In accordance with the deployment of the People's Government of the Central Sangi Province in relation to the development of a pilot project for rural tax reform throughout the province (No. [2002]6), my province's rural tax reform pilots have been fully prepared. In order to complement the reform of rural taxes throughout the province, it is now decided to amend the Rules for the Implementation of the militias Regulations in the Province of San Suu Kyi as follows:
Article 21 was amended to read: “The militia response teams take a mission-by-step approach to the implementation of the Kigali militia organization. In principle, there are 3 to 4 companies in the area of construction, and district construction companies, with 3 to 4 rankings. The establishment of posts is consistent with the existing staffing establishment of the Kigali militias and the implementation of the 20 per cent preparatory strength.”
Article 33 quater reads as follows: “The movement of militias' weapons equipment, within the area of jurisdiction, has been authorized by the Ministry of Armed of the District, to report back to the military subsector authorities; in the area of the establishment, by sub-regional approval, to be submitted to the provincial military service authorities; in the context of the province, authorized by the provincial army area; the redeployment of the militia system or the transfer of the province, and approved by the General Staff. The unit designated by the military leadership's command shall not be allowed to receive or require the transfer of arms for any reason. The relocation of enterprise units and the transfer of weapons by the distributed militias is generally not allowed to take place and, when warranted by the above-mentioned transfer authority, it is necessary to proceed with the process by the Ministry of Armed of the People of the Region who has been relocated and relocated to the location.”
Article 42 was amended to read: “The rural militia and militia cadres were settled by the local people's Government during their participation in military training, and the standards were met in accordance with the local level of income. During their participation in military training, the CEO and the militia cadres were paid by the former unit for salary and awards, while the old welfare treatment remained unchanged, with the payment of food subsidies and travel to the former unit as required. The funding for education training for urban militias and major activities are addressed by the same-level people's Government, with inadequate social integration. The provision for commune (commune) militia preparatory service is included in the current financial budget, and the provision for the work of the street militias is included in the district-level financial budget.
This decision is implemented since the date of publication.
The Rules for the Implementation of the militias Regulations in the Province of Yangi are amended accordingly in accordance with this decision.
