(Adopted by the 38th Standing Committee of the People's Government of Southern West Province on 2 November 2005 No. 142 of the People's Government Order No. 142 of 4 November 2005 and issued effective 1 January 2006)

Article 1 establishes this approach in line with the People's Republic of China Meteorological Law, the Zangi Province, in order to regulate the publication and dissemination of emergency meteorological disaster warning signals (hereinafter referred to as early warning signals), effective defence and mitigation of meteorology, protection of the security of national and people's life assets, in line with the People's Meteorological Act, the Zangi Province of China.
Article 2 publishes and disseminates early warning signals within the administrative regions of the province and should be in compliance with this approach.
Article 3. This approach refers to the warning signals issued by meteorological stations affiliated to meteorological authorities (hereinafter referred to as the meteorological stations) to the public of society for effective defence and mitigation of emergency meteorological disasters. Early warning signals are composed of names, maps, meaning three components, early warning signals and specific elements of the defence guide, and are implemented in accordance with the relevant provisions of the Meteorological Authority of the State.
In accordance with the gravity and urgency of disasters, early warning signals are generally divided into general (IV), higher (III), severe (II), special gravity (I) and four levels, colour, yellow, orange and red, while marking in English.
When multiple meteorological disasters occur at the same time or are forecasting, multiple early warning signals may be issued in accordance with relatively appropriate standards.
Article IV.
The types of early warning signals were issued by the meteorological stations affiliated to the city, district-level meteorological authorities, which were determined by the provincial meteorological authorities and presented to the China Meteorological Bureau.
Article 5 above meteorological authorities are responsible for the dissemination and dissemination of early warning signals in the current administration.
The executive authorities, such as agriculture, forestry, water, transport, construction, safe production, broadcasting television, press publication, telecommunications, tourism, should work in conjunction with the dissemination of early warning signals in accordance with their respective responsibilities.
Article 6. Governments and relevant sectors should organize early warning and defence campaigns for meteorological disasters, enhance public awareness of weather-related disasters and increase defence, self-saving and inter-saving capacities.
Article 7. Early warning signals are used to harmonize the system of publication, including supplementary, revised and lifting. The meteorological stations affiliated to the district-level multi-hazard authorities have consolidated early warning signals and identified areas of meteorology. Meteorological stations can only issue early warning signals in the area of responsibility for this forecast service, and no other organization or individual may issue early warning signals to society in any form.
The provincial meteorological cell should strengthen the information communication between pre-commercial forecasters and early warning signals, ensuring consistency between the top-level meteorate and the launch of the post-level meteorological signals with the local zone turmoil.
Article 8. The meteorological authorities at all levels should develop specific procedures for the production of early warning signals, and report to senior-level meteorological authorities for approval to ensure that work regulations and order are produced.
The meteorological stations should promptly and accurately issue early warning signals and update or release early warning signals in a timely manner, based on weather changes.
Article 9 meteorological stations should issue early warning signals in a timely manner through the media, such as radio, television, newspapers, telecommunications (including meteorological telephones, handicrafts and networks, etc.) and report on information to the current people's Government in a timely manner to inform the relevant administrative authorities and public facility management services such as electricity, transport and water.
Article 10 When media such as radio, television, newspapers, telecommunications broadcasts are broadcast to the public at the community level of early warning signals, the use of timely warning signals directly from meteorological stations should be complete and accurate, and the name of the time and meteorological stations shall not alter the content and key terms of early warning signals.
Specific approaches to early warning signal transmission are developed by provincial meteorological authorities with provincial radio television, news publication, telecommunications authorities.
The Government and the relevant executive authorities should, after having received information reports from I, II, early warning signals, inform the next level of the people's Government, administrative authorities and units; and the commune Government of the town where a sudden weather disaster may occur, the street offices should notify the relevant village (resident) committees in a timely manner.
Public facilities management services such as electricity, transport, water and electricity received information about early warning signals and should be ready in a timely manner.
Article 12. The meteorological authorities at all levels should place prominent place in urban areas and set up an electronic signal of early warning.
The public electronic displays established by the people's governments at all levels, as well as the professional estatements established by railways, civil aviation, transport, public safety, construction, tourism, etc., should be promptly received and indicated early warning signals.
