Article 1 provides incentives for individuals, organizations that have made a prominent contribution in science and technology progress, mobilizes the active and creative nature of science and technology workers, promotes the implementation of the Cyberru Strategy, strengthens autonomous innovation capacities, build innovative provinces, and develops this approach in line with the provisions of the National Science and Technology Approval Regulations.
Article 2. The Government of the Provincial People has established provincial science and technology awards, which are evaluated every year. The provincial science and technology awards are divided into provincial science and technology awards, provincial natural science awards, provincial technology invention awards, provincial science and technology progress awards and international scientific technical cooperation awards in the Province of San Suu Kyi.
The highest prize for science and technology in the province and the International Prize for Scientific Technical Cooperation in the Province of San Orientale. The provincial natural science awards, provincial technology invention awards and provincial science and technology progress awards are awarded at three levels.
There are no more than two annual awards for provincial science and technology. The number of awards per year for the International Scientific Technical Cooperation Award in San Suu Kyong province is limited. The Ministry's natural science awards, provincial technology invention awards and provincial science and technology progress awards are not more than 500 per year.
Article 3. Provincial science and technology incentives for the implementation of autonomous innovation, focus on cross-cutting, development-led and forward-looking approaches; uphold respect for knowledge, respect for talent; encourage autonomous innovation and the integration of production, scientific and technological outcomes; focus on science and technology levels and access to autonomous intellectual property; and focus on the contribution and benefits of science and technology to addressing the major economic and social development issues in my province.
The provincial science and technology awards are recommended, evaluated and awarded, uphold the principles of openness, equity, impartiality, justice, be administered in accordance with the law, be pragmatic, results-based, rigorous evaluation criteria and are not subject to illegal interference by any organization or individual, and are firmly prevented from making false statements.
Article IV. The provincial science and technology administration is responsible for the management of the organization of the provincial science and technology award evaluation.
Article 5. The Government of the Provincial People's Government has established the Provincial Committee on Science and Technology Awards, which consists of the provincial science and technology executive branch, which is approved by the Government of the province. The provincial science and technology incentive committees are responsible for the evaluation of provincial science and technology awards in accordance with the provisions of this approach.
The Office of the Provincial Committee on Science and Technology Awards (hereinafter referred to as provincial incentives). Provincial incentives are based in provincial science and technology administrations responsible for the day-to-day work of the provincial science and technology incentive committees.
Article 6 A number of provincial science and technology awards disciplines (specialised) evaluation teams are established under the provincial science and technology awards evaluation committees to conduct evaluation in accordance with the provisions of this approach.
Article 7. Evaluating experts and staff shall not be able to contact the declaring units, the declaringor in the evaluation process alone and shall not disclose the technical content and evaluation of the evaluation projects.

Article 8
(i) A major breakthrough or a significant contribution to promoting science and technology development before contemporary science and technology;
(ii) In science and technology innovation, the transformation of science and technology outcomes and the industrialization of high-technical technologies, access to major technological inventions, technology innovation has created enormous economic benefits, ecological benefits or social benefits.
Article 9. The provincial natural science awards to identify natural phenomena, characteristics and regulations in the basic research and application base studies, and individuals who make significant scientific discoveries.
The major scientific discoveries referred to in the previous paragraph should have the following conditions:
(i) The former has not been found or has not been clarified;
(ii) Significant scientific values;
(iii) The natural scientific community, both domestic and foreign, is recognized.
Article 10 of the provincial technology invention awards individuals who use scientific and technological knowledge to invent major technologies such as products, processes, materials and systems.
The main technological invention referred to in the previous paragraph should have the following conditions:
(i) Access to invention patents;
(ii) Significant economic benefits, ecological benefits or social benefits have been achieved after implementation.
Article 11. The Provincial Science and Technology Progress Awards organizations and individuals who make a significant contribution in the implementation of projects such as technology development and diffusion, social good, major engineering and management of science:
(i) To complete the transformation and diffusion of major scientific and technological innovations, scientific and technological outcomes, and to introduce re-innovation of science and technology outcomes, and to create significant economic benefits;
(ii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology, access to major scientific and technical outcomes and create tangible social benefits;
(iii) In the implementation of major engineering projects, significant innovation in the management of technology and systems has been achieved to meet national advanced levels;
(iv) In the implementation of scientific projects, there is a marked improvement in the scientificization and management of decision-making, with notable social benefits or economic benefits.
The Provincial Science and Technology Progress Award for the third major engineering category project in the previous paragraph was awarded only to the organization.
Article 12. Foreigners or foreign organizations that make important contributions to the science and technology cause of my province are awarded by the International Scientific Technical Cooperation Award for the Province of San Suu Kyi:
(i) Significant scientific and technological outcomes, such as research, development and development, in cooperation with individuals or organizations in my province, play an important role in science and technology, economic development in my province, and achieve significant economic benefits, ecological benefits or social benefits;
(ii) To transfer advanced science and technology to individuals or organizations in my province, to make important scientific and technological development recommendations and responses, to develop science and technology or to manage talents, and to advance the development of science and technology in my province;
(iii) An important contribution to the promotion of scientific and technical exchanges and cooperation between my province and other States or international organizations;
(iv) In my province alone, joint ventures and other organizations carry out activities on the transfer and diffusion of scientific and technological results, with notable economic benefits, ecological benefits or social benefits.
Article 13 Provincial science and technology awards are recommended by the following units or individuals:
(i) The relevant departments and institutions of the Government of the province;
(ii) The Government's science and technology administration in the establishment area;
(iii) Other units or individuals determined by the provincial science and technology administration that meet the required qualifications.
