(Adopted by the 30th ordinary meeting of the Government of the People of the city of Zenin on 21 June 2004 No. 84 of 30 June 2004 by the Order of the People's Government of the city of Zenin, issued as of 1 July 2004) The Government of the city has decided to amend the Safeguard Management Scheme of cigarettes (No. 103 of the 1997 People's Government Order) as follows: Article 4, paragraph 1, and paragraph 2, was amended to read: “The City Security Production Monitoring Authority is responsible for the management of production, storage, sale of cigarettes. The public safety authority is responsible for the management of the bamboo for transport, smoking. Article 7, paragraph (vii), was amended to read: “Other bans on cigarettes for production, sale and fuel”. Article 7, paragraph 2, was deleted. Article 8 was amended to read: “Agreement in the event of a major cereal activity throughout the city must be reviewed in advance by the Municipal Public Security Agency. It was reviewed that the public security authorities had approved by the Government of the communes in line with the Spyrotechnical Safety Scheme. Other celebrating activities require a combination of composts, commutation, which is approved by the Municipal Public Security Agency. It was reviewed that it was in line with the Bombo Trabing Safety Code, which was approved by the public security authorities.” V. Amendments to article 9 as follows: “To engage in the production, storage, sale of cigarettes, the security production supervision sector must be reviewed and, in accordance with the relevant provisions of the State, the licence for the safe production of explosive items, the licence for the storage of explosive items and the licence for the sale of explosive items. In carrying out the transport of cigarbs, it must be reviewed by the municipal public security authorities, in accordance with security conditions, and by the public security agency, the launch of the exploded Goods Transport Certificate. Prohibition of personal production, storage, transport of cigarettes.” Article 10 was amended to read: “The cigarette system of exclusive sales of cigarettes was introduced in this city. A special unit has been established by ESPS, which is organized by a unit of excellence in all communes and consignments. The type of procurement must be consistent with article 7 of this approach.” Article 12 shall be deleted. Paragraph (ii) of Article 13 reads as follows: Article 16 was amended to read: “Instructions in the production, storage, transport, sale of cigarbs are inherent in the production, storage, transport and sale of cigarettes, the safe production control sector or the public security authority may be responsible for the duration of the period.” Article 17 was amended to read: “In violation of the relevant provisions of this approach, penalties are imposed by the security-production monitoring sector, the public security authorities in accordance with the relevant provisions of the State. In violation of the provisions of the Law on the Safety and Security of the People's Republic of China, penalties are imposed by public security authorities.” Article 18 was amended to read: “The presence of unsafe concealments in the production, sale, storage, transport of cigarettes and the removal of their licences by the security production supervision department or the public safety authority for the duration of the period of time was not rectified by the time period.” Article 19 was amended to read: “With regard to the production, sale, storage, transport, fuel cigarb explosions in violation of this approach, any unit and individual shall be entitled to stop and report to the security production monitoring sector or public security authorities, and the safety and productive production monitoring sector or public safety authorities shall be dealt with in a timely manner.” Article 20, paragraph 2, was deleted. The relevant provisions are adjusted accordingly. This decision has been implemented effective 1 July 2004. The Safe Management Approach to Smoking Exposures in the city of Zinz was re-published in accordance with the consequential amendments to this decision. Annex: Safeguard management of cigarette cigarettes (Amendment (2004)) (Adopted on 1 December 1997 by the Government of the city on 30 June 2004 in accordance with the Decision of the Government of the city to amend the Safe Management of Scigarbage Exposure in the city of Zenin) Article 1, in order to strengthen the safe management of cigarettes, to maintain public safety, to prevent and reduce fires, physical injury accidents, to develop this approach in line with the provisions of the National People's Republic of China Regulations on the Management of Civil Explosive Goods and relevant laws, regulations. Article 2 Production, storage, transport, sale and fuel of cigarbs in the administrative areas of the city shall be subject to this approach. Article 3. The principle of strict management, strict limitation and integrated governance of pyrotechnologies is exercised in this city. Article IV regulates the management of production, storage and sale of cigarettes. The public safety authority is responsible for the management of the bamboo that transports, fires. The labour sector at all levels is specifically responsible for the safe