A number of provisions for the management of office premises at the Beijing Municipal Council of Residents are now decided as follows:
Article 5, paragraph 1, was amended to read: “The office of the Commission shall be established in accordance with the relevant provisions of the design indicators for the planning of public service facilities in this city”.
This decision is implemented since the date of publication. Following the amendment to this decision of the Beijing Municipal Council of Residents, issued by Order No. 78 of the Beijing People's Government, on 4 June 2001, the office of a number of provisions for the management of houses in the Beijing Municipal Council of the Municipalities was reissued.

Annex: Several provisions for the management of the office of the Municipal Council of Beijing (as amended in 2006)

Article 1, in order to improve the conditions of the commune council for the conduct of public affairs and public goods, plays the role of the Community Resident Council in urban management and community-building, which is based on the realities of the city.

Sectors such as development plans, planning, construction, finance, land tenure and civil affairs should be established and managed in accordance with their respective responsibilities.

The establishment of the office premises of the Commission should reflect the principle of facilitating the operation of the resident.
Article 6 provides for the establishment of a new housing facility in the area of residence and is constructed by the construction unit in accordance with the provisions of this provision and the provisions of the public infrastructure in the area of residence.
Article 7 The funds required are addressed by the local people's Government.
The construction units in the new construction and alteration of residential areas should include the construction of the office premises of the Commission in the construction of the construction planning programme. The planning administration should conduct a review of the construction work planning design programme in accordance with the provisions and the set-up indicators; and no approval should be given to non-compliant criteria and requirements.
After the completion of the work, the street offices in the construction area should participate in the public-component facility inspection in the residential area. There is no standard for building the office of the Commission or for failing to meet it.
Within one month of residence, the construction units should be managed by the Habitat Board's office without pay to the street offices at the location and to handle the procedures.
Article 10
The cost of maintenance, utilities, heating, etc., at the office of the Commission is vested with the Government of the local population.
No organization or individual shall intrus the office of the Commission.
The Street Office, the Council of Community Residents shall not be allowed to change the nature of the use of the office premises of the Commission without being diverted.
Article 12, in violation of this provision, shall not be delivered at the time of delivery or intrusion of the office premises of the Commission, be corrected by the time period of time by the authorities of the district, district and subdistricts; and the impossibility of the delay shall be subject to a fine of up to 3,000 dollars, in addition to the office of the Commission.
Article 13: Street Offices, community dwellers will be diverted from the office of the Habitat Committee, which is being reorganized by district, district government accountability orders, and, in serious circumstances, to hold administrative responsibility for the main heads of the street offices and those directly responsible.
