Article 1, in order to guarantee the safety of the metropolitan road bridge and the ship, buoyage facilities, to maintain the transport order of the watershed and to develop this approach in the light of the National People's Republic of China's Regulations on the Safety of Road Traffic and Safety in Water in Southern Province.
Article II should be in compliance with this approach by navigation, parking, operating and other related activities within the city's administration. The provisions of the law, legislation and regulations are otherwise provided.
This approach refers to the special management waters that are defined by local maritime administrations (hereinafter referred to as maritime bodies) for the protection of air bridges and navigation safety.
Article III. Maritime institutions in the city are responsible for the management of transport safety monitoring in the city's administrative area under the leadership of the provincial maritime institutions and the municipal transport authorities.
The management of traffic safety monitoring in water areas, such as public safety, environmental protection, water, land resources, fisheries, is coordinated with the respective responsibilities.
Article IV. Maritime institutions should be made public in accordance with the specific circumstances of each cruise bridge and the relevant technical norms on the road bridge, downstream delineation of the water boundary. There should be a single permanent mark on the shore of the boundary.
Article 5

Article 7.
(i) Exploration, navigation construction and dredging;
(ii) Construction, establishment, maintenance, removal of water-based construction or facilities;
(iii) Establishment of facilities such as buoys, buoys, cables;
(iv) Large mass events and sports competitions.
In applying for the above-mentioned operations or activities, the applicant shall provide relevant information on the conditions in which the Maritime Agency shall, within seven working days, decide on the basis of approval and inform the operators of the road (owner); the applicant shall be written within seven working days and the reasons for the reasons.
In carrying out the above-mentioned operations or activities, it is necessary to conduct a feasibility study and to seek the views of maritime institutions when conducting feasibility studies.
The above-mentioned operations and activities shall not be allowed to retain objects that impede the safety of navigation.
Article 8 prohibits:
(i) Extractives, explosions;
(ii) Fishing, crop cultivation and aquaculture;
(iii) The establishment of crossings or the conduct of transit;
(iv) The addition of a minimum, garbage;
(v) Other practices that prevent bridges or safety.
No administrative department shall be authorized for the application of the above-mentioned conduct.
Article 9. Ships, buoy facilities or other objects are silent in the water area of the road bridge, whose responsibilities or operators (owners) should immediately report maritime bodies and set clear signs. Maritime agencies have the right to hold the responsible person or operator (owner) for the duration of the period of time and removal. The costs incurred by the Maritime Agency for the clearance of the late uncleared sites are borne by the responsible person or operator (all).
Article 10. Ships, buoy facilities must be routed through a seamless water area, according to the required air route and route.
Article 11. Ships, buoy facilities should maintain a safe seaway in the area of road bridges, severing, escalating, storing, waging, sating, turmoil, and washing, and should maintain a safe distance.
Article 12 Maritime institutions should make arrangements within 24 hours to ensure safe passage of shipping bridges.
Article 13 prohibits the entry of vessels, buoyage facilities into sea-mount waters:
(i) Is not suitable or inappropriate;
(ii) The vessel fleet, the buoyage facility, which exceeds the required or does not know the net air altitude of the vessel, the fleet, the buoy facility and the bridge link, cannot guarantee the safety of bridges and navigation;
(iii) The adverse climate and the lack of visibility and the safety of bridges and navigation;
(iv) The mark of the road bridge or the subsistence of the mark;
(v) Maritime bodies prohibit other circumstances adopted.
Article 14. The maritime body found responsibility for a water traffic accident to be treated in accordance with the relevant provisions.
Article 15 violates the provisions of this approach, which constitutes the management of the offence by the public security authorities to punish the administration of justice; constitutes an offence punishable by law.
Article 16, Maritime agencies and other relevant management staff abuse their functions, play negligence, favouring private fraud, hold administrative responsibility by their units or superior authorities; and constitute criminal liability by law.
Article 17 Maritime institutions should develop specific management provisions for the watersheds on the basis of this approach.