management of the cigarb production. Agencies, groups, business units, other organizations and forces, as well as resident councils, villagers' councils, should work with the relevant authorities in the area, under the leadership of the local and district people's governments to manage cigarettes. Article 5: The trajectory of cigarettes was prohibited from 22 to 6 p.m. in the area of the shoreline of this city; the time of fire was available at 2 p.m. The time and region for the ban on smoking pyrethroids in areas outside the city's trajectory is determined by the region and by the people of the district. Article 6. The pyrethroids must choose safe locations. Prohibition of smoking fumes in the following locations: (i) Public places such as vehicle stations, terminals, airports, schools, trade markets and cultural recreation; (ii) Construction machines such as roofs, floors, bathrooms, windows, rooms and vouchers; (iii) Removal power stations, high pressure lines, coal stations, fuel stations, wood stores, firewood recuperation, factories, warehouses (pots) and their surrounding 100 metres; (iv) In mountain forests, nurseries and greening; (v) The place of collective activity and the sports gallery in competition; (vi) The public security authorities categorically prohibit the rest of the releasing area. Article 7. (i) Brazing, artillery, stoning, trajecting, drilling, and sympathetic (in the form of a bigger); (ii) Constraints with jewellings, smoking cigarettes, smoking toys fires and ground-using fires; (iii) Coordinates, commuts of specifications; (iv) More than 50 mm in length, with more than 8 mm bamboo; (v) The chlorofluorooctane sulfonic acid, which is more than 0.05 k; (vi) The cigarette spent on chloride; (vii) Other bans on the production, sale and releasing of cigarettes. Article 8 It was reviewed that the public security authorities had approved by the Government of the communes in line with the Spyrotechnical Safety Scheme. Other celebrating activities require a combination of composts, commutation, which is approved by the Municipal Public Security Agency. It was reviewed to be in line with the Breking Spyrotechnical Safety Scheme, which was approved by the public security authorities. Article 9 engages in the production, storage, sale of cigarbs, and must be reviewed by the security production supervision sector and, in accordance with the relevant provisions of the State, the licence for the safe production of explosive items, the licence for the storage of explosive items and the sale of explosive items. In carrying out the transport of cigarbs, it must be reviewed by the municipal public security authorities, in accordance with security conditions, and by the public security agency, the launch of the exploded Goods Transport Certificate. Individual production, storage, transport of cigarbs is prohibited. Article 10 A special unit has been established by ESPS, which is organized by a unit of excellence in all communes and consignments. The type of procurement must be consistent with article VII of this approach. Article 11. The sale of cigarettes must be in accordance with the following security conditions: (i) There is a natural (day-using), a license of business and fixed stores and a municipality; (ii) Concurrent firefighting equipment; (iii) The storage of cigarettes should be in accordance with established security conditions; (iv) The exclusive sale and care of persons. Article 12 (i) Nothing in the sale of the streets; (ii) The variety of products sold shall be consistent with the relevant provisions of the State and the city; (iii) Is not permitted to sell at exhibitions, exhibitions, large stores (grounds), trade markets and annual goods markets; (iv) The creation of a centralized market for the sale of cigarbs. Article 13 establishes a security management system for production, storage, transport, sale of cigarbs, which must be in line with national and present regulations on safety and security of production. Article 14. Prohibition of the use of cigarettes in public transport instruments or of cigarettes and mails containing cigarettes. Article 15. Insecurity in the production, storage, transport and sale of cigarbs, the safe production control sector or the public safety authority may be responsible for the rescheduling of the deadline. Article 16, in violation of the relevant provisions of this approach, is sanctioned by the security production supervision sector, the public safety authority in accordance with the relevant provisions of the State. In violation of the provisions of the Law on the Safety and Security of the People's Republic of China, penalties are imposed by public security authorities. Article 17 is insecure in production, sale, storage, transport of cigarbs, and is renovated by the security production supervision department or the public safety authority for a period of time. Article 18 provides for the production, sale, storage, transport and fuel of bamboo in violation of this approach, any unit and person shall be entitled to stop and report to the security production monitoring department or public security authorities on a timely basis upon receipt of reports by the security production monitoring department or the public safety authority. Article 19 This approach is implemented effective 1 July 2004. |
