Article People's Republic of China Maritime Safety Administration was in charge of the management of ship safety manning agencies.     Maritime administrative agency in accordance with the duties within their jurisdiction at all levels of supervision and administration of safe manning of ships.     Required by the fourth article of the rules of safe manning of ships are ships equipped with the minimum crew requirements.     The fifth owner (or his ship operators, ship managers, the same below) should be in accordance with the requirements of these rules, for the qualification of crew in ship, but does not exempt the shipowner to ensure ship safety navigation and operations increase the necessary crew's responsibility.     Chapter II principles of minimum safe manning sixth ship minimum safe manning should consider the type of ship, tonnage, technology status, main propulsion power, area, range, time of navigation, navigable waters and crew on duty, the rest system, and other factors. or equivalent document.     The 11th ship-owner shall at the time of application for registration of the nationality of the ship, in accordance with the provisions of the present rules, the minimum safe manning of ships applicable standards stated in the Appendix of these rules, and may include special relief for manning.     The maritime administrative agency shall, in accordance with the nationality of the ship when the registration audit, approved the minimum safe manning of a ship, and at the time of issuance of the nationality certificate, to the vessels involved, the allotment of the vessel's minimum safe manning certificate.     12th in offshore construction or purchase and transfer of ships, shipowners should hold the contract for the sale of the ship or the construction contract and the transfer of copies of documents, technical and other relevant information (copy) to the maritime administrative agency for the management of the vessel's minimum safe manning certificate.     The 13th ship approved by the maritime administrative agency at the minimum safe manning, in addition to inspect the ship's certificates, instruments, the elements referred to in rule sixth on-site verification of the actual condition of the ship.     When the 14th ship navigation, berthing, and operation, of the vessel's minimum safe manning certificate must be kept on board for agency under the jurisdiction of renewal.     Certificate is lost, the owner shall state the reasons in writing and shall attach all supporting documents, to the maritime administrative agency for port as indicated in the certificate procedure.     Renewal or reissue of the vessel's minimum safe manning certificate validity period does not exceed the original validity of the vessel's minimum safe manning certificate.     18th ship status changes when you need to change the elements contained in the certificate, the owner should be to port it again for a maritime administrative agency of
