Article 1, in order to enhance the management of the construction of a defence requirement, to defend and mitigate earthquakes, to protect the lives and property security of the people, to develop this approach in line with the relevant laws, regulations, such as the People's Republic of China Act on Disaster Reduction and the State Department's Regulations on the Safety of earthquakes.
This approach applies to the management of the requirement for construction of work resistance in the administrative region of my province.
Article 3 focuses on earthquake peaks in the administrative region of my province at 0.05g (6 times the earthquake's basic severity) in construction works (with new construction, expansion, alteration, etc.), which must be implemented in accordance with the provisions of this approach.
This approach refers to the guidelines and technical indicators that must be met to combat earthquake damage.
Sections or institutions responsible for the management of seismic work are governed by the authority of the authorities of the provinces, municipalities, districts (at the district level, area, etc.) and are responsible for monitoring the management of the demand for shocks within the present administration.
The executive branch, such as development plans, urban planning, construction, is responsible for the management of work related to the construction of a fire demand.
Article 5 Identifying requirements for construction work against shocks and should be guided by the following provisions:
(i) Major construction works and construction work that may occur for serious periods of life, in accordance with the results of the assessment of seismic safety;
(ii) Construction works other than the provisions of the previous subparagraph, which are determined in accordance with the parameters set out in the China earthquake-planting area; but the construction of the peak of the earthquake in the area of seismic turmoil, which is based on a scale of four thousand metres across the border line between the two sides, shall be determined by the construction units by:
The application of seismic turmoil parameters for re-exploitation, in accordance with the seismic parameters;
No seismic movable parameters shall be determined in accordance with the parameters of the high threshold of the sequential parameters;
(iii) Work has been completed in the area of seismic subsectors or in urban resistance, approved by the State, and is determined in accordance with the regional results.
The specific scope of the major construction works referred to in paragraph (i) and construction projects that may occur with severe spoilers is developed by the provincial development plan administration, with the departments and constructions responsible for the management of earthquakes in the province, following approval by the provincial government.
Article 6 Sectors or institutions responsible for the management of earthquakes should re-exploit the seismic turmoil parameters in the following regions and report on the implementation of the current Government's approval:
(i) The peak of the earthquake peak in the downgrading area, with a peak of four thousand metres across the border line;
(ii) The level of seismic research and the level of detail of information, as well as the hazard of earthquake.
Article 7
(i) Urban and central towns in the area of earthquake-focused surveillance;
(ii) Large cities located in more than 0.15g areas of seismic turmoil;
(iii) Large-scale plants in complex engineering geological conditions, long-range life line works and new construction areas.
Article 8. The assessment of seismic safety, the review of seismic turmoil and seismic subsectors must be entrusted with the implementation of units that are in line with the qualifications and are entrusted with the task of transmitting the technical results report to the departments responsible for the management of seismic activities in the province, which are notified in writing to the units and to the sectors responsible for the management of seismic work in the city of the construction of the works.
Article 9. Major construction works and construction work that may occur with severe natural disasters should be accompanied by a study on the feasibility of seismic safety evaluation report and a resistance requirement identified in the sectors responsible for the management of earthquakes over the province; a defence requirement not attached to the seismic safety evaluation report and the authorities responsible for the management of earthquakes; and the project approval sector does not approve feasibility studies.
The project feasibility study should be accompanied by a defence requirement established in accordance with article 5, paragraph 1 (b), of this approach.
Article 10 works that must be carried out to prevent shocks, and design units should be designed in accordance with the requirements for anti- shocks and the State-mandated anti-stereotypical designs established by this approach; construction of construction works, treasury units should be carried out in accordance with the anti- shocks design.
Article 11. Sectors or institutions responsible for the management of seismic work should strengthen monitoring of the use of counter-attacks.
When major construction works and construction works that may occur for serious periods of life, as well as the construction of engineering tests carried out with seismic parameters for re-entry, the construction units should invite the construction of the engineering location to manage the seismic work or the institution to collect fire demand. The resistance requires that no experienced collection or experience be disqualified and that construction work should not be delivered.
Article 12, in violation of article 5, paragraph 1 (a), of this approach, provides that construction of major construction works and potential serious natural disasters does not carry out seismic safety evaluations or that there is no requirement for resistance based on the results of the seismic safety evaluation, which is sanctioned by the authorities or bodies responsible for seismic work, in accordance with the relevant provisions of the People's Republic of China Act on the Prevention of Mitigation of Disasters; constitutes an offence and is criminalized by law.
In violation of article 5, paragraph 1 (b), of the present approach, there are one of the following cases in which the deadline for institutional responsibility for the management of earthquakes has been changed by more than one of the sectors or institutions responsible for the management of seismic activities in the district; a fine of up to 3,000 dollars in excess of one million yen; and a crime is criminalized by law:
(i) The absence of the parameters laid down in the China earthquake-truction parameters area to determine the requirement for resistance;
(ii) The absence of a review of seismic turmoil parameters and the absence of parameters on the high threshold of seismic parameters to determine the requirement for resistance;
(iii) The application of seismic turmoil parameters for re-exploitation without the requirement for resistance based on the results of the seismic turmoil.
Article 14.
In violation of article 11, paragraph 2, of this approach, the management of the earthquake without the construction of the construction of the premises or the institution's inspection of the requirement for a resistance to shocks or the lack of qualifications of experience and the unauthorized use of construction works is sanctioned by the relevant executive branch in accordance with the relevant provisions of the Department of State Construction Quality Management Regulations.
Article 16 imposes administrative penalties, in accordance with the provisions of the National People's Republic of China's Administrative Punishment Act; fines and seizures, which are carried out in accordance with the provisions of the Rules for Exclusive Separation.
Article 17 has one of the following acts in the department or agency responsible for the management of earthquakes, which is administratively disposed of by its units or by the superior authorities; constitutes an offence and hold criminal responsibility under the law:
(i) Non-monitoring or non-compliance with the application of the requirement to counter shocks, resulting in serious shocks in construction work;
(ii) There are other abuses of authority, provocative fraud, and sterilization.
