Article 1, in order to strengthen the construction of various archives, regulate management and promote the development of the archives, develops this approach in accordance with the People's Republic of China Archives Act and the Regulations on Archives in the Province of the Republic of Korea.
The types of archives described in this approach refer to all levels of integrated archives, professional archives, enterprise units and other types of archives within the province's administration.
Article 3. Integrated archives at all levels are established in accordance with the administrative region to concentrate on the collection of the management of the principal organs, groups, social organizations and related business units belonging to all branches of the country, the various features of the automated archives and the provision of cultural services to society.
The Professional Archives are divided into specialized archives and departmental archives. The specialized archives are centralized in the collection of information on the management of specialized areas, special features of the archives and the provision of services to society; the departmental archives are central to the collection of information on professional archives in the management sector and the provision of services within a certain scope.
Enterprise units and other types of archives are established by various business units and other social organizations to concentrate on the collection of institutions that manage the various types of stereotypes generated and the various features of the archives.
Article IV, the provincial archives administration sector has focused on the development of the Integrated Archives, the rational establishment of professional archives, the establishment of business units and other social organizations, in accordance with the principles of the need for the creation of the Archives Network.
The archives administration at all levels oversees and guides the work of the current Archives.
The establishment of the Integrated Archives was approved by the Government of the same people.
The establishment of the provincial, regional and municipal professional archives, with the consent of the same-level archival administration, is requested to be approved by the same-level people's Government. There are no professional archives at the district level.
Enterprise units and other social organizations may, in accordance with their work needs, decide to establish archives by law.
Article 6. The establishment of the Archives shall have the following conditions:
(i) The size of the archives of the provincial professional archives should be reached by 1.5 million volumes (contrajectives, fascicles); the occupancy of the professional archives, enterprise units and other types of archives should be reached by 1 million volumes (boxes, fascicles);
(ii) There are archives that meet the requirements for the design of national archives buildings;
(iii) The need for facilities and equipment and improved regulations for the management of archives;
(iv) The necessary funding for the conduct of the archival operations;
(v) Professional staff with corresponding qualifications.
Article 7 Applications for the establishment of a professional archives office shall submit the following written material to the Government's archives administration:
(i) Applications for the establishment of the Archives;
(ii) The archaeological and operational buildings of the Archives;
(iii) The letter of reference to the annual operating budget of the Archives;
(iv) Scope of receipt of the archives;
(v) A statistical table of archival information, quantity of equipment;
(vi) The regulations governing the work of the archives;
(vii) A summary of the staff of the Archives and a certificate of qualifications.
Article 8. Changes in the Archives and the withdrawal of the archives of the Government of the People's Government should be reported, and the municipal, district and district archives administration departments should inform the province's archives administration in a timely manner.
Following the approval of the Integrated Archives and the Professional Archives, the Archives Administration has applied the Archives Code to the national archives administration.
Article 9. The Archives should complete the collection of archives containing historical vouchers and the various types of scientific research value within the scope of their receipt, the various forms of the body, and the establishment of a system of content enrichment and reasonable storage.
The scope of receipt by the Integrated Archives is implemented in accordance with the National Archives. The scope of the archives prepared by various other archives should be reported to the Government's archives administration authorities for approval.
Article 10 Archives should strengthen scientific management, achieve modernization of archives management, build basic improvements in infrastructure and institutionalize and regulate the collection, collation, use, statistics, safe custody and protection of archives, as required by the management of the archives' objectives.
The various archives should use modern science and technology, strengthen the development of archival information, gradually digitization of archives and the network of archival information, and achieve resource sharing.
Article 11. The Integrated Archives and the Professional Archives shall establish new service functions such as the existing documentation fairs, archives storage, archival information delivery, and the expansion of the social education and integrated service functions of the Archives.
Article 12 Integrated Archives and Professional Archives provide the society with the use of the archives, which can be charged in accordance with charges and fees established by financial, price administration authorities.
Article 13, in violation of this approach, has been established with the establishment of a professional archives and has been withdrawn by the same-ranking people's government. The enterprise and other types of archives established that do not meet the conditions set out in this approach are being corrected by the units recommended by the same-level archives administration.
Article 14. In violation of this approach, unauthorized expansion of the scope of the receipt of the archives and the refusal to refer the archives to the extent prescribed, was warned by the administrative department of the Archives of the Government of more than the district level, the time limit was changed and disciplinary action was taken by the competent person directly responsible or by other direct responsibilities.
Article 15. Staff members of the Archives Administration are misused in their work, play negligence, favouring private fraud and are administratively disposed of by their superior authorities or by the inspectorate; suspected crimes are transferred to the Judicial Service.
Article 16 is implemented effective 15 August 2003.
