Article 1. To ensure urban water supply, to prevent loss and water quality pollution of zinc water and to develop this approach in the light of the relevant provisions of the Water Pollution Control Act of the People's Republic of China, the Water Law of the People's Republic of China.

In violation of article 12 of this approach, penalties are imposed in accordance with the preceding paragraph.
Article 19, in violation of article 10, subparagraphs (c), (iv), (v) of this approach, is subject to the responsibility of the water administrative authorities to put an end to the offence, take remedial measures and impose a fine of up to $20,000 for the responsible unit; and imposes a fine of up to $50 million for the directly responsible person.
Article 20 rejects, prevents managers from acting in accordance with the law, collects water and theft, destroys water engineering facilities and punishes the public security authorities in accordance with the provisions of the Law on the Safety and Security of the People's Republic of China; and criminalizes criminal responsibility by law.
Article 21 imposes negligence, abuse of authority, provocative fraud on staff members who have administrative oversight responsibilities for the maintenance of water, administrative disposition by environmental authorities and water administration authorities in accordance with the law, and criminal liability in accordance with the law.
Article 22 states that the time taken by the Government of the city for the water supply is determined and communicated.
Article 23 of this approach is implemented effective 11 November 2002.
