Article 1, in order to strengthen the management of safe production, to increase the level of safe production of units operating in cultural recreation sites, to prevent and reduce accidents in production, to guarantee the lives and property security of the people, and to establish this provision in accordance with the People's Republic of China Act on Safety Production and Security and the Beijing City Safety Production Regulations and relevant laws, regulations and regulations.
Article 2
The cultural recreation units described in this provision include the film screening units established by law, the operating units of Internet-based service locations, operation units of theatres, and the operation of recreational sites.
Article 3. Safety production management and adherence to safe first, preventive and integrated governance approaches.

Article 5. The main heads of cultural recreation units are fully responsible for the safe production of this unit.
Article 6 Business units in cultural recreation sites should comply with laws, regulations, regulations, regulations and regulations relating to safe production, enhance the management of safe production, establish a safe and safe production responsibility regime, improve security production conditions and ensure safe production.

Article 11. Business units in cultural recreational places should establish a system of identification of spoilers of production safety accidents, facilities that are vulnerable to accidents, clear responsibility personnel, and preventive and emergency measures.
Article 12. The Film Screening Unit, the operation of the theatre shall conduct a comprehensive security inspection of the area of business before and after the commencement of daily business and at all times, and the operation of other cultural recreational sites shall conduct a full screening of the region before and after the commencement of daily business, with at least one safe gate during the course of business. Sections such as cultural recreation sites and commercial sites are located in the same building, and the cultural recreation operation units should guarantee access to outdoors and regulate the evacuation of the staff members after the business of such units.

When a security accident occurs in the production of cultural recreation sites, emergency relief advances should be launched promptly, effective measures should be taken to disperse personnel, prevent accidents from expanding and, in accordance with the relevant provisions of the State and the city, in a timely manner, reporting public safety, safe production monitoring, and culture.
Article 32 of the Safety Production Monitoring Management found that there was a security production problem for the operation of cultural recreation sites, which belonged to industrial oversight or dedicated oversight functions, and should be addressed in writing.
In violation of this provision, the operation of cultural recreation sites is one of the following cases, which is being restructured by the cultural administrative authorities and punished in accordance with the following provisions:

(iv) The number of consumers accommodated in the escalating places exceeds the authorized strength and is implemented in accordance with article 47 of the Recreation Places Regulation.
In violation of this provision, the regulations, regulations and regulations, such as security production, firefighting, special equipment security, should be punished by law by the relevant authorities.
Article 33 XV provides for implementation effective 1 April 2007.
