(The 66th ordinary meeting of the People's Government of the Nakhin summer Autonomous Region, held on 13 October 2005 to consider the adoption of the Decree No. 86 of 15 December 2005 on the People's Government of the Nin summer Autonomous Region, which came into operation effective 1 February 2006)

Chapter I General
Article 1 encourages individuals and groups that have made a prominent contribution in the scientific, literary, artistic and artistic work of philosophical societies to mobilize the active, proactive and creative nature of philosophical social science, literature, artistic affairs and development, and to develop this approach.
Article 2 provides incentives for individuals and groups that have made a prominent contribution in social science, literature and artistic work in this self-government area and apply this approach.
Individuals and groups that have made a prominent contribution to this self-government area in philosophical studies apply to the provisions of this approach relating to social scientific incentives.
Article 3. The Government of the people of the self-government has established the following social science, literature and artistic awards:
(i) The Social Science Award for the Self-Government Region;
(ii) The award of social excellence in the self-government area;
(iii) Literary, artistic incentives for self-government.
Article IV
Chapter II
Article 5 shows the results of socio-technical research that is important for academic values and tangible applications of values that can be declared the Social Science Award for the self-government region, in the context of practical basic doctrines, application of responses, historical experience, local stereotypes and regional advantages.
The research results of socio-science workers outside the self-government area that are key elements of the Indian economy are in line with the provisions of this approach and can be declared the award of socio-science excellence in the self-government region.
The following social scientific research results can be declared to be part of the Social Science Award in the self-government area:
(i) Formal publication or public publication of books, translations, papers, tools, materials, archaeological collating results, social sciences and research (in research) reports;
(ii) The open publication of research reports, counselling reports, valuable historical experience comparative studies, etc., adopted by the authorities of more than provincial departments.
Article 7: The results of social scientific research cannot be declared the Social Science Award of the autonomous region:
(i) National incentives have been obtained;
(ii) Cross-cutting disciplines, marginalized disciplines and soft sciences that favour natural sciences;
(iii) The right to work is controversial and has not been properly resolved.
Article 8 declares the results of the study of social science awards in the self-government region, which is published in principle during the current evaluation year. The results of studies that had not received social science awards prior to the award year and had been proved to be important economic and social values in practice could also be reported.
Article 9. Individuals who have declared themselves in the literature, artistic advancement Awards in the self-government area should be writers and artists who have made remarkable achievements in the area of self-government.
Chapter III
Article 10 establishes the Social Science Award for the Self-Government Zone, which is responsible for the evaluation of social science awards in the self-government area.
The day-to-day work of the Social Science Award for the Self-Autonomous Region is the responsibility of its offices. The Office is based in the Social Science Federation of the Autonomous Region.
Article 11. The Social Science Awards Assessment Committee of the Self-Government Zone consists of experts, scholars and heads of the relevant sectors that are characterized by high-level professional technical work in social science, of which experts, scholars are not less than 4/5 of the members of the Committee for the Evaluation of Social Science in the autonomous region.
Each four-year term of office of members of the Social Science Award for the Self-Autonomous Region may be re-elected.
The members of the Social Science Award for the Self-Autonomous Region were nominated by the Federation of Social Sciences of the Self-Government Region and approved by the Government of the People's Government of the Autonomous Region.
Article 12
(i) Develop, modify the rules for evaluation of social science awards in self-government zones;
(ii) Assessment of social science awards, research results and incentives in self-government zones;
(iii) Other important matters in the evaluation of social science awards in self-government zones;
(iv) Other responsibilities under this approach.
The Social Science Awards Assessment Committee of the Autonomous Region has established a number of disciplines, consisting of experts, scholars from this discipline. The Panel is responsible for the evaluation of the results of the study in this discipline and offers awards, research results and incentives.
The experts, scholars from the discipline evaluation team are composed of more than seven singles, with each of the proposed awards, research results and incentives recommendations subject to more than 2/3 expert, scholarly consent.
