The Government of the Bolivarian Republic of Venezuela has decided to amend the responsibilities management approach of the former three-phase responsibilities in the city of Vavhan as follows:
Article 2 amends to “any body, group, force, schools, business, business units, self-employed persons, residential sector management units, trade markets and early (night) and hosts, construction units (hereinafter referred to as responsibility units) that must be implemented in accordance with the provisions of this approach.
Article 3 amends as follows: “The scheme is described as pre-primary three sets of responsibilities, and refers to the system of pre-prime sanitation, green management and order in the city by the responsibility unit (hereinafter referred to as the responsibility area).
“The responsible units may take the form of the designation of a specialized person or the commission of a sanitation service unit, and implement the former three full-time managers. In the form of commissioning, the responsible unit shall enter into a paid service contract with the Environment Health Services Unit, specifying the scope of service, the standards of service, the responsibility of the services and the costs of services, although the former three-phase responsibilities are not subject to the responsibility of the responsibilities of the responsibilities of the responsibilities of the former three-phase responsibilities.”
Article 4, paragraph 1, was amended to read: “The management of the responsibilities of the first three sets of responsibilities under the leadership of the people of the region is carried out by specific organizations of the street offices.
“The municipal, district urban management (law enforcement) sector is responsible for monitoring the implementation of the preprimary responsibilities.
The “community” in paragraph 2 was changed to “water”.

V. In the third column, the words “without acquiescence, acquiescence” were amended to read “No posting, inclination, incests”.
In line with paragraph 2 of the third paragraph, there was an increase in “free shops”.

Article 10: “No unit or person shall be permitted to approve in violation of the provisions of the former three-pronged areas of responsibility to sketches or other facilities, take stock points and operate them. The above-mentioned violations within the framework of the former three sets of responsibilities, units and individuals have the right to stop and to call on the urban management (law enforcement) sector to be checked in a timely manner by law.”
Amendments to the “Environmental Sanitation Authority” in Article 10 are “The Urban Management (Lierratic) sector”; deletion of the “Organization of the Environmental Health Monitoring Unit in Street Street City”.
In paragraph 2 of this article, “the granting of economic penalties” was amended to “take the corresponding responsibility”.
In Articles 11 and 11, the Urban Integrative Sanitation Authority was amended to read “The Urban Management (Lebanon) sector”.
In Articles 12 and 12, “The Office for the Care of Sanitation in the City, Regions or Street Municipalities has been amended to amend the penalties imposed by the municipal, district urban management (law enforcement) sectors, in accordance with the supervision of the Environmental Sanitation Authority”.
Delete the second paragraph of this article “where it is discovered” and “every”.
The Administrative Review Regulations in Articles XIII and XIV are amended to read “The People's Republic of China Administrative Review Act”.
In articles XIV and 15, “Environmental sanitation” was amended to “crustrative urban management” and “communes” were replaced by “water”.
In Articles XV and 16, the “Environmental Sanitation Authority” was amended to read: “The Urban Management (Lecurity) Sector”.
Articles 16 and 17 were amended to read: “The management of the former three sets of responsibilities for the development of new technologies in the Vilhan Economic and Technological Development Zone, and the development of new technologies in the Lake Uhana Lake is governed by the IGDC's provisions under this approach.
“The management of the former three sets of responsibilities in the cities of Yungi, Chung, East and Lake Hannan, X South, Horizon, Newia District, is implemented in the light of this approach.”
XVII, “This approach in article 18, effective 15 May 1995,” was amended to read “The approach was implemented effective 5 May 2003”.
The order of the revised provisions is adjusted accordingly.
The responsibilities management approach of the Vilhan City “Time-Making” is released in accordance with this decision.

Annex: The responsibilities management approach of the former three-phase in the city of Vilhan (amended in 2002)
(Adopted by the Government of the city on 17 April 2003 on 4 April 2003 in accordance with the Decision of the Government of the Vilhan People on the revision of the “Madrid three” responsibility management approach” in the city of Vilhan
Article 1 increases urban management levels in order to strengthen and improve the accountability system of the “second three-track” and to develop this approach in accordance with the relevant provisions of the Urban Integrity and Sanitation Regulations issued by the Department of State and the Regulations on the Management of Incorporate Sanitation in the city of Vhan City.

