Chapter I General
Article 1 guarantees the implementation of education legislation, legislation and regulations, and promotes the health development of the educational cause of this city, in accordance with the relevant provisions of laws, regulations and regulations, such as the Education Act of the People's Republic of China.
Article 2
This provision refers to the supervision, inspection, assessment and direction of education under the jurisdiction of the city and district, district (market) government.
Article 3 focuses on the relevant sectors of the people's government, the lower-level people's Government and its relevant departments, schools and other educational institutions at the secondary and secondary levels.
Article 4 Education should uphold the principles of the rule of law, truth, and objectivity.
Article 5 Governments of municipalities and districts, districts and counties (markets) should strengthen their leadership in education, establish a system of excellence in education and education and ensure the necessary conditions of work, in accordance with the scale of education. The funding for education is included in the same fiscal budget.
Chapter II
Article 6 Education wards and districts, districts and districts (markets) are the specialized agencies of the same-level people's government in the exercise of the educational supervisory functions, representing the Government of the people at this level, in charge of the teaching of education within this administrative area and in the guidance of the parent education institution.
Article 7
(i) Oversight, inspection and guidance on the implementation of education laws, regulations, regulations and policies;
(ii) Oversight, inspection and guidance on the implementation of education responsibilities by the relevant departments and the Government of the people at this level and its relevant departments;
(iii) Guidance, inspection, monitoring and evaluation of secondary and secondary schools and other educational institutions under the division of duties;
(iv) Examination, assessment and guidance on the conduct of secondary and secondary schools and other educational institutions under their jurisdiction;
(v) The organization of major educational inspection assessments with the peer education administration;
(vi) Participation in the evaluation of advanced groups and individuals, making recommendations and observations to the Government of the people at large, and are recognized and rewarded by the Government's units and individuals who have made significant achievements in education-led work throughout the city;
(vii) Examination of key issues in the education process, reporting and reflection to the Government of the people at this level, and making observations and recommendations;
(viii) Other matters to be delivered by the Government of the people at this level and by the parent education supervisor.
In addition to exercising the responsibilities set out in the chapeau, the communes' education institutions should also be integrated in the planning, organization of the implementation of the universe of education sensitivities, the development of a system for the work of the MOE, the guidance of the lower educational institutions, and the organization of training of all municipal education inspectors and the conduct of scientific research on education.
Article 8 Educational supervisory bodies are composed of heads, colleges and other staff. Accreditation, part-time and secretary.
The heads of educational institutions are dismissed by the same-ranking people's Government.
The full-time teaching is exempted from the authority and procedures of the competent ministry. Accreditation and Teaching are appointed by the same-ranking Government for a three-year term.
The Accreditation was issued by the same-ranking people's Government.
Article 9
(i) Be faithful to the cause of socialist education;
(ii) Be familiar with the laws, regulations, regulations and policies in the area of education with higher levels of policy;

Article 10 shall be subject to specialized training in the areas of education law, legislation, regulations and regulations, as well as education management, education.

Accreditation and Teaching are given the same competence as a full-time teaching when carrying out a supervisory exercise.
Chapter III
Article 11 Education sensitizing the following developments in education:
(i) Achieve universal access to nine years of compulsory education and the eradication of adult illiteracy, and progressively universal access to secondary education and pre-school education;
(ii) A reasonable adjustment of the educational structure and the situation in the schools, based on secondary and secondary school standards;
(iii) To promote quality education in a comprehensive manner, to improve the quality of education, to promote the full development of students and to develop the situation of students.
Article 12 Educational supervisory institutions are guided by the following information on education funds and educational fees:
(i) The proportion of financial education funds in gross domestic product, the proportion of financial expenditure allocated to education in the budget, the proportion of payments paid for secondary education, both public and private funding, and the cost of education, etc.;
(ii) Management and use of education funds;
(iii) Education fees.
Article 13. Improving the availability of school conditions and facilities equipment.
Article XIV Educational supervisory bodies are guided by:
(i) To consolidate and improve the system for the management of basic education at the decentralized level, to fully implement, integrate the management of local education development planning and the development of all types of education within the Territory;
(ii) In accordance with the rule of law and in accordance with the norms of the educational management system, the implementation of scientific management in accordance with educational regulations;
(iii) Enhanced teacher-building, adapting to the optimization of the workforce structure, rationalizing talent resources through the reform of the personnel system.