Article 14.
(i) A dispute over intellectual property;
(ii) The completion unit or completion of scientific and technological results is controversial;
(iii) The same technical content project, at the same time in the same year, declares the provincial natural science award, the provincial technology invention and the provincial science and technology advancement prize;
(iv) Science and technology awards have been obtained at the national or provincial levels.
Article 15. Activities such as declarations, recommendations, evaluation and awards of provincial science and technology awards should be gradually managed using computer network technology.
Article 16 declares the Provincial Science and Technology Award, which shall be submitted in accordance with administrative affiliation to the recommended units (persons) with qualifications, and provide authentic and reliable material.
The scientific results of the declaration of the natural science awards, provincial technology invention awards, provincial science and technology progress awards should be evaluated through scientific and technical results organized by the provincial science and technology administration. The unit's declaration should be made public in advance of the declaration.
Article 17 recommended units (persons) should review provincial science and technology awards and send eligible provincial incentives.
Provincial incentives should review the recommended material, be clustered in accordance with disciplines (specialist) and be public in provincial media.
The provincial science and technology awards evaluation team is responsible for the initial evaluation of the recommended projects, individuals or organizations within the scope of this discipline (specialised) and will be presented to the Provincial Committee on Science and Technology Awards.
The Provincial Committee on Science and Technology Awards is responsible for the review of the initial evaluation and the submission of proposed awards, projects and organizational incentives.
Article 20 incentives should be presented by the Provincial Committee on Science and Technology Awards, which is 30 days in the provincial media. Any unit or individual objected to the demonstration project, individuals or organizations, which could be presented to the provincial incentive offices within 30 days of the date of the presentation. Provincial incentives should report to the Provincial Committee on Science and Technology Awards on the demonstration and the results of the objections.
Article 21, the Provincial Committee on Science and Technology Awards is responsible for the consideration of incentives and for the final decision on the outcome of the disobedience. The provincial science and technology administration reviews incentives and reports to the Government of the province for approval.
Article 2
The provincial natural science awards, provincial technology invention awards, provincial science and technology advancement awards are awarded by the Government of the Provincial People.
The International Scientific Technical Cooperation Award in the Province of San Suu Kyi invited governors to sign and award honour certificates and awards.
Article 23 of the Supreme Prize for Science and Technology in the Province is one million yen.
The provincial natural science awards, provincial technology invention awards and provincial science and technology progress awards, etc., two awards, three awards were awarded at $100,000, $50,000, and $20,000.
The Government of the Provincial People will, in accordance with the needs of science and technology, increase the level of incentives and awards for provincial science and technology awards.
The incentives for provincial science and technology awards are included in the provincial fiscal budget.
Article 24 of the provincial science and technology awards should be distributed in accordance with the size of the contributions of the completeers, and no units and individuals shall be stopped and diverted.
Article 25 obtained the highest scientific and technical award and the first head of the National Science and Technology Award, which was granted to the provincial labour model or to the provincial governor's advanced worker's honour, with the approval of the Provincial Government.
Article 26 The relevant departments of the provincial government, in accordance with the special circumstances of defence, national security, can set up sectoral science and technology awards that are limited to scientific and technological outcomes involving confidentiality, such as defence, national security. Specific approaches have been developed by the relevant departments of the province to report on the provincial science and technology administration. Other ministries and agencies of the provincial government may not establish sectoral science and technology awards.
Governments of the municipalities, districts (markets, districts) in the districts should establish scientific and technical awards. Specific approaches are provided by the municipalities, districts (communes, districts) and the people's governments of the districts, and incentives are included in the current financial budget.
Article 27 encourages social forces to establish social science and technology awards. Social forces have established social science and technology awards, which should be registered in provincial science and technology administrations and should not be charged with any fees in incentive activities.
The social forces have established a social-oriented science and technology award management approach, developed by the provincial science and technology administration and implemented after the approval of the provincial people's Government.
Article XXVIII deducts, expropriates the scientific and technological outcomes of others or other unjustifiable means of decepting provincial science and technology awards, which are withdrawn by the provincial science and technology administration after the approval of the Government of the Provincial Government, and recovers honour certificates, awards and awards. Persons with direct responsibility are treated by law by the unit of the institution, which constitutes a crime and is criminally liable by law.
Article 29 recommended units (persons) provide false material to assist others in decepting provincial science and technology incentives, which are criticized by the provincial science and technology administration, suspending or eliminating their recommended qualifications. Individuals responsible for direct responsibility and other persons directly responsible are treated by law by their units; they constitute crimes and are criminally prosecuted by law.
Article 33 experts and relevant staff participating in the provincial science and technology awards evaluation exercise, who have been misleading in the evaluation activities or have contact with the declared unit, the author, revealing private fraud, such as technical content and evaluation of the evaluation project, suspended or cancelled its evaluation qualifications, disposed of the staff concerned by law by the competent units, and constitute criminal liability.
Article 31 of the Social Forces has been unregistered and has established social-oriented science and technology awards that are banned by provincial science and technology administrations.
Social forces have been registered to establish social science and technology awards, paying fees in science and technology incentives, which are charged by the scientific and technical administration forfeiture of the fees charged and may receive more than three times the cost charged; in the event of serious dismissal.
Article 32 of this approach is implemented effective 1 August 2006. The San Oriental Science and Technology Award, issued on 5 April 2002 by the Government of the People of the province, was repealed.