Article XIV establishes the Committee for the Evaluation of Literary Arts in the Self-Government Zone, which is responsible for the evaluation of the Literary Art Awards in the self-government area, and its composition and functions are carried out in accordance with the provisions of Articles 11, 12, 13 and 13 of this approach.
The day-to-day work of the Committee for the Evaluation of Literary Arts in the Autonomous Region is the responsibility of its offices. The Office is based in the Federation of Arts of the Autonomous Region.
Chapter IV Evaluation criteria and annual awards
Article 15 Evaluate Awards for Social Science in the autonomous region:
(i) Significant breakthroughs or significant innovative research results have been achieved in a discipline area or in basic doctrine studies, which have contributed to the construction of disciplines;
(ii) Significant breakthroughs have been achieved in the application of response studies, where the results of their studies are at the national level or have significant social benefits or economic benefits, with a clear and broad practical application value.
Article 16 Medalities for socio-science excellence in the self-government area are:
(i) Innovated in the field of this discipline, there is a significant contribution to the building of disciplines, which play an important role in the promotion of the national spirit and the transmission of the national culture.
(ii) Disadvantages, advanced research methods and management experiences in foreign society, which have been translated, have important references to research and resolution of theoretical issues and practical issues.
(iii) There was academic innovation in the field of discipline and was able to correctly clarify important theoretical issues or have important implications for economic and social development, the construction of disciplines.
(iv) The physical science of the tool book, reliable, knowledge and authoritative, can reflect the latest scientific findings at home and abroad and have academic values and practical values.
(v) The content, structure and physical integrity of teaching materials have a clear application value for scientific research, teaching, social practice.
(vi) Clarifications of publications are accurate and conclusive, with new discovery or value for historical studies.
(vii) Universal reading is of an age and has a greater degree of scientific, knowledge and accessibility, which has an important role and impact in the dissemination and diffusion of social scientific knowledge.
(viii) Research reports, advisory reports that are responsive to the needs of social practice, have high applications and have a clear role to play in promoting economic and social development.
Article 17 Social Science Screening Awards in self-government zones are evaluated every four years, with each award and bonuses recommended by the Evaluation Committee of Social Science in the autonomous region on the basis of the provisions of this approach and other relevant provisions, for approval by the Government of the People of the autonomous region. Social sciences in self-government zones can be vacant without eligible candidates.
Article 18 Social Evantage Awards for Social Science in Autonomous Regions are evaluated every two years, divided into one such award, two awards and three awards. Such awards may be vacant without conditions of achievement.
The number of awards for social science awards in the self-government area does not exceed 20 per cent of the total application for the evaluation of the award, and the awards, such as incentives, are determined by the Committee on Evaluation of Social Science in the autonomous region on the basis of the amount of the incentive.
Article 19 Eriteria of awards for literature, artistic salinary contributions in self-government zones are established by the Committee for the Evaluation of Literary Arts in the self-government area in the light of the relevant provisions of this approach.
The year of evaluation and the number of awards in the self-government area for literature, the arts highlighting contributions and the implementation of article 17 of this approach.
Chapter V
The following organizations and individuals may recommend candidates for social science, literature, artefacturing awards in self-government areas:
(i) The Government of the people in the area where it is established;
(ii) The relevant sectors of the self-government, the immediate body, the unit of cause;
(iii) Relevant social groups at the level of self-government;
(iv) More than 10 experts and scholars have been recommended at the senior level.
To recommend candidates for social science, literature, art highlighting contributions in the self-government area, submitted written advice by the recommended organization or individuals to the Office of the Evaluation Committee for Social Sciences of the Self-Autonomous Region or to the Office of the Integral Arts Assessment Committee.
Article 21 proclaims the award of social scientific excellence in the self-government area, which is made up of the Federation of Social Science in the municipality where the declaration is located, or the Institute of Social Sciences of the Self-Government Region (AAAAs, Research and Research), which is initially selected in accordance with the provisions of this approach, and the Office of the Evaluation Committee of Social Science Awards in the Autonomous Region.
