder markings marking the suspension;

(ii) The use of electric ladder in excess of the amount specified;

(iii) Attacks, hurdles, burglaries, or in the operation of automated ladder, automated trajectorys and lags on their entrances;

(iv) The forced opening of the ladder gates and creativity;

(v) The removal, damage to the spare parts, subsidiary facilities or symbols of the ladder;

(vi) Other acts that endanger the security of the person or the safe operation of the ladder.

The gradient operation was found to be unusual and should be informed immediately about the use of management responsibilities units or other relevant personnel.

Article 17 ITU maintenance is carried out by the installation, rehabilitation, repair and repair units of the ladder manufacture unit or licensed by law. The ladder maintenance unit should perform the following responsibilities:

(i) Maintenance is carried out by personnel with corresponding qualifications, and the field should establish a police marking and protection column;

(ii) Establishment of maintenance records for each ladder, which are not less than four years;

(iii) Ensure that emergency relief calls are effectively addressed 24 hours, and that on-site assistance is carried out in a timely manner, following a failure of the ladder;

(iv) The failure or notification of failure shall be dismissed in a timely manner;

(v) The discovery of an accident in the ladder should make recommendations to the ladder's use of management responsibilities units; the identification of serious accidents should also be reported to the sectors responsible for the safe supervision of the ladder equipment at the ladder sites;

(vi) To organize, at least once a year, training on the safety and skills of this unit's ladder operation, and to record the maintenance of education and training is not less than two years.

Article 18 The ladder maintenance unit is engaged in the maintenance of the ladder in municipalities other than the registered place of the enterprise, with fixed office premises equipped with maintenance personnel and equipment that are adapted to its operational volume, and is available to the management for the maintenance of specialized equipment at the location of the operation.

Article 19 test bodies should obtain the corresponding licence under the law, provide testing services and be responsible for testing findings and findings.

Article 20 tests should be conducted by ITU by law. Monitoring tests are not carried out for technical information, on-site test conditions that are not in accordance with technical normative requirements; in one of the following cases, regular tests are not carried out:

(i) No clear use of the management responsibility unit;

(ii) No registration;

(iii) The use of the management responsibility unit has not been matched by the corresponding qualifications and has not been delegated to the maintenance unit;

(iv) The use of a violation has not been altered by a security oversight authority for special equipment.

Article 21, the inspection body found one of the following cases and should report on the management of special equipment safety oversight in the ladder sites:

(i) The acts listed in article 20 of this approach;

(ii) The existence of severe accidents by the ladder;

(iii) The ladder has been subject to monitoring tests or regular tests and has not been replicated within the prescribed period;

(iv) units or operators engaged in ITU installation, alteration, repair, maintenance have not been matched by law.

Article 2 is one of the following cases, commissioned by the ladder's responsibilities unit or the inspection body to conduct an ladder safety assessment and, in accordance with the assessment findings, to renovate the ladder, repair and update:

(i) The use of more than 15 years;

(ii) A high frequency of failures affecting normal use;

(iii) The ladder has been affected by disasters such as water surveillance, fire, fire and earthquake;

(iv) The maintenance unit considers it necessary to rehabilitate, repair or update the ladder;

(v) Other needs for security assessment.

Article 23 units or institutions entrusted with carrying out the ladder safety assessment shall be responsible for the authenticity, integrity of the assessment findings and, within 10 days of the date of the assessment of the findings, submit assessment information to the management responsible for the registration of specialized equipment safety monitoring.

Article 24 The following elevators should carry out a priority safety monitoring inspection:

(i) Schools, kindergartens, hospitals, vehicle stations, airports, commercial sites, sports houses, exhibitions, parks, etc.;

(ii) Use of more than 15 years;

(iii) A high frequency of failures affecting normal use;

(iv) Organize important meetings or mass activity, as well as other priority safety inspections.

Article 25 Management of special equipment safety oversight at the district level should establish a ladder safety credit evaluation system, conduct regular evaluation, establish credit files and publish credit evaluation findings to society.

Article 26 Management for the safety of special equipment at the district level should be established in accordance with the law by the ladder Emergency Response Profiles and incorporated into the corresponding emergency disposal and rescue system.

The gradient use of management responsibilities units, maintenance units, inspection agencies should develop specific pre-emptions to the unit's ladder accident response, with at least once a year of emergency response.

The ladder maintenance unit was encouraged to establish a regional ladder rescue network to achieve rapid professional relief.

In the aftermath of the ladder accident, the unit of the accident and the use of management responsibilities units should take measures to organize rescues, prevent the expansion of accidents, reduce the loss of human life and property, protect accidents on the ground and related evidence, and report on the management and related sectors, in a timely manner, to the Government of the above-mentioned people.

As a result of the injury to the person caused by the ladder accident, the number of accidents and the use of management responsibilities units should be accompanied by the assistance and placement of the injured person. The ladder of the insurance has already been insured, and the ladder's management responsibility unit should inform the ladder of the prompt launch of the ladder's emergency response and payment mechanism.

Article 28 Management for the safety of special equipment at the district level, should be accompanied by the relevant authorities to organize an ladder accident survey conducted by the accident survey team, in accordance with the mandate of the accident survey.

The accident liability unit should implement corrective measures in accordance with the law to prevent accidents of the same kind; the damage caused by the accident should be borne by law.

Article 29 of the ladder production, sale, use and testing unit violates the provisions of this approach and does not perform the related responsibilities, and is included in the operation of an unusual directory by the security supervision management of special equipment at the district level and reminds them of their obligations.

Non-compliance units refuse to comply with their obligations, and the security supervision management of special equipment at the district level is informed by the relevant sectors such as the business, tax, banking, etc., of violations and their legal representatives and heads of the executive.

Article 33 ITU use management responsibilities units in violation of article 14, paragraphs 5 and 10 of this approach, by the management accountability period for the safety supervision of special equipment at the district level and above, by the Government of the People's Government, by the Government of the Republic of the Sudan, and by a fine of up to 2,000 yen.

Article 33 test bodies have one of the following acts, which is fined by more than three million dollars for the security supervision management of special equipment at the district level, and a fine of more than one million dollars for the direct responsible supervisors and other direct responsibilities:

(i) Violations of article 20 of this approach;

(ii) The existence of article 21, paragraphs 1, 3 and 4, of this approach is not reported.

Sections and staff of the security supervision management of special equipment at the district level and in the management of their personnel, abuse of authority, negligence, provocative fraud, by their authorities or by inspection bodies, and criminal responsibility by law, constitute crimes.

In violation of this approach, other acts of legal responsibility should be carried out in accordance with the Law on the Safety of Special Equipment of the People's Republic of China and relevant laws, regulations and regulations.

Article 34 of this approach is implemented effective 1 February 2016.
