Article 1, in order to regulate the management of the social public safety video images information system, to maintain public safety and social order, to guarantee the safety of citizens and property, and to develop this approach in line with the provisions of the State Department's Internal Security Regulations, the Regulations on Remoting Places Management and the Comprehensive Governance Regulations of the Rejuven City.
Article 2 The law also provides for the provision.
The social public safety video image information system (hereinafter referred to as a video image information system) as described in this approach refers to the social public safety management information system for surveillance, tracking and information records in fixed regions, consisting of equipment and control software using imagery.
Article 3. The Government of the people at the district level should incorporate the construction, use and management of the video information system into the integrated governance objective of social security and strengthen organizational leadership in the management of the video information system.
Article IV is responsible for monitoring the construction, use and management of video information systems at the district level.
The authorities of the information industry, quality, planning, construction, transport, culture and electricity should work in collaboration with the relevant information systems within their respective responsibilities.
Article 5
Article 6. The use of video images shall not disclose State secrets and commercial secrets and shall not violate the right to privacy, the right to be slack and other legitimate rights and interests of citizens.
Article 7
The defence-focused units established by the Government of the people at the district level in accordance with the following terms should be established by law at the centre of its security-critical ministry, or other technical preventive facilities:
(i) Significant news units such as radio stations, television stations, newsletters;
(ii) Airports, ports, large vehicle stations, light trajectory stations, and major transport facilities such as large bridges, tunnels;
(iii) Development, production units for key products of the defence and technology industry;
(iv) Telecommunications, postal, financial units;
(v) Large energy power facilities, water facilities and urban water, electricity, fuel, heat supply facilities;
(vi) Large-scale reserve units and large trade centres;
(vii) Large cultural, sports sites;
(viii) museums, archives and priority material protection units;
(ix) Development, production, sale, storage of dangerous goods or experiments, servitude and toxic units;
(x) National focus construction units;
(xi) Other security-focused units provided for in the legislation.
The entrance of the escalating places and the main corridor should be established by law.
Video systems can be constructed on a voluntary basis by competent organs, groups, entrepreneurship units, residential small areas, depending on security or other work needs, subject to the supervision of public security authorities.
Article 8. The development of a video image information system should be consistent with the mandatory standards of the State, the local and industry and encourage the adoption of international advanced standards.
Article 9. The use of the video information system has been submitted to the public security authorities in the districts (in self-government, municipal) located in the area where the unit is located within 30 days from the date of the establishment of the system; this approach has been followed by a video image information system that has been completed and the use of the unit's information system has been made available to the district (Autonomous Regions, municipalities) public security authorities at the location of the unit within 30 days of operation.
Article 10, in accordance with legitimate, security and regulatory requirements, should take effective measures by public security authorities to integrate resources into the video image information system built by government investment.
The video image information system built by social investment confirms that systematic links can be carried out by consensus with public security authorities, due to public safety needs.
Article 11. The use of video information systems shall be subject to the following provisions:
(i) Strict limitations on the scope of the use of video information systems and the registration of the identification;
(ii) The normal operation of the video image information system shall not be interrupted without delay;
(iii) Timely communication of public security authorities due to the need for mobile video information systems facilities, equipment;
(iv) The proper preservation of more than 15 days of video imagery and the provision of other legislation is made.
No unit or individual shall have the following acts:
(i) Theft, destruction of facilities, equipment and equipment for the video information system;
(ii) The sale, distribution and illicit transmission of video material;
(iii) The intentional concealment and destruction of information collected by video images on criminal activities;
(iv) To deny, impede the use by law enforcement authorities of facilities, equipment for the use of video information systems under the law;
(v) Oriental changes in the use of video information systems.
(vi) Other acts that affect the normal use of video information systems;
Article 13. Public security authorities and the relevant law enforcement authorities should receive relevant video material in accordance with the statutory procedures, and the use units of the video image information system should be provided in practice.
Article XIV, in accordance with the operational requirements of road safety management, fire safety monitoring and the maintenance of social order and the disposal of major emergencies, has been approved by the heads of the public security agencies at the district level by direct use of the relevant video information system, which may also be made available to the video information system designated by public security authorities.
Article 15. The use units and individuals of the video images information system provide key evidence and linears for the detection of major criminal, security cases or the seizure of suspects of important crimes, in accordance with the relevant provisions.
Article 16, in violation of article 7, paragraph 2, paragraph 3, of this approach, is punishable by public security authorities in accordance with the provisions of the Department of State's Internal Security Control Regulations for the Career Unit and the Regulations on the Regulation of Recreation Facilities.
Article 17, in violation of article 9 of this approach, has been converted to the period of time by the public security authorities at the district level, with a fine of 500 dollars overdue.
Article 18, in violation of article 11 of this approach, has been corrected by the time limit of the public security authority at the district level, with a fine of 1,000 dollars overdue.
Article 19, in violation of article 12, paragraphs (ii), (iii), (iv), (v), (vi) of this approach, is subject to a change in the period of time imposed by the public security organs at the district level, and a fine of 1000 units and a fine of 500 dollars for individuals.
Article 20, in violation of other provisions of this approach, constitutes a violation of the law and punishes it in accordance with the Law on the Safety and Security of the People's Republic of China; constitutes an offence punishable by law; and constitutes a civil violation, and assumes civil responsibility under the law.
Article 21, Public security authorities do not perform their duties in accordance with the law in the management of video images information systems, or have other clergy, abuse of their functions, and give administrative treatment to the competent and other directly responsible personnel directly responsible; constitute criminal liability by law; constitute civil abuse and assume civil responsibility under the law.
