Article 1 provides for the effective prevention, control and elimination of communicable diseases, which are not typical pneumonia (hereinafter referred to as non-secretary), guarantees the physical and life safety of the people, which is issued in accordance with the provisions of the People's Republic of China Act on the Control of Infectious Diseases and the relevant laws, regulations and regulations.

Article 13. The media, such as press publication, radio and television, should play a full advocacy and public opinion role to strengthen awareness-raising efforts on non-stereotypical prevention and scientific knowledge, leading to active non-intervention efforts by the mass population.
Article 15. Staff, medical care and disease control personnel at all levels of State shall be held in a manner that is highly responsible for the well-being of the people, in order to perform their duties and to take active and effective measures to combat indecentness, in accordance with the People's Republic of China Act on Infectious Disease Control and the requirements of this proclamation, to firmly end malfeasing, negligence and to accept the supervision of the mass population.
Any unit and individual have the right to sue and bring to justice violations of this notice.
Article 16 imposes administrative or administrative sanctions under the law in violation of the People's Republic of China Act on the Control of Infectious Diseases and the provisions of the relevant laws, regulations and present notices, which constitutes a serious offence and is criminalized in accordance with the provisions of the Criminal Code.
