Chapter I General
Article 1 strengthens the management of urban archives by guaranteeing the integrity, security of urban construction archives and fully performing the role of urban construction archives in urban planning, construction, management, in accordance with laws, regulations, such as the People's Republic of China Archives Act and the State Department's Quality Management Regulations.
Article 2

Chapter II
Article 5 Establishment units in the city should be prepared, collated and sent to the city's archives in accordance with the provisions of the scheme.
Article 6. The archives were established in the following cities, and the archives formed units should be transferred without compensation to the Archives Authority in the city.
(i) Architectures for various cities:
Urban infrastructure works;
Local-line facility works;
Public infrastructure works;
Transport infrastructure works;
Greening, wind-based construction works;
Construction of facilities, such as urban hosting, sanitation and environmental protection;
Urban protection, combating shocks and defence works;
Industrial, civilian construction works;
In the military engineering archives information, the gateway to the location of the hidden works, in addition to the border crossings and the military management area.
(ii) Professional management of the urban construction system (including urban planning, surveying, design, quality inspection, national land resources, municipal interpretation, parking, water, electricity, communications, fuel, heat, human defence, etc.) and the construction of business management and technical archives in urban areas developed by development zones;
(iii) Documentation on urban planning, construction and management policies, regulations, plans, scientific research results and basic information on the historical, natural and economic aspects of cities;
(iv) Other urban construction files with permanent or long-term value.
Article 7 is transferred to the City Archives Authority in order to comply with the following requirements:
(i) The information on the construction of the archives in the city should be fully, complete, accurate, systematic, clear, graphical, uniformed specifications and subjected to stereotypes, pests, dust and technology handling;
(ii) The transfer of information on the construction of the archives in the city shall be the original, which may be sent to copies or copies for special circumstances, subject to a chapter of the original storage site and the signing of the public chapters and technical chiefs of the unit;

The construction units should also send photographs, voices and electronic archives in accordance with the relevant provisions of the State, in addition to the letter, paper (to be completed).
Article 8. The construction units, prior to the processing of construction planning licences, shall enter into a letter of responsibility for the preparation and delivery of the construction of the engineering archives with the City Archives Authority, specifying the content, scope, time and responsibility for the preparation, delivery of the city's archives.
Article 9. The construction units shall, in public solicitation and contract with units such as design, construction, custodial, etc., make specific provisions for the collection, preparation, transfer and transfer of the engineering project archives to ensure that the construction of the engineering archives are fully, accurate, normative.
Article 10. The construction units should be brought to the City Archives Authority for the pre-entry of the engineering archives prior to the completion of the works and, within three months of the construction of the construction of the Archives to the city, a set of mandated construction works files.

Article 14. The construction, urban planning administrative authorities shall, in the process of completing the works or planning the receipt of the engineering archives.
Article 15. Urban construction of business management and technical archives developed by various professional management and development zones shall be transferred to the City Archives Authority after 1 to 5 years of deposit.

Article 18

Chapter III
Article 19 The establishment of the Archives Authority in the city should develop a management system for the construction of the archives in the city, which is governed by the law and oversees, receives, collate, validate, statistical, compile, protect, maintain, utilize and maintain confidentiality.
Article 20 of the city's Archives Authority should actively develop the city's archives resources, establish the Urban Archives Digitalized Information Management System, and provide services for urban planning, construction and management.
Article 21 provides for the construction of the city's archives that are disruptive or qualitative, and the city's Archives should be rescued in a timely manner. Article 24 allows citizens, legal persons or other organizations to access the open city's archives, in their effective status.
Foreign organizations or individuals have access to the open municipal archives, which shall be governed by the application method of the archives of the People's Republic of China.
Article 25 Civil, legal or other organizations are consulted and replicated the city's construction file and shall be charged with the required cost.
Article 26 provides access to the archives of the current unit or of the city where it has been created, sent, donated and stored, and the city's Archives should be provided with no priority.

Chapter IV Legal responsibility