Implementation of chapter IV Education
Article 15 teaches education to be integrated, specialized and randomly visited.
Article 16 implements the following procedures:
(i) To inform the supervisory unit by category, and, in addition to exceptional circumstances, a letter of instruction shall be issued by 30 months of the exercise of the supervisory authority;
(ii) Guidance for self-assessment by a supervisory unit;
(iii) The conduct of a supervisory assessment or inspection by an organizational officer;
(iv) To receive feedback from the supervisory units and to receive the advice of the supervisory units;
(v) To be sent to the Education Promotion Unit.
Article 17 shall be carried out in accordance with the plans and arrangements of the educational institutions, or by the executive heads of the educational institutions.
In carrying out an accompanying visit, a certificate of conscience should be presented and a written report to the educational supervisory body. In the opinion of the Education Accreditation Body, where necessary, it may be communicated to the supervisory unit or to the Education Accreditation.
Article 18 The supervisory unit shall, within 30 days of the receipt of the Education Accreditation, take appropriate measures to improve the opinion and report to the educational institutions in writing.
Where necessary, the education inspectorate may review the rehabilitation of the supervisory units.
Article 19 was objected by a supervisory unit to the Education Accreditation and could submit a written review request to the educational institution within 15 days of receipt of the Education Accreditation. The institution shall, within 15 days of the date of receipt of a written review of the application, submit a written response to the supervisory unit. There are still dissatisfactions by the supervisory units, which can appeal to the people's government or the parent-level educational institutions that have established educational institutions.
Article 20 Education is subject to the following:
(i) Hearing reports on departments and schools;
(ii) Access to documents, archives, information;
(iii) Participation in meetings and education, teaching activities;
(iv) The holding of a colloquium, individual interviews, questionnaires, tests;
(v) On-site inspection.
Article 21 The supervisory units shall cooperate with the educational institutions and the teaching and provide the necessary supervisory working conditions, as required by the supervisory body.
Article 22, the Education Accreditation Body and the Accreditation shall exercise in accordance with the law the following functions:
(i) To reflect the educational teaching and related work of the supervisory units and heads, and to make recommendations for the award of punishment;
(ii) criticize and make corrections and recommendations for violations of national education laws, regulations and policies by the supervisory units;
Article 23 establishes a public indicative system for the results of education. The results of the teaching of education should be informed within the educational system and, if necessary, socially publicized, including the results of the disciplines that deal with important elements, with the consent of the Government of the people at this level prior to the publication of the society.
The result should be one of the important grounds for recognition of incentives, cadres and accountability.
Article 24, when supervisory and education-led staff carry out education guidance, are in the interest of the supervisory unit and may affect the normal conduct of the education-led work and should be avoided.
Chapter V
Article 25 is one of the following cases in which the supervisory unit and the person concerned are redirected or criticized; in the case of serious circumstances, it is recommended that the relevant authorities be treated in accordance with the law:
(i) To reject the provision of documents, information and reports to the educational institutions and to the colleges, and to prevent, resist the exercise of their duties under the law;
(ii) Discussing the situation in the form of vouchers, non-representatives to educational institutions and teachings;
(iii) To combat reprisals against persons who reflect the situation in the supervisory or educational institutions;
(iv) To reject the adoption of corrective measures against the Education Accreditation submitted by the Education Accreditation Body;
(v) Other serious impediments to education.
Article 26 is one of the following acts by the supervisory and educational supervisory staff, who are duly criticized for education or administrative disposition, depending on their circumstances, and constitute a crime and are held criminally liable by law:
(i) Work on malfeasing of munition;
(ii) Discussed facts in the course of supervisory efforts and do not reflect them;
(iii) Individualization;
(iv) To take advantage of its mandate to shelter or combat reprisals against others;
(v) Other offences.
Annex VI
Article 27 refers to all types of schools and other educational institutions at the secondary and secondary levels referred to in the present article, namely primary, primary, secondary, high-level, secondary, secondary vocational schools, nursery schools, special schools, adult schools and other educational units, as well as youth uters, classrooms, postgraduate examination management agencies, electrical education institutions.
