Article 1 protects the management of the construction of work against shocks, protects and mitigates earthquakes, guarantees the life and property security of the people, and develops this approach in line with the provisions of the People's Republic of China Act on Disaster Reduction and the Lake South Province's approach to the implementation of the People's Republic of China Act on Disaster Reduction, the major construction works in the southern province and the seismic management approach that may occur in the event of serious natural disasters.
Article 2: The municipality, the district (market) seismic administration or the body responsible for the management and supervision of the construction of work resistance defence requirements and seismic safety evaluation in the present administration.
Sectors such as plans, construction, planning, land and territory are aligned with the construction of work resistance monitoring in line with their respective responsibilities.
Article 3. Construction works should be directed at the defence requirement. Construction of work resistance requires management in basic construction management processes.
Article IV provides for the construction, expansion, alteration of major construction works and construction work that may occur with severe spoilers, as well as other works to be carried out by the State, the provincial authorities to conduct seismic safety evaluations (see annex), which must be entrusted by the building units with the State's identity for the evaluation of seismic safety.
Article 5 Construction works at the municipal level and at the municipal level, and their seismic safety evaluation reports should be presented to the Provincial Committee for the Assessment of the Safety of earthquakes, which was validated by the municipal seismic administrative authorities to establish a defence requirement within 7 days in accordance with the audited seismic safety evaluation report. The above-mentioned construction works are determined by national and provincial provisions.
The general industrial and civilian construction works have established a defence against shocks in accordance with the provisions of the China earthquakes and the geospatial conditions of the engineering site.
Article 6 must carry out seismic safety evaluation projects, where construction units report the feasibility study of construction projects or launch a user-friendly planning licence, the valid seismic safety evaluation report and the resistance requirements of the municipal seismic administration authorities must be approved as a joint approval document.
Article 7. For construction projects in general industrial and civilian buildings, construction units are required to make specific observations in accordance with the requirements for the defence set by the China earthquake-intrusive parameters area and to make this specific opinion a joint approval document.
Article 8. Relevant sectors such as plans, construction, planning, land and territory shall not be subject to procedures when authorizing construction projects.
The municipal, district (market) earthquake administrative authorities should enhance management oversight with the same level of the relevant administration to the construction of a defence against shocks, which should be synchronized and assisted, to ensure that construction works are established in accordance with the requirement of resistance.
Article 9 must be completed after the construction of the seismic safety evaluation, and the seismic administrative authorities shall participate in the completion of the work, and the construction units shall report on seismic administrative authorities and the construction of administrative authorities.
Article 10 units engaged in seismic safety evaluation must obtain a licence for a national or provincial seismic administrative authority for the conduct of seismic safety evaluation at the level and scope determined in the licence book.
Article 11. Construction units do not carry out seismic safety assessments under the law or do not carry out counter-attacking requirements, which are vested in seismic administrative authorities and fines of up to 500,000 dollars.
Article 12. The construction unit is not mandated to carry out a strike against the general industrial and civilian construction projects, which are subject to the responsibility of the seismic administrative authorities to change and may impose a fine of up to 1,000 dollars.
Article 13 Design units are not subject to the requirement of anti-attack design, construction units are not required to carry out anti-attacking construction, and are punished by the relevant administrative authorities.
Article XIV does not obtain a licence for seismic safety, or exceeds the scope of the licence, or does not conduct an earthquake safety evaluation in accordance with the norms of seismic safety evaluation, which results are null and void and is vested by the municipal seismic administrative authorities in order to correct them and may be fined up to 50,000 dollars; civil liability is vested in the construction units for losses.
Article 15. The seismic administrative authorities and the construction of engineering-related approval units, which provide administrative treatment to the direct responsible person for failure to conduct a safe assessment of seismic or for the unprotected construction process, in accordance with the law; in serious circumstances, constitute a crime and hold criminal responsibility under the law.
Article 16 is incompatible with the specific administrative acts of the seismic administrative authorities, which may be required by law for administrative review or administrative proceedings.

Major construction works
(i) The FM radio launchta, the International Telecommunications Building, the International Satellite Earth Station and the Long-Term Telecommunication hub;
(ii) Research, probationary production and storage of toxic biological products and buildings of natural, artificial bacteriological and virus (e.g. rat, cholera, tea, typhical, etc.); medical and inpatient buildings in hospitals such as 3A, urban health centres;
(iii) Major bridges on roads, railway lines, 300 m and more tunnels and bridges, pre-cycles in large fire stations and international and national airfields on the main national aviation dry line.
(iv) More than 30,000 kwash or more planned fire power plants, 750,000 kwas and more hydroelectric plants, 50,000 vocies and more electric power stations;
(v) Structural, 80 m and above, and over 60 m and above in soft, weak sites; various types of disaster response command structures at the municipal level (including municipal level).
Construction of work that may occur in a serious disaster
(i) Nuclear power stations and nuclear facilities works;
(ii) Production facilities for large-scale, medium-sized business enterprises;
(iii) Storage facilities for more than 30,000 cubic metres, 10,000 cubic metres and more storage facilities and storage facilities that are easily fuel-prone, intense or corrupt;
(iv) The treasury of 300,000 cubic metres and above.
Other construction works required by the Department of State and its relevant departments, provincial seismic and provincial plans or other relevant departments to conduct earthquake safety evaluations

(ii) Certain remote areas where the level of seismic studies and the level of information are relatively poor;
(iii) Large cities in complex engineering geological conditions, large-scale plants, long-range life line works and new construction areas;

(v) End-of-service telephone terminals, local networks with special critical tasks, and communes, emergency communications, mail treatment centres;
(vi) Highway, sea, more than two airports, 5,000 tons and above;
(vii) Large water supply, heating, heating facilities and competent linear works in urban areas;
(viii) 1,200 and more large theatres, cereals, recreational sites; 5,000 and more sports houses (centres) and the projected sale of over $1 billion over the year;
(ix) High-60 m and above;
(x) The handling of dams of 800 tons and above on the day;
(xi) Processing of 40,000 tons and more sewage treatment works on a daily basis;
(xii) 60 m and more dams and 1-stop water works in urban areas;
(xiii) To prevent the dam.