Article 2
(i) The evaluation team in the disciplines conducts an initial assessment of the results of the social scientific studies reviewed and submits awards, research results and incentive-level recommendations to the Committee on Social Science Awards in the autonomous region;
(ii) The Evaluation Committee of Social Science in the Self-Government Region organized a review of the recommended awards, research results and incentive levels by the heads of the various disciplines; and proposed awards, research results and incentives;
(iii) The Committee for the Evaluation of Social Science Awards in the Self-Government Zone voted in a vote by secret ballot on the candidates for review, the results of the study and the hierarchy of incentives. A vote was taken on the award of awards for social sciences in self-government zones, which should be attended by all members of the Committee for the Evaluation of Social Science in the Autonomous Region, which must be met by more than 4/5 of all members;
Members participating in the voting shall not be less than 4/5 of the total membership of the Evaluation Committee of Social Science of the Self-Autonomous Region when the award for social excellence in the self-government area is voted for by the successful outcome;
(iv) The evaluation of social science awards in self-government zones will vote on the results of the vote to be submitted to the Government of the people of the self-government.
The members of the Social Science Awards Assessment Committee of the Self-Government Region are directly responsible for awards and research results.
Article 24 The Social Science Awards Assessment Committee of the Self-Government Zone shall make the findings of the Social Science Awards approved by the Government of the People of the Autonomous Region public statements and receive social oversight in the public media.
Any unit or individual has contested the results of the evaluation of the Social Science Award, which, within 30 days of the date of the presentation, may make written observations to the Office of the Evaluation Committee of the Social Science Award of the Self-Autonomous Region. The Office of the Evaluation Committee of Social Sciences in the autonomous region shall, after consulting the Panel's observations, report on the Social Science Award of the Self-Autonomous Region or the Government of the People's Government of the self-government, and inform the relevant units or individuals by the Office of the Evaluation Committee of the Social Science Award of the autonomous Region.
Article 25 Social Science, Literary, Artious and Advantage Awards were signed and awarded by the President of the Autonomous Region.
The award for social excellence in the self-government area was awarded by the Government of the people of the self-government for awards and awards.
Article 26 Social Science Awards in the self-government area and awards for artistic and artistic advancements are recorded in the individual archives of the award as a basis for examination, promotion, evaluation of professional titles and access to treatment.
Article 27 Social Science Awards and awards in self-government zones are included in the financial budget of the self-government area; the evaluation of the Social Science Award and the Arts and Artsets in the self-government area is funded by the financial sector of the self-government sector.
Article 28, the evaluation process of the Literary and Artious Awards of the Self-Government Zone, was developed by the Committee on the Arts of the Autonomous Region, taking into account the relevant provisions of this approach.
Chapter VI Corporal punishment

Article 33 Evaluation Committee of Social Science Awards in the autonomous zone or members of the Committee for the Evaluation of Literary Arts Awards in the self-government area, misleading, favouring private fraud during the evaluation exercise, was reported by the Office of the Evaluation Committee of Social Science of the Self-Government Region or the Office of the Scientific and Technological Award of the Self-Government Region, requesting the Government of the people of the self-government to remove their membership and recommended that their units be treated in accordance with the law.
Article 31
Chapter VII
In article 32, the Federation of Literary Arts of the Self-Government Zone may set up a “Leal Award for Literary Arts” and organize implementation.
The evaluation and the number of awards for the Evangelical Arts Awards in the self-government area, taking into account the provisions of article 18 of this approach.
The award criteria for the award of excellence in literary works in the self-government area, the evaluation process, which is based on the actual practice of this professional, are developed in the light of the relevant provisions of this approach.
Article 33 Evaluation of Social Science Awards in the Self-Government Zone and the Committee for the Evaluation of Literary Arts in the Self-Government Region can develop relevant evaluation rules and other relevant rules in accordance with this approach.
Article 34 Governments of municipalities, districts (communes, districts) and the Association of Social Science of the Self-Autonomous Regions (the Association, the Research Chamber), the Federation of Literary Arts of the City, Districts (communes, districts) may carry out the work of this administrative region or of the Institute (Associations, research councils), the Federation.
Article 55 of this approach was implemented effective 1 February 2006.
