(Adopted by the 24th Standing Committee of the People's Government of the city of Halara on 9 July 2004 No. 118 of 22 July 2004 by the People's Government Order No. 118 of 22 July 2004 (Acts of 1 August 2004)
Article 1 provides incentives for citizens and organizations that make a prominent contribution in scientific and technological progress activities in this city, mobilizes the active and creative nature of science and technology workers, accelerate progress in science and technology and promote economic and social development, and develops this approach in line with the National Science and Technology Awards and the Science and Technology Awards of the Blackang Province.
Article II applies to the activities of the municipal science and technology awards established by the Government of the city.
Article 3
(i) Urban science and technology awards;
(ii) Awards such as municipal science and technology progress, two awards, and three awards;
(iii) Municipal International Scientific Technical Cooperation Award.
Article IV. The Government of the city has established the Urban Science and Technology Grants Commission to be fully responsible for science and technology incentives.
The composition of the Urban Science and Technology Approval Committee was presented by the Municipal Science and Technology Administration and was approved by the Government.
Article 5
The day-to-day work of scientific and technical incentives is vested in the Urban Science and Technology Grants Office (hereinafter referred to as the municipal incentives).
Article 6. The Urban Science and Technology Approval Committee employs experts, scholars to form the municipal science and technology incentive evaluation committee responsible for the evaluation of municipal science and technology awards.
Article 7 recommended, evaluated and awarded awards for municipal science and technology awards, upholding the principles of openness, equity and justice, and no organization or individual shall intervene unlawfully.
Article 8. Municipal science and technology awards are honoured by the Government of the city for citizens or organizations.
The award certificate does not serve as a direct basis for determining the right to scientific and technical results.
Article 9
(i) Create significant economic benefits or social benefits in technological innovation, the transformation of scientific and technological outcomes and the industrialization of high-new technologies;
(ii) A major breakthrough on contemporary science and technology, or an excellent contribution to science and technology development.
Article 10 Medalities such as Progress in Science and Technology in the city, ii and iii awards to the following citizens or organizations:
(i) Clearing natural phenomena, characteristics and regulations in basic research and application basic studies and making significant scientific findings;
(ii) The use of scientific and technological knowledge in the invention of technologies such as products, processes, materials and systems, and the creation of significant economic benefits and social benefits;
(iii) The completion of major scientific and technological innovation, the transformation of scientific and technological outcomes or the industrialization of new technologies, and the creation of significant economic benefits in the implementation of technology development projects;
(iv) In the implementation of social good projects, the creation of significant economic benefits or social benefits has been testified;
(v) In the implementation of soft scientific research projects such as the management of science, decision-making science, the results of which have been adopted, applied in the relevant sectoral decision-making process and achieved significant social benefits;
(vi) The use of advanced science and technology in major engineering projects and the important role of technological innovation in the industry.
Article 11 International Science Technical Cooperation Awards for scientific technical cooperation studies with my city or for the development and achievement of important scientific and technological outcomes and benefits for foreigners or foreign organizations.
Article 12
Municipal science and technology have highlighted the award of no more than two awards, which may be vacant on the basis of actual circumstances.

The Urban International Scientific Technical Cooperation Award is not ranking.
Article 13
(i) Governments of the various districts, districts (markets);

(v) Units eligible for recommendation, as determined by the municipal science and technology administration.

Article 14. Sectors, individuals recommend municipal science and technology awards should be filled with proposals in the harmonized format, providing authentic and reliable inputs, and sending municipal incentives as required.
The IGO is responsible for the admissibility and form review of the recommended materials.
Article 15. The Municipal Council for Scientific and Technological Approval of Technology evaluates the recommended candidates or projects in accordance with the evaluation criteria. The Committee on Science and Technology Awards make resolutions on the types of incentives for awards or projects. The results of the evaluation are presented to the Social Proclamation.
Article 16 provides an indicative system for the evaluation of municipal science and technology awards, which is one month.
The proposed awards, units and individuals have been contested within the time frame and may submit written material and the necessary proof to the IAE.
Article 17
The Urban Science and Technology Progress Award was awarded by the Government of the city, and the Urban Science Technical Cooperation Award was awarded by the Government of the city.
The amount of awards for municipal science and technology awards is provided by the municipal science and technology administration with the financial sector.
The award of the municipal science and technology award is vested in the city's finance.
