(Adopted at the 83th ordinary meeting of the People's Government of the Province of Broad Orientale, 19 December 2005, No. 102 of 5 January 2006 of the Decree No. 102 of the People's Government Order No. 102 of 5 January 2006 (Act of 1 February 2006)

Article 1 regulates the administrative licence of the motor vehicle safety technical test body in this province, in accordance with the National People's Republic of China Road Traffic Safety Act, the National People's Republic of China's Road Traffic Safety Act, the National People's Republic of China Administrative Licence Act, which, in practice, develops this implementation approach.
Article 2 applies to the establishment of a mobile vehicle safety technical test agency within the territorial administration.
Article 3. The provincial quality technical supervision department is responsible for the administrative licence of the motor vehicle safety technical test agency in the province.
Article IV provides for the establishment of a mobile vehicle safety technology test body with the following conditions:
(i) A legal personality;
(ii) There is a fixed place in which slopes of reasonable parking spaces, roadways and the slopes of the vehicle fleet (that is not required by mobile vehicle safety testing agencies with only a motor vehicle test route) and, as required, transportation logs, mark lines without prejudice to transportation;
(iii) Broadening of plant premises, good practices such as wind, lighting, drainage, fire prevention, fire prevention and security protection, and inspection plants should be separated from the Office of Operations, with the corresponding inspection sites and the testing line being reasonable;
(iv) Academic inspection equipment that meets the requirements of the declared inspection project and associated inspection equipment;
(v) At least one Director tester with the technical qualifications of engineers or technicians, three with certain motor vehicle theoretical knowledge and repair experience, and the skilled use of inspection equipment to properly evaluate the safety of motor vehicles, one equipment maintenance officer and a computer operator; and the testing of vehicle safety techniques for cars, for example, for vehicles responsible, vehicles converted and reported replacement vehicles;
(vi) A computer management system equipped to adapt to the needs of the mobile vehicle safety technology test operation and computer networking with the quality technical supervision sector at the local level, the transport management of the public security authorities;
(vii) Other conditions under the law, regulations.
Article 5 requires the establishment of a mobile vehicle safety technology test body to submit the following materials:
(i) Applications;
(ii) The feasibility and necessary reporting of the establishment of a mobile vehicle safety technical test body;
(iii) The licence of business, the organization of the body code;
(iv) Detailed design maps for ownership or use of a fixed place, as well as for fixed sites;
(v) List of equipment;
(vi) Accreditation of personnel or a certificate of training in expertise;
(vii) Other material provided by law, regulations.
Article 6. Procedures for applying for administrative licences of the mobile vehicle safety technology test body:
(i) The applicant shall submit an application to the quality technical oversight department at the local level above, and the quality technical supervision sector at the local level shall be reviewed within 10 working days from the date of receipt of the administrative licence application and will communicate the initial review observations and all requests directly to the provincial quality technical oversight department;
(ii) The provincial quality technical supervision department shall take administrative licence decisions within 20 working days of the date of receipt of preliminary review observations and all requests for information;
(iii) The applicant's application is in accordance with the statutory conditions, standards, and the provincial quality technical supervision department shall make written decisions to grant administrative licences in accordance with the law, and shall inform the applicant of the right to apply for administrative review or administrative proceedings within 10 working days of the date of the decision.
In reviewing applications, the provincial quality technical supervision sector will need to verify the substance of the application and should assign more than two staff to verify and inform the applicant in writing of the time required.
Article 7. Removal of motor vehicle safety technical test bodies, relocations or additional test lines must be submitted to the following materials and, in accordance with the procedure under article 6, paragraph 1 (i), (ii) of the present implementation method:
(i) Applications;
(ii) The feasibility, necessary reporting on the relocation of mobile vehicle safety technical test bodies, relocations or the establishment of a test line;
(iii) Accreditation of mobile vehicle safety technical test bodies;
(iv) A description of the changes in the testing personnel and equipment;
(v) The title of a fixed place or the use of a certificate of authority, as well as the detailed design maps of a fixed place (removal in the place of origin or the addition of a test line does not require the submission of the title of a fixed place or the use of the right to use).
Article 8. In one of the following cases, the Mobile Vehicle Safety Technical Testing Agency should conduct the registration process to the provincial quality technical supervision department:
(i) Change of legal persons;
(ii) Changes in the name of a legal person and legal representative;
(ii) Changes in equipment;
(iii) Change of test personnel;
(iv) A moratorium on testing.
Article 9. The mobile vehicle safety technology test body shall cease to engage in the testing of motor vehicle safety techniques and shall apply for write-off procedures to the provincial quality technical oversight services.
Article 10
The qualification certificate of the motor vehicle safety technical test institution expires, and the mobile vehicle safety technical test body needs to continue to engage in the work of the motor vehicle safety technical test, and should request extensions to the provincial quality technical oversight sector by 30 per cent of the duration of the certificate.
The provincial quality technical supervision sector should, on the basis of the application, decide whether to grant continuity before the expiry of the valid expiry of the qualification certificate; the decision was not taken later as a grant for continuity.
The transport management of the local public security authorities should inform the management of mobile vehicles in the administrative area of the same-level quality technical supervision over a half-year period; the establishment of mobile vehicle safety technical test institutions within the administrative area shall be carried out in a semi-annual period.
The provincial quality technical supervision sector should publish the growth of motor vehicle tenure throughout the province and the establishment of mobile vehicle safety technical testing institutions every half year.
Article 12. The quality technical supervision sector and its staff are held accountable for their legal responsibilities in accordance with the relevant provisions of the administrative licence law.
Article 13 provides for administrative licences by the Agency for the Technical Test of Trainer Safety.
Article 14. Following the enactment of the relevant provisions of the State, the provincial quality technical supervision department should promptly bring the provincial Government to revise or repeal the implementation method.
