Key Benefits:
(Summit No. 75 of 9 December 2005 of the Government of Gangong Province considered the adoption of Decree No. 25 of 22 February 2006 of the People's Government Order No. 25 of 22 February 2006 on the application of 22 March 2006) Article 1 provides incentives for the promotion of scientific and technological progress, the promotion of invention and the transformation of scientific and technological outcomes, the development of citizens, organizations that make a prominent contribution in the new technology industry, the mobilization of the active and creative nature of science and technology workers and the accelerated development of science and technology, in line with the National Science and Technology Approval Regulations of the Department of State and relevant national provisions, and the development of this approach in the light of the actual circumstances of the province. Article 2 The provincial government established provincial science and technology awards, which are as follows: (i) Science and technology merit awards; (ii) Natural science awards; (iii) Technical invention awards; (iv) Science and technology progress awards. Article 3. Science and technology incentives for the implementation of the “respect for labour, respect for knowledge, respect for talent, and respect for the creation”. Solidarity, joint offensive, autonomous innovation, promotion of scientific research, technology development and economic, social and economic development, and accelerated implementation of the strategy for teaching, talent and sustainable development. Article IV recommended, evaluated, granted the principle of openness, equity and justice. Article 5. Establishment of provincial science and technology incentives committees. Article 6 Article 7. Social forces have established social science and technology awards, which are registered by the provincial science and technology administration in accordance with the relevant national provisions. Article 8 (i) To make special contributions in science and technology innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies, and to achieve significant economic and social benefits; (ii) Significant breakthroughs in a discipline area or the construction of excellence in science and technology development. Article 9. The natural science awards are granted to citizens whose natural phenomena, characteristics and regulations are articulated in basic research and application basic studies. The key sciences referred to in the previous paragraph found that the following conditions should be met: (i) The former has not been found or has not been clarified; (ii) Significant scientific values; (iii) Accepted by the national and international natural scientific community. Article 10 Technical invention awards citizens who use scientific and technical knowledge in the design of technology in inventions, technologies and systems innovating key technologies such as products, processes, materials and systems in this province. The main technology invention referred to in the previous paragraph should have the following conditions: (i) The former has not been invented or has not been made public; (ii) Be advanced and creative; (iii) To create tangible economic benefits or social benefits for more than one year of implementation. Article 11. The Science and Technology Progress Awards the following citizens, organizations that have made a prominent contribution in the application of the promotion of advanced scientific and technological outcomes and in the areas of major scientific and technological engineering, plans, projects: (i) In the implementation of technical development projects, significant scientific and technological innovation, the transformation of science and technology outcomes and the creation of significant economic benefits; (ii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology has created significant social benefits; (iii) In the implementation of major engineering projects, there has been innovation in key technology and systematization and significant economic and social benefits; (iv) Advantages in the promotion of scientific and technological knowledge and the promotion of public culture; (v) In soft scientific research projects such as scienceization in decision-making and the management of modernization, the findings of the study were adopted for the effectiveness of decision-making and management practices. The scientific and technical awards for major engineering projects in paragraph (iii) of the previous paragraph are awarded only to organizations. Article 12 The SPS award was selected every two years for each award of one - two. Article 13, natural science awards, technology invention awards, science and technology advancement awards, etc., awards 2 and 3 awards. Each year is chosen. The total number of incentive projects does not exceed 200. Article 15. Provincial science and technology awards are recommended by quotas. The recommended sectors should give preference to the list (item) and complete the proposal for a unified format and provide authentic and reliable evaluation material. In accordance with the recommendations of the Evaluation Committee, the Provincial Committee on Science and Technology Awards make awards (projects), the types and levels of incentives. The provincial science and technology awards are subject to an objection system. The findings of the provincial science and technology awards were made available to society for public opinion. Article 18, within two months of the date of publication, may provide written advice to the provincial science and technology administration to deal with the relevant sectors. Article 19 The provincial science and technology administration has reviewed the selection of candidates for provincial science and technology awards (projects) and the results of the type and hierarchy of incentives, which are approved by the provincial government. Article 20 Economies awarded Honours No. 20 for “Gen Province for Science and Technology”. The provincial governor signed the honour certificate and awards. Natural science awards, technical invention awards, science and technology advancement awards are awarded by the Government of the Provincial People. Article 21 Grant criteria for provincial science and technology awards: the SPS award amounted to $600,000. Of these, 200,000 awards were awarded to SPS recipients, 200,000 awards were awarded to other stakeholders who had completed the project and 200,000 to improve scientific research and working conditions. The natural science award, the Technology Inventation Award, the Science and Technology Progress Prize I, II and III awards were awarded at $40,000, $2 million, and 1 million respectively. The number of awards for provincial science and technology awards was presented by the Provincial Science and Technology Administration with the provincial finance sector, followed by approval by the provincial government. Article 22, the monuments of the provincial science and technology awards are recorded in their own archives as one of the important grounds for the examination and enjoyment of the treatment. Article 23 of the burgeoning, intrusing the scientific discoveries of others, technological inventions and other scientific and technological results, or in other unjustifiable means of decepting the provincial science and technology awards, is valid and, after the provincial government of science and technology, the recovery awards and certificates are cancelled. The main authors of the declaration shall not declare provincial science and technology awards within two years. Article 26 Social forces have not been registered and have established social-oriented science and technology awards, which are banned by provincial science and technology administrations. Social forces have been registered with the Social Science and Technology Award for Social Science and Technology, which collects fees in incentive activities, is charged by the provincial science and technology administration forfeiture and receive a fine of more than three times the cost. In addition to the establishment of provincial science and technology awards, the provincial government-owned departments are no longer in place.
