Article 1
In order to strengthen the management of firefighting facilities, to guarantee the proper functioning of construction firefighting facilities, to prevent and reduce fire hazards, to maintain social public safety, and to develop this provision in the light of the provisions of the laws, regulations and regulations such as the People's Republic of China Fire Act, the Shanghai City Fire Code.
Article 2
This provision applies to the configuration, maintenance, maintenance and testing of firefighting facilities within the city's administration.
Article 3 (Definition)
The construction firefighting facilities described in this provision refer to facilities such as fire alerts, fire dispersion, anti-smoking, safe evacuation, fire relief, in accordance with the requirements of national and present municipal fire safety technology standards.
Article IV (Management)
The Municipal Public Security Agency is the competent authority for the management of the construction fire facility in the city, and the municipal and district-level public safety fires sector performs specific oversight of the management of construction fire facilities.
Relevant administrations such as urban construction, planning, premises resources, safe production regulation, quality technicians, business and industry should be able, within their respective responsibilities, to oversee the management of construction fire facilities.
Article 5
Agencies, groups, businesses, utilities should be equipped with firefighting facilities in accordance with the technical standards of the State and the city.
The area of construction is in intensive locations such as more than 300 square meters, more than 1,000 m2 stores, catering, public recreation sites, with the exception of the automated firefighting system or the non-use of water fire.
Article 6
The units equipped with fire automatic alert systems should be based on national legislation, regulations and technical standards, and on the automated police information system for fires in the city.
Article 7
The property units of the construction fire facility should be maintained, maintained and inspected in accordance with the law for the construction of firefighting facilities, or may be entrusted with the implementation of units such as construction, use or operation management.
The property management unit in the residential area shall be responsible for the maintenance, maintenance and inspection of construction fire facilities within the management area.
Article 8
The property units of construction firefighting facilities or the delegated units should perform the day-to-day management responsibilities of the following construction firefighting facilities and ensure that construction fire facilities are well and effectively:
(i) The development of operational protocols and management systems for the maintenance, maintenance, testing of construction fire facilities;
(ii) Maintenance, maintenance, testing and documentation of construction firefighting facilities;
(iii) Organizing the operation of construction firefighting facilities and the training of managers on fire safety;
(iv) Establishment of a management file on the configuration and operation of construction firefighting facilities;
(v) Other responsibilities under laws, regulations and regulations.
Article 9
The maintenance, maintenance and maintenance of construction firefighting facilities should be carried out on a regular basis in accordance with the technical standards of the State and the city.
The maintenance and maintenance of high-technical construction fire facilities, such as fixed fire systems, fire alert systems and mechanical anti-smoking systems, should be carried out in accordance with the law by professional technical units with corresponding qualifications.
Article 10
The inspection of construction fire facilities should be conducted at least once a year in accordance with the technical standards of the State and the city.
The inspection of construction fire facilities is carried out by the property rights unit or by the authorized units, or by units specialized in the construction fire facility testing and the acquisition of measurements.
The property units of the construction fire facility or the authorized units shall be inspected to the public safety fire service at the site within 30 days of the end of the testing.
Article 11
The supervision of fire safety-focused units' firefighting facilities in the public safety fire safety sector has been screened at least once a year, with oversight of other units' firefighting facilities at least once a year.
Article 12
The Public Security Fire Unit oversees the management of units' firefighting facilities, including the following:
(i) The configuration of firefighting facilities;
(ii) Status of operation of construction firefighting facilities;
(iii) The operation, management system for construction firefighting facilities;
(iv) The operation of firefighting facilities, training of managers on fire safety;
(v) Maintenance, maintenance and inspection of construction firefighting facilities;
(vi) Establishment of the Archives for the management of fire facilities;
(vii) Status of clearance reports for construction fire facilities;
(viii) The State and the city provide for the need to monitor other cases of screening.
Article 13
The construction fire facility inspection unit reports false testing reports, which are being converted by public safety firefighting authorities, can be fined by more than 2000 dollars and US$0.
Article 14.
The penalties for violations of the management of construction fire facilities are regulated by law, legislation and regulations.
Article 15
The public safety fire sector found that the relevant units were in the maintenance, maintenance and inspection of construction fire facilities, in violation of regulations relating to construction, quality technicians, premises resources, safe production regulation, business and so forth, and that the relevant administrations should be treated in a timely manner by law.
Article 16
The members of the public safety fire service have criminal responsibility under the law in the area of supervision of construction fire facilities, malfunctioning, provocative fraud.
Article 17
This provision was implemented effective 5 May 2007.
