(Prelease No. 128 of 7 July 2003 by the 15th Standing Conference of the People's Government of the State of Hygiene, held on 4 July 2003) Chapter I General Article 1 provides for incentives for individuals, organizations that have made a prominent contribution in scientific and technological progress activities in this city by mobilizing the active and creative nature of scientific and technological workers and promoting the development of science and technology and economic construction, in accordance with the relevant legal, legislative and regulatory provisions of the National Science and Technology Approval Regulations. Article 2 Science and technology incentives for the implementation of the approach to respect for knowledge, respect for talent, and for science and technology innovation, with a focus on science and technology and economic and social benefits. The evaluation of science and technology should uphold the principles of openness, equity and justice. Article 3 sets up municipal science and technology awards by the Government of the city. The municipal science and technology awards are divided into the city's Special Prize for Science and Technology and the Urban Science and Technology Progress Award. Article IV provides a special contribution award for municipal science and technology, whichever is evaluated every two years. No eligible candidates could be vacant. The Urban Science and Technology Progress Award is divided into one such award, two awards, three awards each year, the total number of each award project does not exceed 70 awards, one of which is not more than 10 per cent of the total awards project. Recommendation, evaluation and award of the municipal science and technology awards shall be subject to this approach. Article 6. The municipal science and technology administration is responsible for the evaluation and management of the municipal science and technology awards. The Government of the city has established the Urban Science and Technology Award Evaluation Commission responsible for the evaluation of municipal science and technology awards. The Committee for the Evaluation of Municipal Science and Technology Awards consists of experts, scholars and administrators of science and technology in the relevant areas, which should not exceed 10 per cent of the total number of members of the evaluation committee; the composition of the candidate was presented by the Municipal Science and Technology Administration and the approval of the Government. The members of the evaluation committee are appointed for a three-year term. Chapter II Article 7 (i) Considerable results in research in the field of science and technology, in particular in the area of high-technical technology, resulting in breakthroughs in disciplines or in related disciplines, making a special contribution to promoting social development; (ii) In technological innovation, science and technology transfer, technological innovation, and the creation of enormous economic benefits or social benefits, the economic development of the city of Hygiene has been highlighted. Article 8 (i) In the implementation of technical development projects, scientific and technical outcomes such as market value products, technologies, processes, materials, designs and biomass are completed and have significant economic benefits or social benefits; (ii) Significant economic benefits or social benefits in promoting the application of advanced scientific and technological outcomes and in achieving higher industrialization of new technologies; (iii) Considerable social benefits in the implementation of social good projects for scientific and technological basic work, socio-public science and technology and soft scientific research; (iv) The active application of advanced science and technology in the implementation of major engineering projects to promote scientific and technological innovation and their technical level to achieve national advanced levels; (v) The completion of major technological inventions and the creation of greater economic benefits. The awards in paragraph (iv) of the previous paragraph are granted only to organizations. Article 9. The Urban Science and Technology Progress Prize awards the principal financiers directly involved, with no more than 15 awards, and no more than 10 awards, and three awards not exceeding seven. Chapter III Recommendations Article 10. Municipal science and technology awards are recommended. The following units or individuals may recommend municipal science and technology awards to the municipal science and technology administration: (i) The district (market), the district science and technology administration; (ii) The composition of the Government of the city, its immediate institutions and institutions; (iii) Schools and scientific colleges; (iv) Large medium-sized enterprises; (v) Industry associations, institutes; (vi) The Chinese Academy of Sciences, and the Chinese Institute of Engineering. Article 11: The Urban Science and Technology Progress Award project is one of the following cases and cannot be recommended: (i) The disputed intellectual property; (ii) The complete unit of scientific and technological results or the completion of the contentious; (iii) Access to national or provincial scientific and technical incentives; (iv) No process of registration of scientific and technological results. Article 12. The recommended units or individuals recommend candidates for the special contribution of municipal science and technology and the municipal science and technology progress awards project should be completed in the harmonized format and provide authentic and reliable evaluation certificates. Chapter IV Evaluation Article 13 The recommended materials from the municipal science and technology administration for the recommended units or individual reports should be reviewed within five working days. A review of qualified recommended materials shall be submitted to the ICG for evaluation. Recommendations that are not in accordance with the provisions should be communicated to the recommended units or individuals to be added within 10 working days; to the extent that they are late or are still incompatible with the requirements. Article 14. The Committee for the Evaluation of Municipal Science and Technology Awards established a number of disciplines (specialised) evaluation teams, as required by the evaluation process. The various disciplines (specialist) evaluation teams are responsible for the initial evaluation of the municipal science and technology awards recommended projects in their respective disciplines (specialised) and the submission of awards or awards projects and ratings to the municipal science and technology evaluation committees. Article 15. The Municipal Science and Technology Awards Assessment Committee recommends that the award awards for the Panel be voted in the form of the Conference, the use of secret ballots, the adoption of awards and awards and the resolutions on the hierarchy. The evaluation sessions of the evaluation committee should be held by more than two thirds (two thirds) participants. Article 16 shall be reviewed by the municipal science and technology awards evaluation committee by the award and award project and the municipal science and technology administration. Article 17 The municipal science and technology administration should make awards and awards available to society for consultation. Units and individuals who have contested the awards and awards projects and the hierarchy resolutions should be submitted to the municipal science and technology administration within 15 days of the date of the announcement and to provide written dissenting material and the necessary documentation. Article 18 The members and staff members of the municipal science and technology awards evaluation committees should be objectively impartial and conservative in the evaluation process and should not receive bribes, retreats and provocative fraud. The candidate for the municipal science and technology awards and the completion of the recommended project shall not participate as a member of the evaluation committee in the annual evaluation process. Awards Article 20, the municipal science and technology administration, after the approval of the resolution for the evaluation of the municipal science and technology awards that were not contested or contested, reported to the Government of the city for approval and to the social announcement.
