The second amendment reads as follows:
In Article III, the Leading Group for the Management of Important Goods in the Province was amended to read: “Department of Development and Reforms, provincial finances”; and in subparagraph (iii) as follows: “Recommendations to the Government of the Provincial People for the use of important commodities in provincial reserves”.
Delete article IV.
Article 6 should be replaced with article 5 and amended to read: “Status and quantity of important regional commodity reserves in the provinces, the Ministry of Development and Reform, the provincial financial sector, which is implemented after approval by the Government of the province”.
V. Article 7 should be replaced with Article 6 and amended to read: “A key commodities included in the provincial reserve plan are entrusted by the provincial development and reform sector, the provincial financial sector, the provincial administration of food, the provincial commercial administration and provincial distribution agencies”.
Amendments to the “Office of the Leading Group for the Management of Important Goods in the Province” in Articles 8, 10 and 12 are as follows:
Article 9 was replaced with Article 8, and paragraph 1 was amended to read: “The use of important commodities for provincial reserves should be reviewed and made available by the provincial development and reform sector, the provincial financial sector, and, after the approval of the Government of the Provincial People, be governed by the escrow sector”.
Article 15 has been replaced with Article 14 and has been amended to read: “Conferences and cost subsidies for loans for major national commodity reserves in the provinces, as well as policy deficits for major commodities using the reserve, which are reflected in the special funds for major national commodity reserves in the provinces, as approved by the provincial financial sector. No other costs and expenditures other than authorized or authorized scope are resolved by the escrow sector itself.”
Article 19 was replaced with article 18 and was amended to read: “The financial management approach for the major regional commodity reserves in the governorate is developed by the provincial financial sector”.
Article 19: “Regulation of commodities, such as fertilizers, medicines, which are included in the provincial major commodity reserves plan, are managed directly by the provincial development and reform sectors, the provincial financial sector, and in accordance with the relevant provisions of this approach.”
Article 20 was deleted.
The order of the relevant provisions of this approach is adjusted accordingly, in accordance with the above amendments. In addition, individual languages were revised.