Article IV “Making a three-step” responsibility is managed under the leadership of the people of the region, with the specific organization of the street office.
The municipal, district urban management (law enforcement) sector is responsible for the monitoring of the work of the “Making three” responsibilities.
The administrations such as parking, public safety, water, business and construction are managed in collaboration with their respective responsibilities.
Article 5 covers the area of responsibility that includes the unit's buildings, the wall or the perimeter of the wall to the gate, and is specifically delineated by the Street Office. The responsible units must enter into a “Mad three-phas” letter of responsibility with the local street offices, in accordance with the area of delineation, and be subject to scrutiny by the street offices and municipalities, district urban management (law enforcement) sectors of the “Major three” responsibility.
The area of responsibility of the “Madrid III” within the area of the Jihan Road Station Street and Hanoi, the Vilch Cyber station is defined by its management in accordance with the above-mentioned principles and is signed by the management bodies and the responsible units to sign the “Major III” letter of responsibility.

Article 7. The full-time manager of the responsibilities unit, “the first three-phase” is required to mark the uniform set of symbols and to adhere to the responsibilities of the “Making three” on a daily basis from 8 to 20 points and to make cleaning. The responsible units and their dedicated management of the “second three-phase” should be discouraged and reported in a timely manner on actions such as urban intrusion of sanitation, greening, road management, etc.
Article 8. The Street Office should enhance the inspection of the implementation of the “Making three” responsibility; it was found that the “Major” responsibility system was not implemented or implemented.
Article 9. The urban management (law enforcement) sector should strengthen oversight inspections of the implementation of the “Making-Time” responsibilities, establish oversight positions in key streets, horrendous and priority ministries, support street offices and responsibilities units in fulfilling the management responsibilities of the “Major III” and in a timely manner fail to implement the actions in the area of responsibility and responsibilities for urban management regulations, regulations.
No units or individuals shall be authorized by law to garner or other facilities within the area of responsibility of the “Madrid three” or to take place. Article 11 establishes a system of inspection of the implementation of the first three-phase responsibilities, which organizes inspections every quarter of the urban management (law enforcement) sector, a monthly organization of inspection by the district urban administration (law enforcement) sector and a daily inspection by the street offices. Each inspection shall be recorded as a basis for evaluation.
The establishment of a “six-phase” management responsibility system; the responsibilities management unit of the “Madrid three” has organized the implementation of the “Making three” responsibility system, which is subject to accountability by its superior management organs.
Article 12 implements the responsibilities units and management units highlighted in the first three sets of responsibilities, which are communicated and rewarded by the municipalities, the urban management (law enforcement) sector or the city, and the people of the region.
The excellent work was done by a dedicated manager of the Mix-Tack, which was rewarded by the responsible units.
Article 13 violates one of the following circumstances, and punishes the urban, district urban management (enforcement) sectors:
(i) The responsibility unit refuses to implement the “Major three” responsibility system, which is fined by $ 500 per month and is responsible for corrections;
(ii) The responsibilities of the responsible unit have been implemented in a manner that is not good to the “second three-phase” responsibilities, with the time limit being changed or replaced with less requirements, with a fine of $50-200.
Article 14.
Article 15. The parties' decisions on administrative penalties may apply for administrative review in accordance with the relevant provisions of the National People's Republic of China's Administrative Review Act, or for proceedings before the People's Court; the failure to apply for review, the prosecution of the People's Court and the failure to comply with the penalties decision, and the administrative organs that have made administrative sanctions decisions apply for the enforcement of the People's Court.
Article 16 provides that members of the executive branch, such as urban management (enforcement), parking, public safety, water, business and construction, do not perform oversight duties, and are held accountable by their units or superior authorities.
Article 17 This approach is explained by the urban administration (enforcement) sector.
Article 18 Management of the responsibilities of the former three-phased system of the Vavhan Economic Technology Development Zone, the new technology development area of Lake Vilhan, was organized by the IGDC in accordance with the provisions of this approach.
The management of the responsibilities of the gynaecology of the “Making three” in the new continent area is implemented in the light of this approach.
Article 19, which was implemented effective 5 May 2003. The responsibilities management approach of the Vavhan City “Time III” issued on 27 September 1990 was also repealed.
