Article 1 promotes the employment of persons with disabilities, in accordance with the People's Republic of China Disability Guarantee Act, the Interim Mongolian Self-Autonomous Region for the Implementation of the People's Republic of China Act on the Protection of Persons with Disabilities and the Act on the Equalization of Employment of Persons with Disabilities in the Home Mongolian Self-Autonomous Region, and develops this approach in conjunction with the practice of this city.
Article 2
(i) The regular population of the city of Handal;
(ii) Within the legal age of employment;
(iii) There are certain labour capacity and employment requirements;
(iv) Holding the People's Republic of China Disability Evidence.
Article 3 Governments of the urban, flag and district communities should strengthen their leadership in the proportional arrangements for employment of persons with disabilities, take affirmative measures to grant special support to persons with disabilities and guarantee the realization of the legitimate rights and interests of persons with disabilities.
The Federation of Persons with Disabilities in the city, the flag district is responsible for the proportional arrangements for employment of persons with disabilities in the current administration.
Sectors such as development and reform, labour and social security, finance, personnel, civil affairs, health, education, statistics, business and tax should be proportional in the employment of persons with disabilities in accordance with their respective responsibilities.
Article IV. The Labour Employment Service Centre for Persons with Disabilities, which is affiliated to the Federation of Persons with Disabilities, is specifically responsible for the labour resources and social work surveys of persons with disabilities, unemployment registration, employment registration, competency assessment, vocational training, vocational guidance, career presentations, skills identification and management of employment guarantees for persons with disabilities.
Article 5
The number of persons with disabilities arranged by proportional unit means the number of persons with disabilities, as determined by the same-ranking Disabled Persons Federation, which is in line with the proportional employment criteria. One Braille was arranged for two persons with disabilities.
The Government of the people of the city, the flag district has encouraged individuals and businesses in rural and urban areas to organize employment of persons with disabilities. In the case of welfare enterprises, persons with disabilities collectively operate, the Government of the people of the city, the flag district and the relevant sectors should grant tax relief and other support in accordance with the relevant provisions of the State, the autonomous region and the Government of the city.
Article 6 provides a hierarchy of responsibility for the employment of persons with disabilities.
The Federation of Persons with Disabilities in the city, the flag district, is responsible for the employment of persons with disabilities by proportional proportions of the government-owned agencies, groups, business units and non-commercial units registered in the same tax sector.

Article 8. Placement of employment of persons with disabilities shall be in accordance with the law of employment contracts or labour contracts for persons with disabilities, and social insurance such as nursing, medical, unemployment, work injury, etc.; and the dismissal of labour contracts or personnel relations by a person's unit in accordance with the law of the disability worker shall be reported to the local Disability Federation.
Article 9. The user units shall arrange the appropriate types of work and positions for the disabled worker in accordance with the work needs of this unit and the level of disability, skills, specials, etc.
Various vocational training institutions in the city, the flag district should provide training for persons with disabilities and, where appropriate, for training.
Persons with disabilities should be actively involved and trained to enhance employment capacity.
Article 10. The Federation of Persons with Disabilities in the City, the flag District shall conduct a review of the employment of persons with disabilities by proportional units. The user unit should cooperate with the inspection and, as requested, the relevant information, if any.
Article 11. The labour security sector in the urban, flag and district areas should be incorporated into the labour inspectorate by proportional arrangements for employment of persons with disabilities and the social security of workers with disabilities, in accordance with the law.
Article 12 arranges for persons with disabilities to be employed for less than the proportion of persons with disabilities, and shall pay the employment security of persons with disabilities. Each minor arrangement has resulted in the payment of employment guarantees to persons with disabilities for the average annual salary of the occupants in the urban statistics sector, in accordance with the average annual salary of the occupants of the occupants, which are published by the flag district statistical offices, and the payment of employment guarantees to persons with disabilities in the average salary of the workers. A unit with a defined proportion of persons with disabilities may be exempted from the arrangements for employment of persons with disabilities, but the employment security of persons with disabilities should be calculated in proportion to the difference.
The employment security payments to be paid by the user unit shall be approved at the level of the Federation of Persons with Disabilities in the city, in accordance with article 6 of this scheme.
The employment security of persons with disabilities paid by agencies, groups, business units is covered by the budget or the balance of payments, and the employment security of persons with disabilities paid by business units, civil service units, etc. The employment security of persons with disabilities paid by businesses can be deducted from the pre-commercial income.
Article 13. Employment guarantees for persons with disabilities as government funds are charged by local tax authorities at all levels. Funding units should pay for employment security for persons with disabilities, which can be transferred directly from the municipal, flag and district financial sectors.
The employment security of persons with disabilities collected in the city, the flag district, which is charged annually by 5 per cent of the total year, is used for the integrated rehabilitation of the cause of disability throughout the region.
Article 14.
Article 15. The user unit shall pay in full and on time the employment security of persons with disabilities without the approval of the late payment of employment guarantees for persons with disabilities, which shall be paid by the local tax authorities for a period of time, with five lapnes from the date of the contributory payment and lags into employment guarantees for persons with disabilities.
Article 16 Employment guarantees for persons with disabilities are government funds that are integrated into the management of financial budgets, are subject to exclusive storage and are not diverted to the following expenses:
(i) Allow persons with disabilities to participate in vocational training and education;
(ii) To encourage units and individuals with more proportional arrangements for employment of persons with disabilities, as well as units and individuals that make significant achievements in the organization of employment for persons with disabilities;
(iii) Enabling the community of persons with disabilities in towns from industry, individual operations and rural persons with disabilities in the cultivation and reproduction industry;
(iv) Expenditures for appropriate assistance to persons with disabilities services;
(v) Other expenses for employment of persons with disabilities directly;
(vi) Vocational training for the rehabilitation of persons with disabilities.
In areas where employment guarantees for persons with disabilities have a balance, the employment security of persons with disabilities can be provided with adequate subsidies for the individual and business-owners of persons with disabilities who have difficulty in paying basic old-age premiums.
Article 17 The financial sector of the city, the flag district shall organize, within the budget, specific funds for the promotion of employment of persons with disabilities, and loans to concentrate on the employment of persons with disabilities may be paid as appropriate.
The Disabled People's Federation could contribute to employment organizations for persons with disabilities.
Article 18 provides recognition and incentives for units and individuals that have made a significant difference in the employment of persons with disabilities by proportional arrangements.
FIDH should establish a financial management system for the promotion of employment guarantees for persons with disabilities, with dedicated personnel responsible for management and receive inspection oversight in the financial and audit sectors.
Article 20 violates article 10 of this approach by a user unit that reports, conceals or rejects statistical information and is dealt with by the Disability Federation with the statistical offices in accordance with the relevant provisions of statistical legislation.
Article 21, the Federation of Persons with Disabilities in the flag district, the local tax sector and the relevant government departments have a violation of articles 12, 13 and 16 of this approach, which is governed by the law by the executive branch or administrative inspectorate in accordance with the authority of management; and criminal liability in accordance with the law.
Article 2 The Employment Implementation of Persons with Disabilities (No. [1998]36) has been repealed by proportional arrangements in the city of Hit and Huntland.
