(Adopted by the 57th Standing Committee of the Government of the People of the Republic of 29 July 2005 and issued by Decree No. 184 of 9 August 2005 as of 1 September 2005) In order to optimize the development environment in the new northern region, to promote the development of the new northern region, and in line with the Act of People's Representatives at the local level of the People's Congress and at the local level of the People's Government of the People's Republic of China and relevant legal texts, the following decisions have been taken on the further improvement of the administration of the new northern region, in conjunction with the present city: A new northern area is planned for the development of an area of 136.6 square kilometres, including the steadvantage of the North and the streets, the town of Gamboforestry, the streets and the administrative region of the town, including the three square kilometres of the heavy export processing area approved by the Department of State in June 2001, and the area of the northern area of the beach (6 square kilometres). In the north, new distinctions are made between open and new parks. The parks include steadvantages, administrative areas in the town of cereal; high new parks include the steadfast and streets, and the administrative area in the town of Bamboin. ii. Authorizes the Northern District Management Committee to be responsible for the administration and economic and social development of the new northern area (other than the Southern Beaching Zone). Administrative matters, such as sanitation, food medicine surveillance and recruitment, continue to be borne by the Government of the people of the North. In the new northern area, the Government's work sector has been established with branches in the municipalities where it is implemented in a vertical manner and has been guided and monitored by the Northern District Management Committee. Other sectors of the Government of the city have delegated authority to the Northern District Management Committee by law. In the North, the operation model of the “Uniting Leadership, Harmonization Planning, Harmonization Policy, Harmonization of Advocacy, Search Operations”. The Northern District Management Committee is responsible for the overall planning, policy coordination, statistical advocacy, evaluation and, in accordance with the principle of “professional operation”, the implementation of sub-houses on related matters. i.e. entrusted to the Committee for the Management of the Economic Technology Development Zone to carry out the administrative management and economic and social development of the parked gardens; to entrust the High-Level Committee on Industrial Development to carry out the administration of higher new parks and assume economic and social development. The matter of commissioning is clear in the letter of commission. The Committee for the Management of the Economic and Social Technological Development Zone, the Committee for the Management of the High-level Industrial Development Zone, which is a trustee, is governed by the law, on behalf of the commissionor, on the basis of the commissioner, on the basis of the institution's authority, and is responsible for the commissioner. The Northern District Management Committee, as a commissioner, has the guiding, coordinating, monitoring responsibilities for the implementation of the management of the trustee and has the corresponding legal responsibility for the commissioning. The institutions and staffing of the new Northern District Management Committee are still being implemented in accordance with the relevant documents of the municipal development management body. The administrative requirements of the new District Management Committee in the north are dealt with in the original channels and methods. The present decision has been implemented effective 1 September 2005. The relevant provisions of this decision are incompatible with this decision by the Government of the former city. |
