Chapter I General
Article 1, in order to encourage and support small numbers of rural child-bearing couples and to promote rural family planning, is based on the relevant laws, regulations and regulations, to develop this approach in the light of the actual practice of this self-government area.
Article 2 of this approach refers to the fact that two or three children may be born under the family planning policy, while rural birth-age couples who voluntarily have one or two children and take permanent childcare measures, or a one-time incentive fund and other policy preferences for rural families who voluntarily take permanent childcare measures to help them develop their economy and enable them to contribute as soon as possible to family planning incentives.

Article 3 applies to the implementation of poverty-reduction projects in this self-government area.
Areas where the self-governing area implements projects that are prone to poverty reduction are determined by the self-government.
Article 4
The financial, audit and inspectorate sectors of the population at the district level monitor the issuance, use and use of funds for pro-poor works, and the implementation of projects aimed at reducing poverty by more than 1,000 people within their respective responsibilities.
The postal sector is responsible for the distributing of funds for poorer work.
Article 5
Relevant units, such as news, radio, television, should be carried out in the context of activities aimed at reducing poverty.
The Government of the commune (communes) should publish the new list of works, promote and receive social oversight.
Chapter II
Article 7 grants to rural child-bearing couples in line with the provisions of this scheme for a one-time low-fixed-growth-50000 boy.

Article 8
Article 9 provides engineering workers with small and long-lasting pro-poor jobs and benefits for family planning in addition to the benefits provided for in this approach.
Article 10 Governments of more people at the district level may, in addition to the advantages provided for in the implementation of this approach, develop other incentives and preferences for the works.
The communes, the communes should establish a regular return system to help the engineering occupants address the difficulties of production, operation.
Social forces are encouraged to fund works.
Article 11. Rural matrimonial couples apply for low- and long-term pro-poor work incentives, acceptance of permanent patriarchal surgery, processing of procedures relating to the financing of poorer and small-scale pro-poor work.

Chapter III Applications for awards

(ii) In accordance with the self-government district family planning policy, three children may be born, one or two children;
(iii) Family planning is exclusively female (including the families of two girls who have been married to the Sichuan area; the families of two girls who have been married to the mountain Handers; and the families of three girls who have been married to the mountainous communities and other ethnic minorities.
Article 16 Rural married couples who meet the conditions set out in article 15 of this approach may apply for low-cost pro-poor engineering incentives to the people's Government, either orally or in writing.
The application for low-flight-poor work incentives should be completed and the application of the Vulnerable Poverty (hereinafter referred to as an application form) should be submitted to the child-bearing couples themselves for an effective identification, a household directory.
Three sets of applications have been made for the people's Government, the communes (communes, districts) and the self-government sectors.
Article 17 communes (communes) shall verify the status, application form and identity of the applicant within 10 days of the receipt of a request for a minimum pro-poor engineering incentive fund. The applicant's list will be published in accordance with one of the conditions set out in article 15 of this approach and signed with the applicant a paper on the Poverty Alleviation contract (hereinafter referred to as the contract); and the applicant shall be informed in writing of the reasons and at the time of the verification incompatible with article 15 of this approach.
The couples identified as the owner must be co-signed in the contract. Four letters of contract were issued, with the participation of the engineering, communes (communes), the people of the district (communes, districts) and the Government of the self-government sectors.
Chapter IV

Chapter V
The Population and Family Planning Department of the People's Government of the Autonomous Region shall, within three working days from the date of receipt of the material provided for in article 21, paragraph 2, of this approach, take decisions and submit to the Government of the Autonomous Region a report on the application of funds for pro-poor works, incentives for the use of funds and a roster of engineering workers.
The financial sector of the Government of the self-government should be reviewed within three working days from the date of the receipt of the material provided in the previous paragraph, and to allocate funds for pro-poor work for small and long-term pro-poor jobs to the postal sector of the self-government.
Article 23 Postal sector in the self-government area, in accordance with the Roster of Engineers provided by the Population and Family Planning Unit of the People's Government of the Autonomous Region, has resulted in a lifetime compromise for the postal Saving Network of the Postal Sector located in the communes (communes, districts).

Chapter VI Oversight of inspection and punishment
Article 26 Population and family planning sectors at all levels of the people's Government should establish a regulatory and patriarchal pro-poor engineering management file.
The population and family planning sectors at all levels should be subject to regular and universal scrutiny, in conjunction with the ministries of finance, audit, inspection and screening, and supervision of the review of the engineering wards, the issuance of funds for pro-poor works.
Article 27 Governments at all levels should establish a system of prosecution and reporting.
Any unit or person who violates this approach shall be entitled to conduct a prosecution and report. The sectors receiving the report must be checked and the findings are communicated to the author.
More people at the district level should be rewarded by those reporting power.
In violation of this approach, article 28 State staff members have one of the following acts, in the light of their warnings or seizures; in the light of the gravity of the circumstances, giving them excessive, degradable or dismissed; in the event of serious dismissal; and in the form of a crime, criminal responsibility is prosecuted by law.
(i) The use of false means of fraud, misappropriation, lagment, crowding out the funds for pro-poor works;
(ii) To collect fees in the process of dealing with procedures relating to the financing of poorer work projects;
(iii) Toys negligence, abuse of authority and provocative fraud in poorer work and management.
In the second article, the rural mother-bearing couples were able to falsely forfeiture the funds for pro-poor work, which were recovered by the commune (communes) people's Government and removed their eligibility for preferential policy and gave them a briefing.

Article 33 Medical, health-care institutions working in family planning technology services, in violation of this approach, collect fees for the provision of childcare technology services to the engineering wards or provide proof of false permanent childcare operations, which are sanctioned by the relevant departments in accordance with the relevant provisions of the Regulations on the Management of Family Planning Technical Services issued by the Department of State.
Article 33 No specific administrative actions by rural parenting couples against administrative authorities may be applied by law for administrative review or administrative proceedings.
Chapter VII
The harmonized format of the instruments, forms and certificates provided for in article 32 of this approach is developed and compiled by the relevant sectors of the population and family planning sector of the self-government.
Article 33 of this approach is implemented effective 1 July 2005.
